DIVISION 1 – GENERAL REQUIREMENTS
SECTION 011000 SUMMARY OF WORK
PART 1 - GENERAL
1.1 SUMMARY
A. This project is located at the Big Bend Campground, within the Smoke Hole Canyon in the Monongahela National Forest. The project site is approximately 10 miles south west of Petersburg, West Virginia, and is located along the South Branch of the Potomac River.
B. Project Summary Description: The project includes but is not limited to the following major items of work as shown on the plans and specification. The following descriptions are provided as an outline of major work items, and shall not be constructed as an inclusive or complete listing of all items of Work under this Contract.
1. Demolition. This item includes the demolition of one existing toilet building, and one existing pump house building. The existing toilet building has Transite wallboard which contains asbestos.
2. New Toilet Building. A new precast concrete flush toilet building shall be installed in Loop A. This item includes site preparation, building pad, a booster pump and pressure tank, utility hookups from existing utilities, site grading and seeding and mulching.
3. Water Supply Well and Well House Improvements. This item includes the installation of a new pump house, including pump controls, circuit breaker panel, and piping. This item also includes improvements to the existing well, installation of a new well pump, and water supply line to the pump house
4. Vault Toilet Loop B. This item includes a precast concrete vault toilet building and an aggregate parking area to be installed on the north end of Loop B.
C. Government or Owner refers to the USDA Forest Service. Contracting Officer (CO) refers to the person assigned by the USDA forest Service to administer the contract. Soon after Contract award, the Contracting Officer may designate a Contracting Officers Representative (COR).
1.2 GENERAL SITE CONDITIONS AND WEATHER
A. The elevation of the site is approximately 1,150 feet above mean sea level. The area experiences temperatures typically varying from 20°F to near 90°F. Average temperatures from June through the end of September are above 70°F. The cold season is normally from December through March, when temperatures can fall to lows near 20°F.
B. No soil surveys have been performed at the site. However, based in information obtained from the Natural Resources Conservation Service, Web Soil Survey, the soils appear to range from a silty loam to a fine sandy loam, with a cobbly loam near the river. Contractor shall be responsible to verify soil type.
1.3 USE OF PREMISES
A. General: Contractor may use on-site power, water, and toilet facilities as available.
B. Confine storage of materials to areas as approved by the COR.
C. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.
D. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
1. Provide temporary barriers to protect existing trees and plants and root zones.
2. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with CO and remove agreed-on roots and branches that interfere with construction.
3. Do not fasten ropes, cables, or guys to existing trees.
4. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
E. Existing Utilities: Notify COR of proposed locations and times for excavation.
1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
1.4 CAMPING
A. Camping is not allowed at the construction site without written permission from the Forest.
1.5 CONSTRUCTION SEQUENCE
A. Depending on conditions, normal fire restrictions may apply to activities associated with this project.
1.6 FIELD VERIFICATION
A. Field verify all new and existing dimensions affecting the work of this contract before ordering products
1.7 PERMITTING
A. The Contractor shall be responsible for obtaining any required permits and associated fees required to complete the project.

END SECTION
SECTION 010250 CONSTRUCTION STAKING
PART 1 - GENERAL
1.1 SUMMARY
A. This work shall consist of the construction staking of the project in accordance with the drawings and specifications. The work includes the furnishing of all labor, equipment, instruments, materials, transportation and other incidentals necessary to complete the construction staking in accordance with these specifications and acceptable engineering practice.
B. Construction staking shall be accomplished under the direction of a Civil Engineer, Engineering Technician, or Land Surveyor closely associated and familiar with construction staking; periodic visits to the project site are required.
1.2 MEASUREMENT AND PAYMENT
A. No separate payment will be made for the work included under this section; rather payment shall be considered to be included in the items of work listed in the Schedule of Items.
PART 2 - PRODUCTS (Not Used)
PART 3 - EXECUTION
3.1 GENERAL
A. The Contractor shall be required to provide all necessary staking and control for all phases of construction. The contractor shall use the data and information shown on the project drawings to establish the location of all facilities to be constructed under this contract. The Contractor may choose any method of establishing horizontal and vertical controls provided the following minimum precision and accuracy requirements of .01 feet are met.
