STATEMENT OF WORK
1. SCOPE OF CONTRACT
Professional Technical Editing Services. This contract requires technical editors who can work with Southern Research Station (SRS) scientists to provide written scientific research results to a full complement of other scientists, user groups, decision-makers, natural resource managers, industrial and private landowners, and the general public. The editing needs are for the technical editing of scientific manuscripts for a mostly scientifically-oriented audience. Experience as a science writer or science editor is essential to successful performance of this contract.
Work will be performed as needed. Contractor shall be available, during the hours of 8:30 am to 5:00 pm EST, Monday through Friday, to be contacted by Government personnel.
2. LOCATION AND DESCRIPTION
At home or in appropriate office setting of contractor’s choice.
3. GOVERNMENT FURNISHED RESOURCES
The Government shall not furnish office space, equipment, or business management support necessary to accomplish the items described in this task statement.
4. APPLICABLE GUIDANCE
A designated Contracting Officer’s Representative (COR) on staff of the SRS Headquarters Science Delivery Group will have overall responsibility for the day-to-day administration of the contract including but not limited to inspection. COR has authority to designate Government Inspectors to aid with inspection of work accomplished under this contract.
In general, documents and publications covered by this contract include reports of technical and scientific research related to forest and natural resource science and emerging technology transfer opportunities. The contractor must be able to recognize circumstances in which additional review of submitted manuscripts is required for policy; examples usually involve statements about government agencies or statements that recommend a course of action or criticize an action. The contractor is not responsible for photos, layout, or publishing.
a. How to use this plan
1. Scheduling. Work will begin upon contract award, and will be accomplished as needed. Contractor will be available to be contacted by Government personnel Monday through Friday or as agreed upon by the COR and the contractor, and completed within the periods of time specified on purchase order and in this quality assurance plan.
2. Sampling procedures. COR or designate will review work in progress and completed work.
3. Inspection procedures. COR or designate will review work.
4. Documentation. COR will give notice of noncompliance to the contractor for any work that is not in compliance with objectives of the contract work statement. COR will issue cure notices if work is not performed in a timely manner or if work does not comply with contract work statement.
b. Payment deduction formula
Payment deduction formula is computed by deducting the contract price of work not completed in a timely manner or work that does not comply with the contract from the invoice.
c. Performance Requirements
Performance Objective
The technical editor contractor is responsible for providing:
· All work in current industry-standard software.
· A cost estimate prior to commencement of a job.
· Technical editorial support for SRS research articles, general technical reports, journal articles, and similar printed and electronic materials related to land management issues and forest science research. The manuscripts edited are intended to inform scientific researchers, government agencies, Congress, and others about SRS research and developments. It is essential that the editor work in close collaboration with the scientist (principal investigator or paper author) to edit the document.
· Deliverables to the Science Delivery Group that include but are not limited to an electronic file of edited manuscript showing tracked changes in Microsoft Office Word and a completed Technical Editing checklist.
