INSTRUCTIONS
Instructions for items other than those that are self-explanatory, are as follows:
Item 1 (Contract ID Code) . Insert the contract type identification code that appears in the title block of the contract being modified.
Item 3 (Effective date).
For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.
For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.
For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.
For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.
For a modification confirming the contracting officer's determination of the amount due in settlement of a contract termination, the effec-tive date shall be the same as the effective date of the initial decision.
Item 6 (Issued By). Insert the name and address of the issuing office. If applicable, insert the appropriate issuing office code in the code block.
Item 8 (Name and Address of Contractor). For modifications to a contract or order, enter the contractor's name, address, and code as shown in the original contract or order, unless changed by this or a previous modification.
Item 12 (Accounting and Appropriation Data).

This meeting is the site visit for Request for Quotation (RFQ) No. AG-32SD-RFQ-16-MD05 to Install New Fire Alarm System at the Southwestern Cotton Ginning Research Laboratory. All work to be performed at the USDA, ARS, PA, Southwestern Cotton Ginning Research Laboratory (SWCGRL) 300 College Ave., Mesilla Park, NM. No oral remarks or explanations made here today will alter or otherwise qualify the written provisions of the RFQ as it now exists. The minutes will be issued as soon as possible, covering the elements known now and those which may be discovered today.
Only a written amendment will officially change or clarify the written provisions of the solicitation package. There has been no amendment issued to date. It is not anticipated that an extension to the bid due date will be issued.

2. Proposal Requirements:
Bidder is reminded of several important items in preparing bids.
1) You must sign the SF-18 form and acknowledge all amendments to the solicitation. There are no amendments to date.
2) You have completed Blocks 11, 12 & 13 and signed and dated Blocks 14, and 15 of the SF-18, "Request for
Quotation" form and insert DUNS on page 2.
3) An offer guarantee (20% Bid Bond) is required.
4) In the event the successful bid exceeds $35000, Payment and Performance Bonds (in the amount of 100%) are required on this contract within ten (10) after award. Forms are included in the solicitation as Attachment III.
5) The Davis-Bacon wage rates apply to the contract. They are included as Attachment II to the solicitation.
6) No exemption is granted for state or local taxes. You should include this expense as part of your bid price.
7) Your Bid is to be mailed to USDA, ARS, WBSC, Michael Douglas, Contract Specialist, 1001 Holleman Drive
East, College Station, Texas 77840. Your Bid is due no later than 3:00 p.m. (Central Time) on March 16, 2016.
8) Bids must be returned via email with the following information provided for identification: Solicitation
Number, Bid Opening Date, and Bid Opening Time in the Subject Line.
9) There are no liquidated damages on this contract.
10) There will be no retainage withheld unless there has been no performance.
11) Contractor MUST be registered in the System for Award Management (SAM) prior to the submission of proposal/bid. You can register online at www.sam.gov.
3. Utilities:
A reasonable amount of water, will be provided to the contractor by the Government at no cost. The contractor will be expected to maintain their own work site trailer and/or telephone. Use of restroom facilities by contractor's employees, parking areas, storage areas, etc. will need to be discussed today with representatives from the location.
4. Technical Overview of the Project:
The representatives from the location will provide an overview of the technical aspects of the project.
Mr. Tye Lightfoot will now show all prospective bidders around the proposed jobsite and briefly explain the Governments objective.

1. As far as the equipment to be used on this job is there a specific manufacturer or can we use an equivalent? You may use an equivalent as long as it meets or exceeds the specified equipment listed in Attachment IB-Product Data & Specification Sheets and is 100% compatible with the New Mexico State University (NMSU) system.

2. The specifications/data sheets provided call for a couple different manufacturers for the FACP. I would like to know if we can submit with our Edwards/Vigilant brand Fire Alarm System. If it is 100% compatible with what NMSU system is then, Yes. If not then, No. NMSU will service all the equipment and if they don't know the equipment then they can't service it. Also is a voice evacuation fire alarm system required? No.

3. What type of receivers does the college utilize for the reception of alarm, trouble and supervisory signals from a fire alarm system communicator on campus? Silent Night 9800.
4. What is the transmission type from the fire alarm communicator to the college’s receivers?

5. Will the two buildings will have individual complete alarm systems or will they just be wired up per the engineered plans but left without interconnect to the main fire protection system? See the New Bid Schedule (Section 4.2 of the SOW) and Section B.3 Schedule of Items in the Clauses and Provisions.
6. Will the fire alarm interconnect wiring be placed between the main building (bldg. 52) and the two buildings mentioned in alternate 1 & 2 but left unconnected on the base bid or left out of all bids (base bid and both alternates)? See the New Bid Schedule (Section 4.2 of the SOW) and Section B.3 Schedule of Items in the Clauses and Provisions.
7. Would new design, engineering and approval by authorities be required if a new complete alarm system is required in the two alternates if they are stand-alone fire alarm systems? Would the plans for the base bid need to be re-designed to omit the two buildings in alternative 1 & 2 if those alternatives are not awarded? See the New Bid Schedule (Section 4.2 of the SOW) and Section B.3 Schedule of Items in the Clauses and Provisions.

B.1 BID SCHEDULE
In order to be considered responsive, a bidder must bid on all items in the quantities stated in the schedule.
B.2 SCOPE OF WORK
The USDA, ARS, PA, Southwestern Cotton Ginning Research Laboratory (SWCGRL), Las Cruces, NM requires all labor, supervision, tools, and materials be provided to Replace Fire Alarm System. All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in this document.
