Questions & Responses – Amendment 001 to Solicitation AG-3187-S-12-0002
The above mentioned solicitation is hereby amended to incorporate the information below:
1. Would the risk assessment tools developed by SERA, as described in paragraph 6 of Part I of the Statement of Work (i.e. the GLEAMS Driver and Worksheetmaker), be transferrable to the new contractor?
Tools (WorksheetMaker and GLEAMSDriver) web published on the F.S. webpage or the
SERA website (SERA_INC@msn.com) are available at the present time and will be available for the foreseeable future.
2. As mentioned in section B, paragraph 5 of Part II, of the Statement of Work, three external peer reviews must be procured for each risk assessment. What form of peer review would be required and what third-party sources would be acceptable to complete these tasks?
Reviews are required as part of the science communication QA/QC process, and is similar to the process of reviewing scientific articles prior to publication. Reviewers are contractor solicited (with concurrence of the FS), based on their expertise in scientific disciplines relevant to the subject matter of the Task (or in some cases the analytic methodology used). Historically, reviews have been solicited from human health toxicologists, ecotoxicologists, biochemists, wildlife biologists, risk assessors, and others. The three reviews are expected to be of the final draft document and should be as comprehensive as possible. However, the review of / collaboration with other non-company experts during the development of the analysis of complex topics is encouraged above and beyond the required three reviews.
3. Can you confirm if the incumbent contractor, Syracuse Environmental Research
Associates, is eligible as a small business to bid on this subject solicitation?
This solicitation is open to small business entities. Upon receipt of proposals any questions or clarification with regard a proposer’s business type shall be submitted to the
Small Business Administration. Business size information is also available under the
Central Contractor Registration website.
4. Does need to complete and submit p.26 through p.27 (52.209-1 Qualification Requirements.
(Feb 1995) of the RFP?
The qualification requirement is specific to the minimum required experience referenced in the RFP. Consequently, qualifications will be verified with the documentation provided in the Proposal Submissions.
