TECHNICAL EVALUATION INFORMATION

TECHNICAL EDITOR

A. REQUIRED COMPUTER PROGRAMS

Ability to send and receive documents in electronic formats, such as Microsoft Word, Adobe portable document format, or other compatible format.

B. REQUIRED SPECIAL SKILLS

1. Demonstrated skills in technical, scientific, and interpretive writing that articulates, synthesizes, and interprets research findings about natural resources and their management.

2. Demonstrated ability to interpret scientific language for a variety of audiences, including forest managers, nongovernment organizations, research clients, policymakers, and general public.

3. Ability to translate forest science terms and jargon into language that can be understood by scientists, resource managers, and others.

4. Demonstrated skills in editing technical and scientific reports.

5. General knowledge of natural resources science and resource management, including forest ecology, forest management, forest health, fire and other disturbance regimes, aquatic ecosystems, watershed health, and related social sciences topics.

6. Ability to read scientific publications and other background technical information, interview scientists (usually by phone but also in person), and obtain information from reputable Web sites on the Internet and other credible sources.

7. General knowledge of scientific concepts and terms, and the processes of basic and applied scientific research.

8. Ability to write clearly in English, with accurate spelling, punctuation, and grammar.

EVALUATION OF PROPOSALS FOR AWARD

Three Work Samples, submitted by bidder either in hardcopy with handwritten edits or on a CD, electronically, with tracked changes – (ie, per the items on Attachment 3, Technical Editing Checklist).

- Work samples will be used to evaluate experience and will be reviewed for readability of final product, complexity of technical material, and ability of editor to find substantive errors and unsupported assertions.

- Samples must pertain to scientific or technical research, preferably in forest science, environmental science, or closely related fields; any non-scientific sample, e.g., a restaurant menu, will be excluded from the evaluation.

- Work samples submitted in an electronic format shall be accessible in Microsoft Word program. All samples found to be inaccessible on SRS computers will be returned to the bidder and not considered for evaluation.

Experience Questionnaire, Attachment 5. Offeror shall submit Experience Questionnaire reflecting work completed within the past 3 years. References will be contacted to verify satisfaction with timeliness, ability to work with authors and other editors, thoroughness, and adequacy of copyediting skills. Please include any previous Government experience. Former Government experience is not mandatory but is helpful.

- Individual needs to be able to recognize the circumstances in which additional review for policy is required; examples usually involve statements about government agencies or statements that recommend a course of action or criticize an action.
