USDA IDIQ Painting Services Page 21 of 74

3.2.1 All paints for this project may be applied by the brush or roller methods.

3.2.2 Apply paints in the number of coats to surfaces specified as required in the “SCOPE OF W ORK”

3.2.3 Except on clean finishes such as varnishes, shellacs, waxes, lacquers, etc. and for covering of deep or dark accent colors, apply each coat of paint at such rates as to completely hide the substrate or the preceding coat when viewed from a reasonable distance. In no case shall the paint thickness of a system be less than that noted in Tables I and III.

3.2.4 Re-letter all damaged, and faded letting in the same to match existing unless otherwise directed.

3.2.5 Paint shall be applied by skilled painters, following the manufacturer’s printed instructions, using brush or roller, as appropriate. Painting using the spray method will not be permitted except where specifically ordered by the Contracting Officer. To prevent format ion of skins and loss of volatile solvent, cover paint containers when delays in application are encountered. Thoroughly mix paint immediately before use and at frequent intervals during application. Apply paint in proper consistency. The meeting line between colors shall be straight and sharply defined, with no blending, running or gaps. Apply all coats of paint uniformly and be free from sags, roller marks, wrinkles, runs, smears, dirt or spattered paint. Remove paint drops and over-sprays before dry.

Apply each coat so as to produce a film of unifo rm thickness completely hid ing the previous coat.

Give special attention during application of paint coatings to insure that edges, corners , welds and rivets receive a thickness equivalent to that of adjacent painted surfaces. Use job mixed aluminum paint within 4 hours. Discard aluminum paint not used within the specified time.

3.2.6 Paint properties, storage, mixing and thinning:

3.2.6.1 At the time of applicat ion, paint shall show no signs of deterioration. St ir paint thoroughly; strain and keep at a uniform consistency during application. Do not mix paints of different manufacturers or different types together. When approved by the Contracting Officer as necessary to suit conditions of surface, temperature and method of application, the packaged paint may be thinned immediately prior to application, in accordance with the provisions of the applicable Federal Specification and manufacturer’s directions, but not in excess of 1 pint of suitable thinner per gallon of paint. The use of thinning for any reason shall not relieve the Contractor from obtaining thickness equivalent to that of adjacent painted surfaces or providing film thickness specified.

3.2.7 Time scheduling of painting:

3.2.7.1 Apply a coat of the specified material as soon as the surfaces have been cleaned, pre-treated or prepared for painting, prior to any deterioration of the prepared surface. Allow sufficient time to elapse between successive coatings to permit proper drying. Apply second coat of paint per manufacture and Federal specificat ions. During application the surface should not deform or feel sticky under moderate pressure of the thumb, and when the application of another coat of paint does not cause lifting nor loss of adhesion of the undercoat.

3.2.8 Color of undercoat:

3.2.8.1 The color of each coat shall vary sufficiently from the color of the preceding coat to enable the visual determination of complete coverage, unless otherwise noted by the contract documents

3.2.9 Requirements for specific paints:

3.2.9.1 Apply the first coat of interior emulsion paint on new work, at such a rate that will not affect sealing of the surface.

USDA IDIQ Painting Services Page 22 of 74

3.2.9.2 Use lamb’s wool wax applicator to apply moisture curing polyurethane coating. Do not use a roller. Ventilate space as specified in clause, “PRODUCT DELIVERY AND STORA GE” and clause ‘PROTECTION”.

3.2.9.3 On new and stripped concrete floors, apply concrete curing compound per manufactures specifications to the dry concrete and allow dry ing for at least two hours. Apply two coats without thinning.

3.2.10 Windows and doors:

3.2.10.1 Prepare and paint as specified, surfaces of window sash (except glass), doors, window frames, door frames and associated trim specified for painting

3.2.10.2 To prevent excessive buildup of paint and subsequent jamming of windows and doors, apply the specified number of coats in thin layers, regardless of thickness specified, to those matching surfaces where window sash and doors meet with the jambs.

3.2.10.3 Paint top and bottom edges of window sash, doors and trim. Painting of doors included both flush and recessed top and bottom edges.

3.2.10.4 Paint exposed edges of window stools, viewable parts of meeting rails of double hung windows when in the partial open position, sash beads, stops, blind stops, putty and glazing compound, etc.

3.2.10.5 Do not paint surfaces of weather-stripping and gaskets at the perimeter of window sash and doors.

3.2.10.6 Do not paint surfaces of plated and other architectural metal finished hardware.

3.2.10.7 Do not completely close freshly painted operating windows and doors until painted contact surfaces are completely dry.

3.2.10.8 Prime surfaces where part of the substrate has been repaired, or otherwise exposed, for the final coat in the required system.

3.2.10.9 Apply all paint in a s mooth and consistent manner, completely covering all repairs patches.

Extend the last coat of paint to the closest adjacent break in the wall or surface.

3.2.10.10 Additional cost of paint shall not be authorized except through the Contracting Officer, and only after an inspection has verified the need for an additional paint.

3.2.11 SPRAY APPLICATION GUIDE LINES