3.2 DISCREPANCIES
A. The contractor shall compare the staked horizontal and vertical alignment with the design data. Differences between previously recorded and observed elevations of bench marks shall be referred to the Contracting Officer. Staking of these areas shall be deferred until the Contacting Officer resolves these differences.
3.3 SURVEY NOTES
A. All survey data shall be neatly recorded in survey books. All survey notes shall become the property of the Forest Service. Errors shall be deleted by lining out.
Date, crew names and positions, instrumentation, and weather shall be recorded in the notes at the beginning of each day’s work.
END OF SECTION
SECTION 011400 WORK RESTRICTIONS
1.1 USE OF PREMISES
A. The Government will conduct a pre-construction survey with the Contractor to review and document the existing project conditions prior to construction.
Big Bend Campground will be closed to the public from Oct. 25, 2014 thru April 2015.
1. Confine operations at the site to areas indicated.
2. Schedule deliveries to minimize on-site storage of material and equipment.
3. Repair damage caused by construction operations. Take precautions to protect the public.
4. Space on the premises is available for the Contractor's storage and related activities.
5. Existing materials and equipment that are removed as part of the construction operations, and that are not reused or salvaged as Government property, shall become the property of the Contractor and shall be promptly removed from the site.
1.2 OCCUPANCY REQUIREMENTS
A. The Government and campground concessioner will have access to the campground for administrative use and maintenance.
1.3 SCHEDULING
A. The Contractor shall coordinate scheduling and timing of required administrative procedures to avoid conflicts and insure orderly progress of the work. Proposed schedule shall be provided to the COR during the pre -construction meeting prior to initiation of on-site work.
B. The Contractor’s schedule shall consider seasonal weather patterns for the project area. Any costs incurred by the Contractor due to weather delays shall be borne by the Contractor at no additional cost to the Government.
C. The contractor may start site work in the upper camp ground loop (Loop A) after Oct. 14, 2014. The water system shall be in operation for the public until Oct. 25, 2014.
1.4 PROTECTION OF PUBLIC AND PROPERTY
A. Provide and maintain temporary barricades and warning signs to control access to protect the public and construction personnel from construction hazards.
B. Comply with Federal, State, and local laws, rules, and regulations concerning construction safety and health standards. Do not expose the public to, or require any workers to work under conditions that are unsanitary, hazardous, or dangerous to health and safety.
C. Repair damage to existing public and private improvements to original condition at no additional cost to the Government. Control dust and noise to protect adjacent property from damage.
1.5 SAFETY
A. The Contractor shall familiarize him/herself with current OSHA rules and observe these regulations at all times during the term of this Contract.
1.6 RECYCLED PRODUCTS
A. The Contractor is encouraged to use construction products and materials manufactured from recovered materials or recycled where it is economical and practical to do so.
1.7 WASTE DISPOSAL SITE
A. A disposal site for excavated material only is available at the project site.
1. All excavated material not used in the construction of embankments or backfilling of trenches, or other excess material resulting from the excavation and embankment operation shall be disposed in an area designated by the Contracting Officer’s Representative.
2. All demolition materials, garbage, and other refuse generated shall be removed from the project site and legally disposed of off of Government property in an approved landfill or legal disposal area.
3. It shall be the Contractor's responsibility to locate a legal disposal area, to secure any necessary permits and to pay all costs involved in the disposal of materials.
B. Remove all waste materials from the site on a regular basis. Do not dispose of any materials onsite by burial or burning.
C. Dispose of all hazardous waste, including treated wood, in accordance with applicable state and federal regulations.
1.8 PROGRESS MEETINGS
A. Meetings shall be scheduled by the contractor to review progress and facilitate efficient, orderly prosecution of the Work. Meetings shall be held at the Contractor's project site field office. The Contracting Officer’s Representative and Contractor's Project Superintendent shall be in attendance. Others shall attend as necessary for issues to be discussed.

