Unless otherwise noted, the contractor shall provide all labor, equipment, tools, transportation, and materials, and shall perform all work required to complete the project as shown on the drawings and described in these specifications, and all other provisions of the contract.
B. Use of Existing Road:
The contractor is authorized to use the existing Forest Service road, FSR #65, for all activities necessary for completion of this project, when such use will not cause damage to the existing road or National Forest resources and when such use can be accommodated safely. All damage to the existing road and National Forest resources caused by the contractor’s operation shall be repaired by the contractor at his expense.
C. Project Schedule:
At least 10 days prior to beginning work, the contractor shall submit to the engineer for approval a schedule for his work and a description of his method of operation.
D. Road Closure:
The existing road, FSR #65, shall be closed to public traffic during all active construction. The contractor shall submit to the engineer for approval a plan and schedule for all road closures at least 7 days prior to the planned closure of the road. The road shall be open to public traffic from Friday (6 P.M.) through Monday (7 A.M.). All work for each culvert installation begun during road closure must be completed, to the approval of the engineer, prior to opening the road to public traffic. Completion includes spreading at least 15 tons of new aggregate per culvert installation.
During road closure the contractor shall install a barricade with “ROAD CLOSED” sign on each side of active excavation operations approximately 200’ from the work. In addition, the contractor shall install a “ROAD CLOSED AHEAD” or “ROAD CLOSED TO THRU TRAFFIC” sign at each end of FSR #65. All signs shall conform to the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD) and shall be maintained by the contractor for the life of the project.
E. Measurement and Payment:
Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as included in the payment for items shown.
F. Methods of Measurement:
One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:
1. Vehicle Quantities (VQ). These quantities are measured or weighed in hauling vehicles.
2. Actual Quantities (AQ). These quantities are determined from measurements of the completed work.
3. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.
G. Protection and Safety
1. The Contractor is responsible to protect from injury all employees and visitors to the job site.
2. The Contractor shall call Miss Utility (800-552-7001) before all excavation. All damage to existing lines shall be repaired at the Contractor’s expense.
H. Quality Control:
The contractor shall certify that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract. The contractor shall furnish certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite produced materials incorporated into the work meet the applicable requirements shown on the drawings or stated in the specifications.
I. Existing Facilities:
There is no telephone, electric, sanitary, or water service at the site. The Contractor shall be responsible for providing all temporary telephone, electrical, sanitary, and water service required for the duration of the contract.
J. Project Clean-up and Closeout
During construction, the contractor shall keep the project site free from accumulation of trash and waste materials resulting from the work. Trash and waste shall be disposed of daily off National Forest land.
II. CLEARING AND GRUBBING
A. This work shall consist of clearing, grubbing, trimming, and disposing of trees and all vegetative construction slash, and debris. This work also includes protecting from injury all vegetation not to be cleared.
B. Clear only trees necessary to accomplish the work. All cleared trees, stumps, roots, and other vegetative materials shall be disposed of by scattering outside of the clearing limits in locations designated by the engineer. Trees shall be limbed and topped.
C. No clearing slash shall be disposed of in an area that will interfere with drainage structures or streams.
III. EXCAVATION AND EMBANKMENT
A. This work shall consist of excavation and shaping of roadway, drainage excavation, borrow excavation, excavation of unsuitable material, embankment construction, and disposal of all excavated material necessary for the completion of construction including ditches and all subsidiary work.
Excavation shall consist of the excavation and disposal of all excavated material, regardless of its nature, that is not included under other pay items listed in the SCHEDULE OF ITEMS.
Borrow excavation shall consist of the excavation and utilization of material from sources shown on the drawings. Additional sources of borrow excavation will be subject to approval in advance by the engineer.
B. Excavations shall be in compliance with OSHA safety regulations (29 CFR, Part 1926, Subpart P, Excavation) for slopiing the sides of excavations, using shoring and bracing, and for using other safety features.
C. All suitable, excavated material shall be used in the construction of embankments, subgrades, shoulders, slopes, bedding, and backfill for culvert installations. Excess suitable excavated material developed at culvert installations shall be conserved and used at other installations where additional material is needed, prior to using material from the borrow source.
