QUESTIONS AND ANSWERS

MANUAL FOREST / SILVICULTURAL IDIQ

AG-4146-s-12-0012

Various contractors have called and asked the following questions: (These responses are being provided for informational purposes only.)

Question: Do have to submit prices for both line items?

Answer: No, you do not.

However, a contractor who does only herbicide application or mid-story work might not be rated as well under the technical capability as a contractor who provided pricing for both items. One factor listed for technical capability is (1) Contractor has experience in performing the various types of manual forest/silvicultural services to be performed on this contract. Another factor is (3) Ability to obtain a license in Alabama for Herbicide applications or in a state with a reciprocal agreement.

Who will be awarded a resulting IDIQ contract and how many contracts will be awarded will depend upon the experience, past performance, and pricing for any prospective offerors. Perhaps there will be limited contractors capable of performing the manual forestry services required by the contract. Another factor will be whether there is available funding to fund the guaranteed minimum contract amounts above the initial task orders to be issued.

Question: Do I need to have an Herbicide License to submit a proposal?

Answer: No, you do not.

If you do not have a current herbicide license, please explain what steps you will be taking to obtain one from the state of Alabama. For instance, you might address what plans you have to take the necessary test(s) and apply for the license. You can state whether you have had a license in the past as this does show an ability to pass the test. If this information is not provided the ability of the contractor to obtain the license will be in questioned.

Question: Do I need to provide the US DOL MSPA Registration to submit a proposal?

Answer: No, you do not.

However, if you do not have a current MSPA registration, you need to explain what steps you are taking to obtain one. If you feel that the registration is not applicable for your worker, you will need to explain why this is the case.