SECTION 011700 ACCIDENT PREVENTION
1.1 DESCRIPTION
A. The work of this section consists of establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.
1.2 SUBMITTALS
A. Accident Prevention Program: An accident prevention plan shall be presented to the Government during the pre-construction meeting. At the Contractor’s option, the Accident Prevention Plan may be included in the bidder’s package. The proposed plan will be reviewed for compliance with OSHA and project requirements. If the program requires any revisions or corrections, the COR shlall advise the Contractor within ten calendar days and the Contractor shall resubmit the program within 10 calendar days. The program shall include:
1. Name of responsible supervisor to carry out the program.
2. Weekly and monthly safety meetings.
3. First aid procedures.
4. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, government personnel, and the Contractor's employees. Identify the work included under each phase by reference to specification section or division numbers.
5. Training, both initial and continuing.
6. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.
B. Certificates: Provide certificates from a mechanic that all mechanical equipment has been inspected and meets OSHA requirements.
C. Submit a copy of test reports, as required by OSHA, for personnel working with hazardous materials.
D. Submit a brief report of safety meetings and of inspections.
E. Upon request, submit proof of employees' qualifications to perform assigned duties in a safe manner.
1.3 QUALITY ASSURANCE
A. In case of conflicts between Federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work.
B. Qualifications of Employees:
1. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
2. To as great an extent as possible, do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
3. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
1.4 ACCIDENT REPORTING
A. Reportable Accidents: A reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Within 7 days of a reportable accident, fill out and forward to the COR a DI-134 form, which may be obtained from COR.
B. All Other Accidents: The Contractor shall report all other accidents to the COR as soon as possible and assist the COR and other officials as required in the investigation of the accident.
PART 2 - PRODUCTS
2.1 FIRST AID FACILITIES.
A. Provide adequate facilities for the number of employees and the type of construction at the site.
2.2 PERSONNEL PROTECTIVE EQUIPMENT
A. Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
2.3 BARRIERS
A. See Division 1, Section 015100 “Temporary Facilities and Controls” for barriers.
PART 3 - EXECUTION
3.1 EMERGENCY INSTRUCTIONS
A. Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
3.2 PROTECTIVE EQUIPMENT
A. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
B. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.3 SAFETY MEETINGS
A. As a minimum, conduct weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.
3.4 HARD HATS AND PROTECTIVE EQUIPMENT AREAS
A. A hard hat area will be designated by the COR. The hard hat area shall be posted by the Contractor in a manner satisfactory to the COR.
B. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. As a minimum, provide six hard hats for use by visitors. Change liners before reissuing hats.
3.5 TRAINING
A. First Aid: Provide adequate training to ensure prompt and efficient first aid.
B. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.
SECTION 012900 PAYMENT PROCEDURES
1.1 SUMMARY
A. The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Bid Item Schedule.
B. Work:
1. Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.
C. Payment:
1. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
2. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
1.2 DETERMINATION OF QUANTITIES
A. The contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.
B. Quantity Measurements:
1. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Actual Quantity (AQ), or Lump Sum Quantity (LSQ).
2. The contractor shall compute the quantities for periodic progress payments; the Contracting Officer shall compute the quantities for the final payment based on measurements taken by the Contractor.
3. All Contractor measurements are subject to verification.
4. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities.
5. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.
C. The following measurements and calculations are used to determine contract quantities:
1. For individual construction items, longitudinal and lateral measurements for area computations shall be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for geotextiles, netting and erosion control blankets shall be along slope lines.
2. The average end area method shall be used to compute volumes of excavation or embankment. However, if in the judgment of the Contracting Officer (CO), the average end area method is impractical, measurement shall be made by volume in hauling vehicles or by other three dimensional methods.
3. Structures shall be measured according to neat lines shown on the drawings or as altered by the CO, in writing, to fit field conditions.
4. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and underdrains, measurements shall be made parallel to the base or foundation upon which the structures are placed. Pipes shall be measured along center of invert.
5. For aggregates weighed for payment, the tonnage shall not be adjusted for moisture content, unless otherwise provided for.
6. For standard manufactured items--such as fence, wire, plates, rolled shapes, pipe conduits--identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions.
Unless controlled by tolerances in cited specifications, manufacturer's tolerances shall be accepted.
1.3 UNITS OF MEASUREMENT
A. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
1. Cubic Yard (CY): A measurement computed by one of the following methods:
a) Excavation, Embankment, or Borrow -- The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.
b) Material in Place or Stockpile -- The measurement computed using the dimensions of the in-place material.
c) Material in the Delivery Vehicle -- The measurement computed using measurements of material in the hauling vehicles at the point of delivery.
Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point.
2. Each (EA): One complete unit, which may consist of one or more parts.
3. Linear Foot (LF): Linear feet measured horizontally.
4. Lump Sum (LS): One complete unit, which may consist of one or more parts.
5. Square Foot (SF): Measured on a plane parallel to the surface being measured.
6. Ton: Measured as a short ton consisting of 2,000 pounds.
1.4 METHOD OF MEASUREMENT
A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
1. ACTUAL QUANTITIES (AQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.
2. DESIGNED QUANTITIES (DQ) - These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units shown in the Schedule of Items may be authorized under any of the following conditions:
a) As a result of changes in the work authorized by the CO.
b) As a result of the CO determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.
c) As a result of the Contractor submitting to the COR a written request showing evidence of errors in the original design that cause a pay item quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
3. LUMP SUM QUANTITIES (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall not be measured.
SECTION 012910 MOBILIZATION
1.1 SUMMARY
A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
1.2 MEASUREMENT AND PAYMENT
A. The measurement shall be lump sum for mobilization.
B. Payment:
1. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.
2. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.
3. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.
4. The total of all payments shall not exceed the original contract amount for this item.
SECTION 013300 SUBMITTALS
1.1 SUMMARY
A. This Section and FAR 52.236-21 include requirements for Shop Drawings as defined by FAR 52.236-21, which includes, drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data and similar materials furnished by the Contractor to explain in detail specific portions of the work required by the Contract.
B. See Division 1 Section 014000 "Quality Requirements" for submitting test and inspection reports and Delegated-Design Submittals.
C. See Division 1 Section 017700 "Closeout Procedures" for submitting warranties Project Record Documents, operation and maintenance manuals and “as built” drawings.
D. Submittals shall be approved by the COR. The Contractor shall not purchase, order, ship, install, or otherwise incur costs for a product or other work subject to submittal approval until after approval is granted by the COR; the government shall not be responsible for payment for any work, product, design, etc., not approved .
E. Rejection of any submittals by the COR constitutes notice that a re-submittal is required for the same purpose; rejections shall be explained.
F. The intent of the submittals is to provide complete information about the subject item sufficient for the government to make a decision on that item's compliance with the purpose of the item and the general specification for that item.
Descriptions contained in the approved submittals shall constitute an extension of the general specification concerning that item; and subsequent performance by the Contractor shall conform to submittal information except as allowed as substitutions in other sections as indicated.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information that requires COR responsive action.
B. Informational Submittals: Written information that does not require COR’s approval. Submittals may be rejected for not complying with requirements.
C. "Or Equal": Where the phrase "or equal" or "equal as approved by the COR," or "but are not limited to" occurs in the contract documents, do not assume that the materials, equipment, or methods will be approved as equal unless the item has been so specifically approved by the COR.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
2. COR reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for re-submittals, as follows. Time for review shall commence on COR's receipt of submittal.
1. Initial Review: Allow 10 calendar days for initial review of each submittal.
Allow additional time if processing must be delayed to permit coordination with subsequent submittals. COR will advise Contractor when a submittal being processed must be delayed for coordination.
2. If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Allow 10 calendar days for processing each re-submittal.
4. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing.
C. Identification: Place a permanent label or title block on each submittal for identification.
1. Indicate name of firm or entity that prepared each submittal on label or title block.
2. Provide a space approximately 2 by 3 inches on label or beside title block to record Contractor's review and approval markings and action taken by COR.
3. Include the following information on label for processing and recording action taken:
a) Project name.
b) Date.
c) Name and address of Contractor.
d) Name of manufacturer.
e) Unique identifier, including revision number.
f) Number and title of appropriate Specification Section.
g) Drawing number and detail references, as appropriate.
h) Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
E. Additional Copies: Unless additional copies are required for final submittal, and unless COR observes noncompliance with provisions of the Contract Documents, initial submittal may serve as final submittal.
F. Use for Construction: Use only final submittals with mark indicating action taken by COR in connection with construction.
PART 2 - PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.
