Additional requirements: If deemed necessary, the government mayprovide 1”x2” wooden staking and wire flags for this work. All other equipment necessary to properly locate and document the road centerline alignment shall be provided by the Contractor. However, a total station or survey grade GNSS unit are not required or considered necessary for this work.
Transportation & Lodging: Contractors shall be paid for their transportation costs based on the most current published GSA mileage rate (rate per mile) for privately owned vehicles of the calendar year in which the task order is issued. References shall be pulled from the following website for rates: http://www.gsa.gov/portal/content/100715. No other costs shall be provided for transportation of personnel and equipment. The miles to be traveled shall be established from the nearest “location identifier” (a place name found on Google© maps) for both the contractor’s place of business and the project site. Miles shall be what is calculated on Google© maps for distance.
Lodging shall be paid for each personnel at the established government rate, published by GSA. Because these rates vary, Forest Service staff can provide these rates for the closest lodging in the area, most likely a nearby urban center, that is appropriate for the task order (project) being issued.
Technical Specifications:
All surveys only require project coordinates; no reference to established datums will be necessary unless otherwise stated.
All survey types will include any work required to cut out lines of sight for centerlines or cross-sections.
For topographic site surveys, a minimum of 1 benchmark (located outside anticipated construction areas), and 3 reference points (traverse nails or equivalent) will be required. These points shall be clearly and distinctly marked and set so as to minimize possible disturbance by human or animal activity.
For Cross section surveys, a profile may be staked ahead of time by the FS. However, you may be asked to establish the centerline for the cross-sections, based on site information provided by the FS. This will be clarified in the task order. Stream cross-sections may require appropriate field decisions to prevent them from crossing over each other (ie introduce a second course to the cross-section – change in azimuth).
For construction slope staking:
It is assumed that wooden stakes will be used for slope and reference stakes, and wire flags used for reference flagging. FS may request flagging tape be placed to establish clearing limits along logging roads.
In addition to placing a slope stake at the top of the cut slope, a reference stake placed a minimum of 10’ behind the slope stake, and a reference flag placed 10 to 20’ behind the reference stake (in line with the cross section) will be required. The following information must be included on the slope stakes: station, cut/fill at slope stake location, horizontal distance of stake to proposed centerline, ditch information if required. The following information must be included on the reference stakes: ID stake as a reference stake, station, distance from reference stake to slope stake, slope stake information (ie, cut or fill and amount, horizontal distance to centerline, ditch info).
At all proposed culvert locations, a stake shall be placed at the culvert inlet location with information about cut/fill amounts and distance to the centerline, and identifying the stake as a culvert inlet stake. Two wooden reference stakes and a reference flag shall be used at culvert locations, placed in line with the azimuth of the proposed culvert. This azimuth information shall be provided by the FS. Reference stake info for culverts shall reflect the same info as listed in the previous paragraph for reference stakes and flagging.
For road centerline location surveys: It is assumed there will be field markings provided to locate the road centerline on the ground (in a form acceptable to the FS). Additionally, survey field notes shall be kept and then made available to the Forest Service documenting the road centerline location, in a format acceptable to the FS. These low volume roads have basic design considerations, including a minimum 12’ wide standard crowned or out-sloped template, minimum 3% and maximum 10% longitudinal road slopes, with 1H:1V or 1.25H:1V cut slopes and 1.4H:1V fill slopes (on average). Actual design parameters can be provided ahead of time to establish the design needs for the road being contemplated. Consideration in the field must be made for difficult terrain and other control points, like rock outcroppings, when choosing the preliminary road alignment. Also, curves through hollows that contain perennial streams must be sited as close to a proper curve radius as possible (minimum curve radii of 50 ft, preferably 60 ft). Locations anticipating drainage needs (such as ditch relief culverts) must also be noted in field notes.
Task Orders: When the need for a Task Order arises, the BPA-holder(s) will be notified and given the location of the work and a full description of the work to be performed. A site visit may be arranged at the request of the COR or the BPA-holder(s), or the BPA-holder(s) may visit the site at their convenience. (An order may also consist of a specified number of personnel hours, i.e. 24 hours of a 2-Person Crew). The BPA-holder(s) shall respond within 7 business days of receiving the notification of work with an estimate of the time needed to complete the work (personnel hours per type of survey) and the date available to begin the work.
Task orders will be evaluated on (a) hours per type of survey needed to complete the work and (b) ability of the Contractor to complete the project within the timeframe needed, including status of other contracts outstanding at time of Task Order, and (c) past performance on earlier tasks. The relative importance of the criteria will vary according to the Task Order. The CO will review and aware the Task Order based on these criteria.
Once a Task Order awardee is authorized to begin work, that awardee must begin within 5 business days of receiving authorization to work, including mobilizing any required equipment. If an awardee who is actively operating under a previously issued Task Order receives an additional Task Order, that awardee and the COR shall negotiate a start date to respond to the subsequent Task Order. Unless otherwise specified in the Task Order or by agreement with the COR, the work required by a Task Order shall be completed within 10 business days of the start of work.
*Each complete, awarded task order will consist of an OF-347, FAR 52.212-4, FAR 52.212-5, and any other technical information pertinent to a particular task order.
