Marianne Klingler, Contracting Officer, led the discussion on the administrative parts of the contract, beginning with Standard Form 1449 and following the pages in order.
Offerors must complete Blocks 17a and 19-24 on Standard Form 1449.
The Schedule of Items lists the services and prices. Offerors must submit a unit price and total price for each line item, and a price which they will pay for the timber in B.2 of the Schedule of Items. Unit prices for each must be shown and the total for the quantity listed.
This contract is funded with American Recovery and Reinvestment Act (ARRA) of 2009 money and requires additional reporting requirements for the awarded contractor. Clauses are included and the instructions are included as an attachment.
Contract teerms and conditions are shown in FAR 52.212-5. Clauses incorporated by reference can be found on the internet.
The Contractor shall identify the quality control system and the Government will use their quality assurance surveillance plan to monitor Contractor performance.
Clause 52.211-10, discussed start work within 15 days after receipt of Notice to Proceed. All work shall be completed by 9/30/2014.
The clauses that are unique to stewardship were discussed. Although the Government is trading goods for services, based on our information, we know we will not have sufficient goods to cover the cost of the services, therefore the Government will make payments to the Contractor. Stewardship credits are accrued when service work activities are completed and accepted. Prior to harvesting any timber, the Contractor must provide payment guarantee to cover the value of the products expected to be cut in not less than 30 calendar days and not more than 60 calendar days. This amount is based on the offer the Contractor makes for purchasing the product material. Contractor Certification is a required monthly certification that must be completed by the Contractor. The Government will record all payments in an Integraed Resource Statement of Account.
Discussed fire requirements and safety (Contractor will be required to submit a safety plan prior to start work). Other documents to be sumitted prior to start work are the quality control plan, the proposed progress schedule, list of proposed subcontractors, traffic control plans, soil erosion and water pollution control plan, designation of contractor personnel, fire plan, and spill plan. Discussed all the protection clauses.
The solicitation will not be set aside, use full and open competition.
Payment will be made by electronic funds transfer.
The Contractor must pay employees based on the attached Service Contract Act wage determination along with fringe benefits for the service work items.
Offerors must register in ORCA and CCR.
The clause, Instructions to Offerors provides instructions for what needs to be submitted with the price quote. Offers must provide information on Past Performance, Technical Approach, and Utilization of Local Workforce, Follow the instructions carefully and provide the information that is requested in each of the factors. The factors are listed in order of importance and when combined are more important than price.
Myra Theimer discussed the technical requirements in Appendix A.
The main objective is to reduce fire hazard and simultaneously do full or partial site prep. Myra read through the specifications and added commentary. Looking for burnable piles, you tell us how you will do it inn your techncial proposal, i.e winter shear it or rock rake it. Partial site prep – don’t prep the whole area. Contractor does not need to remove all the stumps. “Slash” means all slash, not just timber generated slash. For units requiring winter harvest, slash treatment needs to meet specs so you may need to do it later. Partial site prep is not because of soils, it is to protect certain species.
For Projuct Nos. 1, 5, 6, and 7 the unworkable areas make up the 20% that is not raked into piles. The idea is to remove brush and tree roots but maintain soil profile.
Trees painted orange are leave trees.
Project No. 7 requires restriction to July and August – this is not a winter harvest unit.
For Project Nos. 2,, 3, 4, and 8 – very similar to other project numbers but the main difference is the protection of target seedlings and saplings. Logging activities will have an effect on protecting regen. Address this in your technical proposal. Need to be reasonable. We know you can’t protect every tree, but you need to be looking during harvest activities. Pictures were shown during the meeting and are attached to this amendment.
Question was asked about using cut-to-length. Yes, you can and tell us that in your proposal.
Contractor will need to rake some areas and protect seedlings in other areas. Trying to get rid of the balsam fir. Some areas have a carpet of balsam fir that may have some targeted species to protect. Remove as much balsam fir as possible while protecting targeted species. We know areas that you can’t get to.
Forest Service will look at the measurable performance standards to see if work meets specifications.
Pile size – describe in technical proposal. You can have large piles as log as they are clean, far from leave treees, and maintain protection of regen. Can have multiple size piles throughout the unit, vary from small to large. Landing piles may be large depending upon harvest method.
Timber subject to agreement would come into play if contractor takes the tops.
Piles must be clean and burnable. There are reserve areas. Some areas will be like partial cut. Some areas will be clumped or scattered.
Gene Dressely discussed the technical requirements in Appendix B.
Appendix B – Timber Removal Requirements
Division AT – Volume estimates are shown. The most volume is in the aspen and paper birch.
There are eight units totalling 461 acres with a volume of 5,853 CCF.
Timber Subject to Agreement – If we agree to this volume the contractor must pay $1.00/CCF. This would be additional volume to what is listed in Division AT.
Designation by Species and Diameter – trees designated in the table shall be removed unless painted orange.
Quantities of trees located in skid trails are Included Timber in Division AT.
Road Maintenance – Contractor is required to perform road maintenance on FR162J. This is the road that accesses Units 5&6. Pre-haul road maintenance is to take out barrier and perform brushing. During-haul maintenance requires contractor to maintain the road. Post-haul maintenance requires an earth berm to close the road. Contractor shall pay road maintenace deposits of $0.87/CCF. This does not include any damage that the contractor does to the road. Deposits will be billed to the contractor monthly. When snow plowing, contractor maintain a one inch depth of compacted snow mat.
Only 5 payment units will be released at one time. No havesting in Payment Unit 2 from 3/15-12/1 due to soil conditions.
Construction of temporary roads is prohibited. 100 feet off the road at the landing is not considered a temp road.
In Payment Units 1, 2, 3, 4, 5, 6, 7, and 8 concurrent with operations, more than half of the Contractor’s slash will be left in compact piles reasonably dirt-free to maximize clean and complete burning. The piles will be within the Payment Unit boundary each surrounded by an 8 foot wide area that has as much of the slash removed as mechanically feasible. Slash piles will be 10 feet away from any standing live trees greater than 5 inches in diameter. The remaining Contractor’s slash will be an average of less than three foot in depth. Contractor generated slash should be at least no more than 12 inches in depth within 50 feet of FR 340, FR 340D, FR 340DC, and County Road 4.
In Payment Units 4, 5, and 7, all slash generated by the Contractor’s operations will be removed within 25 feet of the Payment Unit boundary adjacent to private ownership. This is shown on the Contract Area Map.
Marianne discussed the wage determination. Example: Faller/Bucker must be paid $17.40 per hour plus $3.35 per hour in health and welfare. Logging Heavy Equipment Operator must be paid $19.47 per hour plus $3.35 per hour in health and welfare. Subcontractor must pay their employees these same rates.
Quotes are due 7/29. Provide a complete proposal addressing the four criteria. Proposal neds to be legible. It does not need to be submitted electronically.
There is no down payment, no bid bond, and no performance bond required.