1. Number of Copies: Submit four copies of each submittal, unless otherwise indicated. COR will return two copies. Mark up and retain one returned copy as a Project Record Document.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.
1. If information must be specially prepared for submittal because standard printed data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are applicable.
3. Include the following information, as applicable:
a) Manufacturer's written recommendations.
b) Manufacturer's product specifications.
c) Manufacturer's installation instructions.
d) Manufacturer's catalog cuts.
e) Wiring diagrams showing factory-installed wiring.
f) Compliance with recognized trade association standards.
g) Compliance with recognized testing agency standards.
C. Shop Drawings: Prepare Project-specific information, drawn accurately to scale.
Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data.
1. Preparation: Include the following information, as applicable:
a) Dimensions.
b) Identification of products.
c) Fabrication and installation drawings.
d) Roughing-in and setting diagrams.
e) Wiring diagrams showing field-installed wiring, including power, signal, and control wiring.
f) Notation of dimensions established by field measurement.
2. Wiring Diagrams: Differentiate between manufacturer-installed and field-installed wiring.
D. Samples: Prepare physical units of materials or products, including the following:
1. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.
2.2 INFORMATIONAL SUBMITTALS
A. General: Prepare and submit Informational Submittals required by other Specification Sections.
1. Number of Copies: Submit three copies of each submittal, unless otherwise indicated. COR will not return copies.
2. Certificates and Certifications: Provide a notarized statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
3. Test and Inspection Reports: Comply with requirements in Division 1 Section "Quality Requirements."
B. Material Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements.
C. Field Test Reports: Prepare reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements.
D. Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment. Comply with requirements in Division 1 Section "Closeout Procedures."
E. Manufacturer's Instructions: Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturer.
PART 3 - EXECUTION
3.1 GENERAL
A. Review each submittal and check for compliance with the Contract Documents.
Note corrections and field dimensions. Mark with approval stamp before submitting to COR.
B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.
C. COR will not review submittals that do not bear Contractor's approval stamp and will return them without action.
D. Submittals not required by the Contract Documents will not be reviewed and may be discarded.
3.2 SUBMITTAL SCHEDULE
A. Submittals shall be made as required by and called for in the drawings and specifications.
3.3 REVIEW OF SUBMITTALS
A. The Contracting Officer will review submittals with reasonable promptness, indicating in writing the appropriate approval category ("Approved," "Disapproved," "Approved Subject to Corrections Shown") upon them. One (1) copy of the plan shall be returned to the Contractor and when corrections are required, the Contractor shall make such corrections. The plan shall then be resubmitted by the Contractor for approval until an unqualified approval is obtained. After unqualified approval is obtained, the Contractor shall furnish the Contracting Officer with three (3) copies of the approved submittals.
B. Review by the COR does not relieve the Contractor from responsibility for errors which may exist in the submitted data.
C. Revisions:
1. Make revisions required by COR.
2. If the Contractor considers any required revision to be a change, the Contractor shall notify the COR as provided for in the General Conditions.
SECTION 014000 QUALITY REQUIREMENTS
1.1 SUMMARY
A. This Section includes administrative and procedural requirements for quality assurance and quality control.
B. Testing and inspecting services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with the Contract Document requirements.
1. Specified tests, inspections, and related actions do not limit Contractor's quality-control procedures that facilitate compliance with the Contract Document requirements.
2. Requirements for Contractor to provide quality-control services required by COR, or authorities having jurisdiction are not limited by provisions of this Section.
C. See Divisions 2 through 32 Sections for specific test and inspection requirements.
1.2 DEFINITIONS
A. Quality-Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and ensure that proposed construction complies with requirements.
B. Quality-Control Services: Tests, inspections, procedures, and related actions during and after execution of the Work to evaluate that completed construction complies with requirements. Services do not include contract enforcement activities performed by COR.
C. Testing Agency: An entity engaged to perform specific tests, inspections, or both.
Testing laboratory shall mean the same as testing agency.
1.3 SUBMITTALS

B. Permits, Licenses, and Certificates
C. As-Built Drawings
D. Qualification Data: For testing agencies specified in "Quality Assurance" Article to demonstrate their capabilities and experience. Include proof of qualifications in the form of a recent report on the inspection of the testing agency by a recognized authority.
