CONSTRUCTION SPECIFICATION

251. CONSTRUCTION ACCESS ROADS

1. SCOPE

The work shall consist of furnishing all materials and building and maintaining the designated construction access roads including traffic control devices, clearing, excavation, earthfill, surfacing, and drain crossing.

2. LOCATION

The location of access roads needed for construction is identified on the drawings. Rights-of-way have been obtained for these construction access roads. If approved by the Contracting Officer, the Contractor may select additional routes; however, the obtaining of land rights for additional routes shall be the sole responsibility of the Contractor.

3. MATERIALS

Pipe shall meet the requirements of ASTM A 760-88, Standard Specification for Corrugated Steel Pipe, Metallic-Coated for Sewers and Drains.

The gage of the pipe shall be determined from Height-of-Cover Tables for Corrugated Steel Conduits in Handbook of Steel Drainage and Highway Construction Products published by the American Iron and Steel Institute using an H 20 live load and the height of fill for the pipe.

Surfacing material shall conform to the requirements specified in Section 9 of this specification.

4. TYPE OF ROAD

The construction access road shall be a temporary type road sufficient in size and load carrying capacity to convey construction equipment and supplies from public roads through the adjacent property to the construction site. The road shall be excavated, filled and surfaced (if specified) to the typical section shown on the drawings. The road shall be built and maintained in a manner that will provide access of vehicular traffic during the construction season. Satisfactory drainage along the location of the construction roads shall be provided to prevent ponding of water on the adjacent land. The construction access road shall be left in a neat, smooth, trafficable condition after construction has been completed.

5. ROAD CONSTRUCTION

The access road shall be cleared within the right-of-way limit as required for construction. The limits of the areas to be cleared will be marked by means of stakes, flags, tree markings or other suitable methods. Clearing shall be classified as Class A according to Section 2.0 of Construction Specification 1, Clearing. All materials clearing from the designated areas shall be disposed of by burning within the right-of-way limit. The disposal of cleared material by burning shall be accomplished in accordance with Section 7.0 of Construction Specification 1, Clearing.

Excavation shall be classified as common excavation in accordance with Section 2.0 of Construction Specification 21, Excavation. To the extent they are needed all suitable materials

NRCS-MS-SDS (251-2) 7-9-04

from the excavation shall be used in the construction of the road. The suitability of materials will be determined by the Contracting Officer’s Representative. All surplus or unsuitable material will be designated as waste and shall be disposed of within areas shown on the drawings or specified, or within other areas approved by the Contracting Officer’s Representative.

Foundations for earthfill shall be stripped to remove vegetation and other unsuitable material.

All fill materials, except surfacing, shall be obtained from the required excavation or from within the work limits at locations approved by the Contracting Officer’s Representative. Surfacing material shall be obtained specification. Earthfill and surfacing material shall be compacted as required to prevent bulking or dilatancy of the materials under the action of the hauling or compacting equipment.

6. DRAIN CROSSINGS

Culverts or other satisfactory crossings shall be installed at all drains that cross the alignment of the construction access roads. When needed, the Contractor shall install a corrugated metal drain crossing at the entrance of the construction access road into the public road. Culverts shall be installed at a grade that will provide satisfactory drainage, shall have a minimum cover of 1 foot, and unless otherwise allowed by the Contracting Officer’s Representative, shall be left in place after construction operations have been complete.

7. TRAFFIC CONTROL DEVICES

At the entrance of the construction access road into the public road, traffic control devices shall be erected in accordance with the requirements contained in the “Manual of Uniform Traffic Control Devices” published by the U.S. Department of Transportation, Federal Highway Administration. The Contractor shall be responsible for protection, maintenance and replacement, if necessary, of the traffic control devices until construction operations have been completed. Traffic control devices shall be removed prior to final acceptance of the work.

Unless required in Section 9 of this specification, flagmen will not be required.

8. MEASUREMENT AND PAYMENT

Method 1 – For items of work for which specific lump sum prices are established maintaining the access road will be made at the contract lump sum price. Such payment will constitute full compensation for all labor, equipment, materials, supplies, tools and all other items necessary and incidental to the completion of the work including traffic control devices, clearing, excavation, earthfill, surfacing material, and corrugated metal pipes.

NRCS-MS-SDS (251-3) 7-9-04

Method 2 – For items of work for which specific unit prices are established in the contract, the length of the access road will be measured, along the centerline of the road to the nearest foot.

Payment will be made at the contract unit price and shall constitute full compensation for all labor, equipment, materials, supplies, tools and all other items necessary and incidental to the completion of the work.

All Methods – The following provisions apply to all methods of measurement and payment.

Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in Section 9 of this specification.