D. Unsuitable material shall be excavated and replaced with suitable material when necessary to complete the work.
E. All excess and unsuitable material shall be disposed of on fill slopes along the existing road on National Forest land. The specific location to be approved by the engineer.
F. The roadway shall be constructed to conform to the culvert sections shown on the drawings. As a minimum, the roadbed shall be shaped and finished to that ordinarily accomplished by a crawler tractor with dozer blade to provide drainage of surface water. Individual rocks, within the roadbed, shall not protrude over 1 inch above the subgrade.
G. Embankments shall be placed in layers no more than 8 inches thick and compacted by operating hauling and spreading equipment uniformly over the full width of each layer until visual displacement ceases.
IV. PIPE INSTALLATION
This work includes furnishing and installing the aluminum coated, type 2, corrugated steel pipe, including all excavation, bedding, and backfilling required to complete the work.
B. Pipe and coupling bands shall meet the requirements of AASHTO M 36 except that they shall be made from material meeting the requirements of AASHTO M 274. Either annular or helical pipe corrugations will be acceptable. A fabricators certification shall be provided certifying that the sheet and pipe fabrication are in compliance with these specifications.
C. Excavation shall be to the line and grades shown on the drawings. The width of the trench shall be at least as wide as the pipe diameter plus 2 feet. Unsuitable material in the foundation shall be removed a minimum and 12” below grade and replaced with suitable material, compacted as backfill.
D. The final installed alinement shall be such that no point shall vary from a straight line drawn from inlet to outlet by more than 2 percent horizontally and vertically of the culvert length or 1 foot, whichever is less. Pipe sections shall be joined by form-fitting coupling bands.
E. After the pipe has been placed, backfill material shall be placed in layers not exceeding 8 inches loose thickness and compacted. Backfill material shall be readily compactable material free of frozen lumps, chunks of highly plastic clay, or other objectionable material. Rocks larger than 3 inches in greatest dimension shall not be used within 1 foot of the pipe. Backfilling and compacting shall continue until the backfill is a minimum of 12 inches above the top of the pipe.
F. Compaction of each layer of backfill shall be obtained with compaction equipment designed for this purpose. Compaction shall continue until visual displacement of each layer ceases.
V. Aggregate Surfacing
This work shall consist of furnishing, hauling, and placing crushed aggregate surfacing on the subgrade or existing aggregate roadbed.
B. Crushed aggregate shall be provided from a commercial source and meets the requirements of the Virginia Department of Transportation (VDOT) gradation and quality. The contractor shall submit weight tickets which state VDOT gradation and are in compliance with the same Quality Assurance Program. This requirement constitutes aggregate source certification for sampling and testing in accordance with AASHTO requirements through the VDOT sampling and testing program. However, the VDOT quality assurance program shall not relieve the contractor of the responsibility for furnishing material which conforms to the specifications and may be rejected as non-compliant in whole or part.
C. The aggregate shall be spread in a uniform layer with no segregation of size and to a loose depth that shall have the required thickness when compacted.
D. The aggregate shall be compacted by operating spreading and hauling equipment over the full width of each layer of the aggregate. The surface of each layer shall be bladed during the compaction operations to remove irregularities and produce a smooth, even surface.
VI. SEEDING AND MULCHING
A. This work includes furnishing and placing required seed, fertilizer, limestone, and mulch.
B. Materials shall be as follows:
1. Seed shall meet the requirements of Federal Specification JJJ-S-181 and shall have been tested within the past 6 months.
2. Mulch shall be grass, hay, or grain straw in an air dry condition. Mulch shall be free of noxious weeds, mold, or materials injurious to plant growth.
3. Fertilizer shall be a standard commercial grade furnished in sealed containers with name, weight, and contents clearly marked.
C. All disturbed areas shall be seeded and mulched within 10 calendar days of completion of excavation. The contractor shall notify the C.O.R. at least 24 hours prior to all seeding. Seeding shall not be accomplished during windy weather, nor when the ground is excessively wet, nor when the ground is frozen.
D. The seed mixture shall be uniformly applied as follows:
Material Quantity/Acre Perennial Rye Grass (Manhatten, Pennfire, or Linn) 50 lb.
Kentucky Bluegrass 35 lb.
