4. In regards to the Janitorial Services bid for USDA, ARS, PA Grazinglands Research Laboratory, will the competing bidders be required to submit a staffing plan, and or full disclosure documents to assure that the SCA guidelines for wage determination are being adhered to?
We do require a staffing plan to the extent that any persons working at the location must provide a police report to verify that none are convicted felons. We do not require copies of certified payrolls since service contracts are governed by the Department of Labor.

5. On page 1 of the Note to Offeror attachment it states “Past Performance References with previous contracts/PO with this Agency or with other Federal/State/Local entities. Minimum of five (5) references. Past performance will be evaluated to determine the quality of the quoters demonstrated performance on work similar in size, scope and complexity to this requirement. Will the government ONLY consider all 5 references to come from public entities or may an offeror submit past performance from both public and private entities and be weighed the same?
Federal, State and local entities are preferred but we will accept commercial entities.
6. Will the resultant contractor be required to move furniture/equipment in order to burnish the tile floors?
Burnishing is not in the scope of work. If the contractor means buffing, there is no furniture in the elevator areas, and minimal furniture (small table and chairs) in two breakrooms that would require moving before buffing.