1.4 QUALITY ASSURANCE
A. Fabricator Qualifications: A firm experienced in producing products similar to those indicated for this Project and with a record of successful in-service performance, as well as sufficient production capacity to produce required units.
B. Factory-Authorized Service Representative Qualifications: An authorized representative of manufacturer who is trained and approved by manufacturer to inspect installation of manufacturer's products that are similar in material, design, and extent to those indicated for this Project.
C. Installer Qualifications: A firm or individual experienced in installing, erecting, or assembling work similar in material, design, and extent to that indicated for this Project, whose work has resulted in construction with a record of successful in-service performance.
D. Professional Engineer Qualifications: A professional engineer who is legally qualified to practice in jurisdiction where Project is located and who is experienced in providing engineering services of the kind indicated. Engineering services are defined as those performed for installations of the system, assembly, or products that are similar to those indicated for this Project in material, design, and extent.
E. Testing Agency Qualifications: An agency with the experience and capability to conduct testing and inspecting indicated, as documented by ASTM E 548, and that specializes in types of tests and inspections to be performed.
1.5 QUALITY CONTROL
A. Contractor Responsibilities: Unless otherwise indicated, provide quality-control services specified and required by authorities having jurisdiction.
1. Where services are indicated as Contractor's responsibility, engage a qualified testing agency to perform these quality-control services.
a) Contractor shall not employ the same entity engaged by the Government, unless agreed to in writing by COR.
2. Notify testing agencies at least 48 hours in advance of time when Work that requires testing or inspecting will be performed.
3. Where quality-control services are indicated as Contractor's responsibility, submit a certified written report, in duplicate, of each quality-control service.
4. Testing and inspecting requested by Contractor and not required by the Contract Documents are Contractor's responsibility.
5. Submit additional copies of each written report directly to authorities having jurisdiction, when they so direct.
B. Special Tests and Inspections: Contractor will engage a testing agency to conduct special tests and inspections required by authorities having jurisdiction as the responsibility of Contractor.
1. Testing agency will notify COR and Contractor promptly of irregularities and deficiencies observed in the Work during performance of its services.
2. Testing agency will submit a certified written report of each test, inspection, and similar quality-control service to COR with copy to Contractor and to authorities having jurisdiction.
3. Testing agency will submit a final report of special tests and inspections at Substantial Completion, which includes a list of unresolved deficiencies.
4. Testing agency will interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from the Contract Documents.
5. Testing agency will retest and re-inspect corrected work.
C. Manufacturer's Field Services: Where indicated, engage a factory-authorized service representative to inspect field-assembled components and equipment installation, including service connections. Report results in writing.
D. Re-testing/Re-inspecting: Regardless of whether original tests or inspections were Contractor's responsibility, provide quality-control services, including retesting and re-inspecting, for construction that revised or replaced Work that failed to comply with requirements established by the Contract Documents.
E. Testing Agency Responsibilities: Cooperate with COR and Contractor in performance of duties. Provide qualified personnel to perform required tests and inspections.
1. Notify COR and Contractor promptly of irregularities or deficiencies observed in the Work during performance of its services.
2. Interpret tests and inspections and state in each report whether tested and inspected work complies with or deviates from requirements.
3. Submit a certified written report, in duplicate, of each test, inspection, and similar quality-control service through Contractor.
4. Do not release, revoke, alter, or increase requirements of the Contract Documents or approve or accept any portion of the Work.
5. Do not perform any duties of Contractor.
F. Associated Services: Cooperate with agencies performing required tests, inspections, and similar quality-control services, and provide reasonable auxiliary services as requested. Notify agency sufficiently in advance of operations to permit assignment of personnel. Provide the following:
1. Access to the Work.
2. Incidental labor and facilities necessary to facilitate tests and inspections.
3. Adequate quantities of representative samples of materials that require testing and inspecting. Assist agency in obtaining samples.
4. Facilities for storage and field-curing of test samples.
5. Preliminary design mix proposed for use for material mixes that require control by testing agency.
6. Security and protection for samples and for testing and inspecting equipment at
Project site.
G. Coordination: Coordinate sequence of activities to accommodate required quality-assurance and quality-control services with a minimum of delay and to avoid necessity of removing and replacing construction to accommodate testing and inspecting.
