Question: Can a company from out the USA bid on this project?

Answer: This requirement is set aside for small businesses, so the company must meet the requirements of the Small Business Administration to be considered a small business.

Question: Do we need to attend meetings on-site?

Answer: Recurring meetings are not identified in the Scope of Work, however, should a meeting be required, it would be expected that the contractor be on-site for these meetings.

Question: Can we perform the tasks outside the USA?

Answer: This requirement is set aside for small businesses, so the company must meet the requirements of the Small Business Administration to be considered a small business.

Question: Can we submit the proposals via email?

Answer: Please review section L.4 of the solicitation for how to submit proposals.

Question: Do you require a specific bid format? If so, can you provide the expected bid forms?

Answer: Please refer to section L.4 of the solicitation for what to submit. All forms have been provided with the solicitation on the Federal Business Opportunities website (www.fbo.gov).

Question: What is the deadline for this bid?

Answer: As per box 13 on the SF-1442, offers are due by 1:00 PM CDT on August 15, 2017.

Question: Who do we bid to?

Answer: As per section L.4 of the solicitation, all proposals shall be submitted via email to josh.dobereiner@ars.usda.gov.

Question: Is bonding required?

Answer: If the contract exceeds $35,000, payment security is required. This payment security can be a payment bond or an alternative form per FAR 52.228-13. If the contract exceeds $150,000, performance and payment bonds will be required.

Question: Do we need three federal projects of similar scope or can it be any three general lab type projects?

Answer: Any three projects are sufficient.

Question: Bid bond and/or performance bond – are these one and the same or different documents?

Answer: These are different documents. Bid bonds are not required for this project.

Question: Negotiate date to begin work early next year?

Answer: Work shall begin within 10 days of CO issuing Notice to Proceed.

Question: Refer to item B.xvi. Is this just a gauge across each pump or are you requiring the pressure sensor to report back to the BMS/BAS?

Answer: Sensors should be required to report back to the BAS.

Question: Refer to items A xi & xi. During the Original Project, the VFD’s that were provided by the Electrician did not come with HOA or Bypasses so we were not able to provide that alarm. Please clarify if this is required and if so do we need to replace the VFD’s or look to see if the old ones have the ability for an option control board (see attached for more context).

Answer: Original VFDs did come with H-O-A switches. VFDs are not to be replaced.

Question: Insight will no longer support Windows 10. Would you like us to include an alternate price to update systems with the latest software?

Answer: Please provide as an alternate price. Do not include as part of the base bid.

Question: If test and balancing is required, who is responsible for carrying that? Are you looking for a certified balancers and report?

Answer: Yes. Test and balance should be completed by a sub of the prime contractor. Yes, a certified balancers report is required.

Question: Do you have an idea how many hours of functional testing you are requiring for this project?

Answer: It is not known how many hours are needed.

Question: Please clarify reason for taking flow coefficient to 1.0 for AHU-1.

Answer: Currently, the airflow displayed on the GUI is reading lower than the measured airflow.

Question: Is it acceptable to install a duct wrap strip for A.iii with foil back insulation?

They can cut and re-tape when they need to get to the air flow station.

Answer: Yes, this is acceptable.

Question: B.xiii this is a normal installation. The coil elbows can get insulated, but is it just this one box or are there more?

Answer: The scope of this project is just to insulate the coils on VVS152-1.

Question: B.xiv can the controls just be changed or does the box need to be changed also?

Answer: Only the controls need to be changed. The existing box can be used.

Question: B.vii should the damper be installed in the outside air drop? If so, is there room to get it in installed there?

Answer: Yes, damper to be installed such that if RF-2 were to shutdown, the return air ductwork is isolated from the outside air (similar to RF-3).
