Hog Control

USDA Forest Service- SRS
MOTORCYCLE HELMETS
Any person operating a motorcycle within the boundaries of Savannah River Site is required to wear a DOT approved helmet. This includes any 2, 3, or 4 wheeled type motorcycles. Motorcyclists can still operate their motorcycles without a helmet on the three publicly accessible hi ways, like 125. Motorcyclists not wearing helmets will be turned away at the barricades.
ARCHAEOLOGICAL OR HISTORIC SITES (AGAR 452.236-73)(FEB 1988)
If a previously unidentified archaeological or historic site(s) is encountered, the Contractor shall discontinue work in the general area of the site(s) and notify the Contracting Officer immediately.
CRIMINAL LIABILITY
It is understood that disclosure of any classified information relating to the work or services ordered hereunder to any person not entitled to receive it or failure to safeguard any classified information that may come to the USFS or any person under the USFS control in connection with work under this Agreement, may subject USFS, its agents, employees, or subcontractors to criminal liability under the laws of the United States. (See the Atomic Energy Act of 1954, as amended, 42 U.S.C. 2011 et seq.; 18 U.S.C. 793 and 794; and Executive Order 12356)
SUSPENSION OF WORK
The Department of Energy operates the Savannah River Site. Sometimes due to safety, security and other reasons, the Contracting Officer may order the Contractor to suspend or delay work. FAR Clause 52.242-14 terms and conditions will apply if a work suspension/delay is ordered by the Contracting Officer.
HOURS OF OPERATION.
The Forest Service’s normal operating hours are 0700 to 1700, Monday through Friday, excluding the Federal holidays shown below. However, the contractor shall perform services required under this contract as indicated in the specifications (Hunting is usually on Friday and Saturday weekly)

G. Contractor shall provide documented training for all equipment operators.
H. The Contractor shall not use power line Right-of-Ways (ROW) for staging, loading/unloading, parking or turn around for equipment and trucks. The COR shall be present for any work required within or adjacent to power line ROW.
The contractor shall inform all employees and sub-contractors of the requirements concerning power line ROW.
When using dump trucks to place material on roadways that cross under power lines, within 25 feet laterally of lines, trucks will end dump moving away from lines. Trucks shall not, in any circumstance, operate lift beds within 25 feet of lines.
Vehicles with lift bodies or booms shall not have the bodies/booms operated within ROW. Drivers need to know the total height of vehicles to ensure safe passage under power lines. Minimum distances are 20 feet from ground supports (including poles, guys, towers and other structures) and 12 feet vertical clearance from over head power lines.
I. REMOTE WORKER POLICY: The Contractor shall be required to comply with the USDA Forest Service – Savannah River’s “Field Worker and Contractor Tracking System.” This system aids in the location of personnel in the case of an emergency; such as, severe weather, fire, personal injury, or other threats. The system will be explained at the Pre-Work Meeting. Contractor will be issued a Site pager that will provide emergency information to the contractor, such as, severe weather alerts, etc. The Site pager will be issued at the Pre-construction meeting and must remain with the crew working on the contract at all times that the crew is on SRS. It is the contractor’s responsibility to request additional pagers to ensure employees working alone or away from the work crew are equipped with a site pager.
A Remote Worker is defined as - any worker within the SRS boundaries who is beyond range of an installed Safety Alarm System. This includes persons in transit via any site roadway to and from buildings, personnel involved in outside exercise activities, and field personnel.
All remote workers will check out and in with either Forest Service - Savannah River Operations Center (FS-SROC) or the Savannah River Site Operations Center (SRSOC) as appropriate. The FS-SROC is responsible for monitoring remote employees checked out during normal work hours. The work hours will be provided after contract award. The SRSOC will monitor remote employees checked out before or after FS-SROC regular work hours. Example—Contractors will initiate remote work notification procedures prior to departing the USFS-SR compound and prior to opening an outer perimeter site security gate.
SRS may dictate that the remote worker forfeits their badge if not in compliance with SRS Remote Worker policies.
All affected personnel changing location to include facilities, road way work areas, or field sites will check in with dispatch immediately and update location or travel information.
J. All Terrain Vehicles/Off Highway Vehicles The use of All Terrain Vehicles/Off Highway vehicles is not permitted for this contract.
contractor will provide the state license number, the make, and color of each vehicle. No other vehicles will be allowed on site. Vehicles that enter the Savannah River Site must have current registration, and current proof of insurance, driver of the vehicle must also have a valid drivers license. If items above are not with the contractor than the contractor will not be able to enter the site. The serial number of all firearms to be used will be registered with the SRS Security forces. Vehicles used by the contractor will be subject to search by USFS-SR personnel and the SRS Security forces. The make, model, and serial number of all firearms to be used as well as other contraband equipment shall be given to the CO or COR immediately upon notification of award of this contract so that a Contraband Pass may be requested from DOE. There will be no loaded fire arms in vehicles, no exceptions.
2. The total number of contractor employees will not exceed six (including contractor). The Contracting Officer or COR will ensure compliance with workmen’s compensation requirements prior to allowing more than 4 hunters in a party.
3. When entering the Site the contractor (or contractor employees) shall report immediately to the USFS - SR, from which point they may be accompanied by the CO, COR, or Inspector to the work area. If for any reason the CO, COR, or Inspector leaves or is not present in the work area, the contractor (or contractor employees) shall notify USFS - SR Dispatch of their location at all times, when changing locations, and when leaving for the day.When savannah River Dispatch is not in service or not on duty, SRS Operation Center will be contacted for remote worker tracking.
4. The Contractor/employees shall not enter or operate in Radiological Control Areas (RCA) and may be required to submit to monitoring by Site personnel.
5. f mutually agreeable, Contractor may store equipment or other supplies necessary to the completion of the contract at the USFS - SR workcenter. USFS -SR and DOE assume no responsibility for any of the contractor’s equipment, supplies, or material stored at the workcenter, in transit or in use at a designated work site.
6. Taking of wild hogs and related activities will not be done within the Advanced Tactical Training Area (ATTA) or the Small Arms Training Area (SATA) until range activity is determined by USFS Dispatch. There will be no active mangement of hogs on Crackerneck Wildlife Management Area unless deamed necessary by CO and COR.
7. Use of boats in the Savannah River and on adjacent DOE lands shall be confined to the retrieval of dogs only. Any entrance to and departure from water by boat shall be confined to points within the boundaries of the SRS.
8. Contractor shall be required to carry a USFS-SR radio (issued daily) at all times and remain in communication with the COR/Inspector while working on SRS. The Contractor shall be liable for loss or damage of these radios (valued at $2,600). Contractors will be required to carry FS radios while dog hunting. The use of cell phones and pagers maybe used during trapping activities as long as the remote worker policy is not compromised.
