Questions and Answers

Q: Should we identify possible subcontractors in our proposal?

A: That will not be necessary due to privity. Privity refers to the direct relationship between parties to a contract. The contract is between the awardee and the government and not its subcontractors.

Q: The solicitation mentions legal survey and it might be prudent to subcontract that out depending on mitigation location. In the past ArcGIS shapefiles have sufficed for legal survey of the wetland areas will they suffice for this solicitation?

A: The coordinates of the mitigation site on the landscape will be dependent on how the recording County requires documentation. In ND, most accept ArcGIS shapefiles for documentation, therefore this will be sufficient.

Q: Are soil classifiers required to evaluate soils within possible mitigation locations and if so, will we need to identify specific classifiers in our proposal?

A: Soil classification is not required and wetland id will be based on hydric soil indicators. Therefore a registered soil classifier is not required for this work.

Q: The solicitation mentions price list: labor rates offered for this BPA for the base year and each subsequent option year. Does this mean hourly labor rates or is the solicitation asking for labor rates to complete a mitigation plan deliverable?

A: Hourly labor rates