1. Schedule times for tests, inspections, obtaining samples, and similar activities.
1.6 MEASUREMENT AND PAYMENT
A. No separate payment will be made for the work included under this section; rather payment shall be considered to be included in the items of work listed in the Schedule of Items.
PART 2 - PRODUCTS(NOT USED)
PART 3 - EXECUTION
3.1 REPAIR AND PROTECTION
A. General: On completion of testing, inspecting, sample taking, and similar services, repair damaged construction and restore substrates and finishes.
1. Provide materials and comply with installation requirements specified in other Sections of these Specifications. Restore patched areas and extend restoration into adjoining areas in a manner that eliminates evidence of patching.
2. Comply with the Contract Document requirements for Division 1 Section "Cutting and Patching."
B. Protect construction exposed by or for quality-control service activities.
C. Repair and protection are Contractor's responsibility, regardless of the assignment of responsibility for quality-control services.
SECTION 014100 REGULATORY REQUIREMENTS
1.1 DESIGN STANDARDS AND CODES
A. All work shall comply with the rules and regulations of federal, state, and local agencies having jurisdiction. The Contractor shall acquire all permits, licenses and approval needed to complete the project from applicable state and local officials.
B. The construction methods shall meet the latest edition of all national, state and local codes. The following standards and codes are made part of the contract specifications. In case of conflict, the most stringent shall apply.

SECTION 014200 REFERENCES
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specifications Sections, apply to this Section.
1.2 DEFINITIONS
A. General: Basic contract definitions are included in the Conditions of the Contract.
B. “Indicated”: The term “indicated” refers to graphic representations, notes, or schedules on the Drawings, or other paragraphs or Schedules in the Specifications, and similar requirements in the Contract Documents. Terms such as “shown,” “noted,” “scheduled,” and “specified” are used to help the reader locate the reference. Location is not limited.
C. “Directed”: Terms such as “directed,” “requested,” authorized,” “selected,” “approved,” “required,” and “permitted” mean directed by the COR, requested by the COR, and similar phrases.
D. “Approved”: The term “approved,” when used in conjunction with the COR’s action on the Contractor’s submittals, applications, and requests, is limited to the COR’s duties and responsibilities as stated in the Conditions of the Contract.

G. “Install”: The term “install” describes operations at the Project Site including the actual unloading, unpacking, assembly, erecting, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations.
H. “Provide”: The term “provide” means to furnish and install, complete and ready for the intended use.
I. “Installer”: An installer is the Contractor or another entity engaged by the Contractor, either as an employee, subcontractor, or contractor of lower tier, to perform a particular construction activity, including installations, erection, application, or similar operations. Installers are required to be experienced in the operations they are engaged to perform.
1. The term “experienced,” when used with the term “installer,” means having a minimum of 5 previous projects similar in size and scope to this Project, being familiar with the special requirements indicated, and having complied with requirements of authorities having jurisdiction.
2. Trades: Using terms such as “carpentry” does not imply that certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as “carpenter.” It also does not imply that requirements specified apply exclusively to tradespersons of the corresponding generic name.
3. Assigning Specialists: Certain Sections of the Specifications require that specific construction activities shall be performed by specialists who are recognized experts in those operations. The specialist must be engaged for those activities, and their assignments are requirements over which the Contractor has no option. However, the ultimate responsibility for fulfilling contract requirements remains with the Contractor.
a) This requirement shall not be interpreted to conflict with enforcing building codes and similar regulations governing the Work. It is also not intended to interfere with local trade-union jurisdictional settlements and similar conventions.
J. “Project Site”: The space available to the Contractor for performing construction activities, either exclusively or in conjunction with others performing other work as part of the Project. The extent of the Project Site is shown on the Drawings and may or may not be identical with the description of the land on which the Project is to be built.
K. “Testing Agencies”: A testing agency is an independent entity engaged to perform specific inspections or tests, either at the Project Site or elsewhere, and to report on and, if required, to interpret results of those inspections or tests.
L. “CO” Contracting Officer: An official of the Government with the authority to enter into, administer, and terminate contracts and make related determinations and findings.
