Wayne National Forest Staff at the meeting were as follows, T. C. Wilson, Mike Grebeck and Cindy Henderson.
The following is the summary and the questions with answers:
1) T.Chris Wilson outlined the project:
a) Melissa Conn-C.O. (814) 728-6241
b) Bid due 1/27/2010.
c) 150 day work schedule.
d) solicitation with evaluation criteria of bid.
Copy of evaluation criteria was handed out for people @ the headquarters. All were informed that the evaluation criteria is in the Specification section 011400 Para.1.
e) Major items in project:
* Replacement of 24" valve.
*Recover 8" valve and mark.
*Clear woody material on down stream face of dam and mow area.
*Clear vegetation from side channel feed to emergency spillway.
*Video inspection of principle spillway.
*Remove/replace trash rack & vortex baffle.
f) Major Safety Concerns because of underwater work & confined work space. High Head pressure. OSHA Standards Apply
The following are questions with reply:
1) Can 24" be open for flushing?
No. Valve does not work.
2) Any more valves in manhole?
No.
3) Flanges on Valve?
Yes.
4) Silt in inlet structure pipe?
One has to assume for inlet structure is covered with silt and pipe has silt in it.
5) Is new valve same size as old valve?
No. New valve is shorter and a spool will need to be fabricated with flanges.
6) Is manhole flooded?
Not sure. Bottom has been filled with rock that are 8" to 10" Dia. which will have to be hand removed. One will need to plan on pumping water out of manhole because manhole will have water entering when the old valve is removed. The contractor will need to plan on pumping water out and oxygen in. Very dangerous project.
7) Any photo's existing of 24 inch valve?
Yes, attached.
8) 6" welded plate on I beam?
Dwg. 6 of 6 shows that detail. Yes if one wants to use 1" plate rather than 3/4" will be O.K.
9) Are there any safety plan templates on the web that one could use?
Not that I'm aware of.
10) Will a Dive Plan be required?
Yes.
11) Field trip planned?
No.
12) When does project have to start?
150 days to finish after award & notice to proceed (NTP). Contractor can start anytime they want after they receive the NTP so long as it is completed within 150 days.
13) A contractor had a photo from Google of Timber Lake and asked if that was the lake?
Yes.
14) Could line stops be used?
Line stops can not be used because of silt build up in pipe.
15) The SF-1442 on www.fbo.gov shows that offers are due on 1/27/2009, that should be 1/27/2010. It also shows an incorrect solicitation number. The correct number is AG-4419-S-10-0298. Both the date and solicitation number are correct on FBO however the SF-1442 has incorrect information. Bidders don’t need to make corrections on the information they submit.
