This also includes boundaries within the Forest Service ownership such as wilderness and other designated boundaries.

Tie Line. Survey line run to controlling corners, collateral corners or collateral call objects for the purpose of locating, proving or establishing boundaries of, or within, the subject tract beyond the corners which define the subject tract.

Boundary Line Maintenance. Refurbishing previously marked boundary lines and corners to Forest Service Standards. Nominal additional surveying may be required to accomplish this level of line maintenance.

Corner Maintenance. Refurbishing and perpetuating existing corners and accessories. This may involve re-monumentation based upon existing evidence of the original monument.

Contested Line. Any lines know to be held in dispute by location or title with the adjacent landowner.

C.160 – Work Progression

The Contractor shall notify the C.O.R. prior to beginning the field work for each project. When more than one project area is involved, the work shall be substantially complete in each area prior to beginning work in another area unless otherwise directed by the Contracting Officer Representative (C.O.R.)

DIVISION 200 – TECHNICAL SPECIFICATIONS

C.205 – Notification of adjoining property owners

The contractor shall notify all adjoining land owners of intent to survey or perform Boundary Line Maintenance as applicable before beginning the fieldwork. A Certified Letter of Intent to survey to the landowner is required prior to beginning work on a contested line. All landowner contacts are to be documented and furnished to the C.O.R.

C.210 – Surveying

The contractor shall select the methods, equipment, and procedures to insure the requirements specified herein are met.

Geodetic/survey grade GPS equipment and methods may be utilized for measurements by contractors having that capability when it saves cost and/or time compared to conventional methods. The use of GPS does not relieve the Contractor from the responsibility to search and evaluate all evidence of previously performed surveys along a surveyed line and to tie evidence of encroachment and occupation onto government land.

All boundary surveys must have a tie to at least one controlling corner position to the National Spatial Reference System, at a positional tolerance not to exceed 0.5 meters. Positional data (including datum) and method of acquisition must be provided in the Surveyors Report.

C.211 – Practices

The Standards of Practice for Surveying in the State of Alabama shall govern, providing they are not less than requirements set forth in these specifications and exhibits.

The contractor shall evaluate the physical and record evidence of all corners prior to use and acceptance as the true corner position. This shall include, but is not limited to, the General Land Office (GLO) and Forest Service records as well as monuments and accessories. Procurement of the survey notes, plats, and/or descriptions of adjoining or otherwise pertinent boundaries shall be the responsibility of the contractor.

The position of each corner tied or established by survey shall be determined as part of a closed survey or a point positioning procedure which meets Standards of Practice for Surveying in the State of Alabama.

The posting, painting, signing and monumentation of boundary lines and corners shall be in accordance with the Forest Service Standards.

All bearings shall be referred to the true meridian, with the method of determination noted in the field book and on the plat.

C.212 – Controlling Corners

All surveys shall begin at, or be tied into, the appropriate controlling corners (GLO, grant, lot, survey, or tract), or existing corners of the subject tract accepted by the contractor and so noted on the final plat. At least one controlling corner position must be referenced to the National Spatial Reference System, using Global Positioning System technology or geodetic traverse at a positional tolerance of not greater that 0.50 meters.

C.213 – Monumentation

Forest Service Boundary corners monumented or perpetuated as “Standard Corners Monumented” in the Schedule of Items, shall be monumented using the type of monument provided by the Forest Service. Forest Service Boundary Corners identified as “Meander or Metes and Bounds Corners” shall be provided by the contractor and consist of iron pins (5/8” diameter x 18” minimal length) and aluminum caps. The caps or tablets are to be stamped to include the year, surveyor’s registration number and corner identification. Monuments may extend 4” or more but not to exceed 8” above ground and be solidly placed. If a corner location falls within a living tree, it will be marked by blazing and scribing and referenced as directed by the C.O.R. A 54-9 sign mounted on a wood or metal post shall be placed along side monuments.

C.214 – Reference Monuments

When a corner falls within a road right-of-way or in a body of water and a corner monument cannot be placed in the true corner position, a reference monument or monuments shall be set on line, as nearly as possible to the true corner or as directed by the C.O.R. Each cap shall be stamped, “Reference Monument”, “Ref. Mon.” or R.M.” with bearing and distance referenced to the true corner. Standard pipe corner or stem corner with identifying cap may be buried beneath the road surface.

C.215 – Bearing Trees and Objects - (see figure 1) Each Forest Service Property corner used in a survey shall be witnessed by at least 3 healthy bearing trees 6” DBH or over, 2 of which should be located on Government lands. If trees are not available, bearing objects (i.e. prominent boulders, other natural features, or identified pipes) may be used. The record witness called for are to be identified and their location relative to the corner monument checked. New references shall be established as needed. All new bearing trees shall be blazed at ground level to the face of the wood of the tree and set a washer (stamped with the RLS number) in the butt blaze of the tree using a magnetic nail. All measurements shall be made to the center of the tree. Bearing trees shall have a 6” red band painted approximately 6’ above the ground. A 54-3 bearing tree sign shall be nailed, below the red band, on each Forest Service bearing tree with the bearing and distance to the corner noted. Where conditions permit, all new accessories shall be on Government land and separated by not less than 30° in horizontal angle in measure from the corner. Unless otherwise directed, only the true corner (not reference monuments) shall be witnessed.

FIGURE 1

C.220 - Clearing, Blazing, Posting and Painting of Boundaries - (Refer to figures # 2,3,4,5) Clearing of brush and blazing shall not be performed on private property without prior permission of the landowner. Under no circumstance shall fruit, shade or ornamental trees, shrubs or hedges in residential or developed areas be blazed, marked or severed.

A. Brushing and clearing of Boundary lines.

a. Boundary Lines shall be brushed, limbed and cleared of debris in such a manner as to enable the boundary to be recognized. The amount of brushing required will vary and be determined by the C.O.R. prior to beginning work. The purpose of the brushing is to allow the blazing and signing to be inter-visible. Clearing shall include trees, branches, brush less than 2” in diameter, and allow line of sight between property boundary signs.

b. All debris from brushing be scattered on the Government side of the line.

c. The brushing standards may be adjusted as deemed appropriate by the C.O.R.

B. Blazes and Hacks.

a. Blaze – Blazes shall be made into a cambium layer of tree not less than 4’ above ground, and will be 2” to 4” wide and 6” to 8” long.

b. Hacks – A single horizontal cut 4” above and below the blaze, penetrating the wood, but not notched.

FIGURE 2

FIGURE 3

C. Line Posting and Boundary Marking.

"Central Contractor Registration (CCR) database" means the primary Government repository for Contractor information required for the conduct of business with the Government.

"Data Universal Numbering System (DUNS) number" means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.

"Data Universal Numbering System +4 (DUNS+4) number" means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same parent concern.

"Registered in the CCR database" means that-

(1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and

(2) The Government has validated all mandatory data fields and has marked the record "Active".

(b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" or "DUNS +4" followed by the DUNS or DUNS +4 number that identifies the offeror's name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the CCR database.

(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.

(1) An offeror may obtain a DUNS number-

(i) If located within the United States, by calling Dun and Bradstreet at 1-866-705-5711 or via the Internet at http://www.dnb.com; or

(ii) If located outside the United States, by contacting the local Dun and Bradstreet office.