Schedule of Work: Task Orders may be placed throughout the effective period of the agreement. Task Orders issued by the Government will detail the project site, type of survey required, specific features of the project as they relate to the type of survey, and the contract time for performance. Actual services ordered will depend upon existing conditions at the time the request is made. All work shall be performed between the hours of 7AM and 6PM on weekdays (exclusive of Federal Holidays). Approval to work outside these hours must be obtained from the COR. The contractor shall notify the COR at least 3 business days prior to beginning work.
Key Personnel: The contractor shall assign to awarded task orders the following key personnel:
A minimum of one person to act as “Lead surveyor” for each 2-person crew.
A project manager to act as a single point-of-contact with the selected firm.
Project Deliverables:
For topographic site surveys – field work: A minimum of 3 reference points (e.g. traverse nails) and one benchmark (typically set on a large, healthy tree) set in locations that are likely to be minimally disturbed, with some flagging or other marking to help locate them for future site visits. A copy of the survey ascii file (for possible use in other software formats) shall be provided to the FS. Also, the original copy of all survey notes taken in the field shall be provided to the FS.
For topographic site surveys - CAD: A CAD file that includes the survey point info (northing, easting, point #, elevation, description, e.g. NEPZD comma delimited), a TIN surface, contours (labeled), and breakline information. Provide clear notes of any features identified in the field (and referenced in the CAD file), an abbreviations legend for references used in point descriptors, and any other pertinent information that may be needed for understanding data included in the CAD file. The CAD file shall be in AutoCAD 2010 Save Format or compatible with this version of AutoCAD and use National CAD standards as it applies to survey information.
For cross-section surveys: Original field survey notes with a write-up describing conventions used for any abbreviations listed in the notes. Also, a sketch (hand or CAD are acceptable) of the site relative to the orientation of the profile and cross-sections taken. For stream cross sections, be sure to orient the profile/centerline and cross-section alignments to magnetic north, with a preference for use of azimuth.
For construction slope staking: For timber road construction, provide slope & reference stakes, and reference flags, placed at every station along the road centerline. Staking shall reflect culvert inlet info at culvert installation locations along the proposed timber road. For site construction, provide slope & reference stakes, and reference flags, placed at every station along the project centerline or as part of a radial stake-out.
For Road Centerline Location: Provide appropriate centerline staking along the preliminary road layout, with centerline offsets where existing road templates may be actively in use. Provide original survey field notes that reflect this preliminary road location, include stationing, distance ahead, azimuth ahead, and elevation change ahead (either in percent slope or +/- in tenths of a foot, where appropriate). Include notes for the field survey that help explain features noted or method of data recordation.
Quality Control/Quality Assurance: All survey services shall be performed in accordance with Forest Service Handbook 7709.56 Chapter 3 – Engineering Survey. Also, generally accepted industry standards for accuracy in acquiring survey data is expected. It is the responsibility of the survey firm to provide quality control and quality assurance of their work. The FS needs for accuracy extend to a 0.1’ level of accuracy on vertical control, and 1’ on horizontal control for low volume road designs. The accuracy of topographic site surveys is expected to be 0.01’ for both horizontal and vertical control.
Government Furnished Equipment/Supplies: The following government furnished supplies may be made available for use by the contractor if the Forest Service determines it is necessary to accomplish the work: 1”x2” wooden survey stakes and wire flagging. The Contractor is not required to make use of government furnished equipment or supplies.

Evaluation Considerations for Award of a Blanket Purchase Agreement
Potential agreement-holders (Vendors) will be evaluated for award of an agreement in terms of the criteria identified below.
1.Experience, Technical Skills & Qualifications The Vendor will be evaluated for successfully completed work that demonstrates the ability to perform topographic and cross-section surveys, construction slope staking, and road location surveys with the qualifications, capacity, and QC/QA process necessary to meet the terms of this contract. The Vendor will be evaluated on information which demonstrates the key personnel have the knowledge and skills necessary to accomplish the work.
The Government will evaluate experience on the basis of its breadth, depth, and relevance to the work described herein. Highest relevance is considered work experience performed directly for the Forest Service for the type of work identified in the solicitation. Next most relevant experience will be work performed directly for another Federal Agency with similar needs of the Forest Service, such as US Army Corp of Engineers, for the type of work identified in the solicitation. Next most relevant experience will be similar work performed for State or private clients.
2.Past Performance Past performance is a measure of the degree to which an Vendor satisfied its customers in the past and complied with federal, state, and local laws and regulations.
The Government will evaluate the Vendor’s past performance to determine: (1) that the Vendor was capable, efficient, and effective, including management of subcontractors; (2) the Vendor performance conformed to the terms and conditions of its contract; (3) the Vendor finished within the task order contract time; (4) the Vendor was reasonable and cooperative during performance; and (5) the Vendor was committed to customer satisfaction. The Government may evaluate the organizational past performance of the Vendor’s proposed
3. Price The Government will evaluate the Contractor’s understanding of the work by examining pricing provided for the representative task order. A Schedule of Items is provided for pricing.
4.Proximity The proximity of the Vendor’s place of business relative to the zone of the forest (North or South) will be considered by the Government as a factor for award of an agreement. Task orders will generally be small dollar amounts and potentially spread across many isolated locations across the Forests. If the distance of a Vendor’s primary work location is more than 250 miles from any district office in the zone(s) a Vendor is interested in working, it is highly unlikely they will be receive an award of an agreement due to issues of cost control related to travel (an applicable vendor should address this in their technical proposal).
