1.2 PROJECT/WORK IDENTIFICATION

B. Architect: The term "Architect" refers to the professional services contractor listed below.

The Architect's status relative to this construction will be fully delineated in writing by the Government prior to the pre-award or pre-construction conference.

1.3 SCHEDULING

A. Sequencing and Phasing:

1. Construction of this Contract is Phase Four Work. Work of other phases is not part of this Contract.

2. Work described in Contract Documents applies to Work of entire contract, unless otherwise noted.

1.4 SCOPE OF WORK

A. The following is an abbreviated summary of the Scope of Work, as indicated on Contract Documents:

1. Phase 4A Work consists generally of the modernization of the above grade levels of

Wing 5 of the USDA South Building.

2. The building includes six floors above grade, an attic mechanical level and elevator penthouses.

3. The existing structural frame is concrete-encased steel and floor slabs are poured-in-place concrete joists with terra cotta infill.

B. LEED-CI Certification Process:

1. Certified Level: Phase 4A is designed to achieve no less than a certified level under the USGBC=s LEED-CI Version 2.0 (Commercial Interiors) Green Building Rating System.

2. LEED-CI Version 2.0 Requirements: See Section 01352 LEED REQUIREMENTS.

C. Architectural Requirements:

1. Upgrade and modernize existing office areas.

2. Provide new mechanical, electrical, fire protection, and plumbing systems with associated life safety and architectural modifications.

3. Provide hazardous materials abatement.

4. Renovate first floor lobby and corridors.

5. Provide conduit and pull string for electronic security devices.

6. Provide new finishes and partitions for office areas. (Option 1)

7. Cutting and patching of existing materials.

8. Upgrade selected elevator controls and equipment. (Option 2)

9. Provide new roof structures as indicated.

D. Structural Requirements:

1. New structural framing and supports for new architectural, mechanical, electrical and plumbing Work.

E. Mechanical and Plumbing Requirements:

1. Replace existing HVAC system with combination all-air variable-air-volume and perimeter fin-tube radiation heating and cooling system.

2. Remove existing perimeter induction units and replace with new fin-tube radiators.

3. Upgrade existing chilled water and hot water piping.

4. Provide new fire suppression sprinklering.

5. Replace existing storm drain leaders.

6. Provide new pumps and controls for fire supply services.

7. Replace existing plumbing fixtures to meet LEED requirements.

F. Electrical Requirements:

1. Replace existing light fixtures and controls.

2. Replace existing primary and secondary electrical distribution system including upgrading of existing transformers.

3. Provide new electrical and telecommunications closets and replace existing telecommunications cabling system.

4. Provide new emergency lights, fire alarms, exit lights, and emergency power distribution.

G. Summary by References: Work of Contract can be summarized by reference to the conditions of the contract, specification sections as listed in the "Index of Specification Sections" bound herewith, drawings as listed in "Schedule of Drawings" bound herewith, addenda and modifications to the contract documents issued subsequent to the initial printing of this project manual, and including but not necessarily limited to printed matter referenced by any of these.

Bid Set 01010 - 4 Summary of the Work

1.5 WORK UNDER OTHER CONTRACTS

A. Separate Contract Work: The Contractor shall cooperate with other contractors performing related work, including providing labor, materials and other costs necessary to satisfactorily coordinate the Contract work with work performed under other contracts.

B. Preceding Work: Separate contract work has been awarded by the Government for performance of certain construction operations that are expected to be substantially complete before the Work of this Contract begins. Follow-on activities under this Contract shall be satisfactorily conducted to protect and, if indicated, to complete the related preceding separate Contract work.

1. Separate contracts have been awarded for Phase One, Phase Two, and Phase Three.

C. Concurrent and Future Work: Separate contract work has been awarded by the Government for performance of certain construction operations that will be conducted simultaneously with the Work of this contract, and performed at the site after Substantial Completion of the Work of this Contract. Interface work under this Contract shall be satisfactorily conducted in compliance with the schedule requirements of the related concurrent separate contract work.

1. Separate contracts have been awarded for building security.

1.6 SCHEDULE OF GOVERNMENT-FURNISHED PROPERTY

A. The project includes the following Government furnished property to be installed by the Contractor (previously salvaged in Phases 1, 2, and 3):

1. Interior stone base and plinth units

2. Paneled wood doors, door surrounds, transoms, and historic glass.

3. First Floor Corridor lighting fixtures Type F.

B. The project includes the following Government furnished property to be installed by the Contractor:

1. Toilet accessories as indicated on drawings.

1.7 GOVERNMENT OCCUPANCY

A. Full Government Occupancy: The Government will occupy the site and the existing building during the entire period of construction. Cooperate fully with the Government representative during construction operations to minimize conflicts and to facilitate Government usage.

Perform the work so as not to interfere with the Government operations.

B. Partial Government Occupancy: The Government reserves the right to place and install equipment as necessary in completed areas of the building and to occupy such completed areas prior to substantial completion, provided that such occupancy does not substantially interfere with completion of the work. Such placing of equipment and partial occupancy shall not constitute acceptance of the work or any part of the work.

Bid Set 01010 - 5 Summary of the Work

1.8 WORK HOURS

A. On-Site Work Hours:

1. Working Hours: Typically perform Work inside the existing building during normal business working hours of 6:00 am to 6:00 pm Monday thru Friday.

2. Non-working Hours: 6:00 pm to 6:00 am Monday thru Sunday, and Federal holidays.

3. Weekend Hours: 6:00 pm Friday to 6:00 am the following Monday.

4. Early Morning Work Time Hours: 4:00 am to 6:00 am Monday thru Friday.

5. Submit written request to Contracting Officer, at least two weeks in advance, prior to performing work in the existing building during non-working, weekend, and early morning work time hours. Obtain written approval of proposed schedule from Government before proceeding.

6. Utility shutdowns:

a. Work which requires the shutdown of any utility serving the existing building shall be performed outside normal working hours.

b. Schedule each shutdown at least 48 hours in advance with the Contracting Officer.

7. Coordinate and schedule work to prevent interruption of on-going Government activities.

8. Fully restore normal building operations by the start of standard building working hours each day.

1.9 SEPARATE PRICE ITEMS

A. See Section 01030 OPTIONS.

B. Unit Prices: Unit prices are required for certain portions of the Work as described in Section

01031 UNIT PRICES.

1. Architectural work.

2. Hazardous material abatement, removal and disposal.

3. Mechanical and electrical work.

4. Provide unit prices based on necessary labor, materials and overhead required to complete that portion of Work.

1.10 MISCELLANEOUS AND GENERAL PROVISIONS

A. Existing Structures: Unless otherwise indicated, shall remain in place.

B. Items so shown or scheduled will remain the property of the Government. Store where directed.

C. New Work: Unless otherwise noted on drawings or specified, new work in extension of existing conditions shall correspond in all respects with that to which it connects, or to similar existing conditions, in materials, workmanship, and finish.

1.1 SUMMARY

A. Definition:

1. Option: An amount proposed by Bidders and stated on the Bid Form that will be added to the Contract amount if the Government accepts a corresponding change in the scope of work, described in Contract Documents.

B. Coordination: Coordinate related work and modify or adjust adjacent work as required to ensure that work affected by each accepted option is complete and fully integrated into the project.

PROJECT COORDINATION

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

1.2 DESCRIPTION OF WORK

A. This section specifies general administrative procedures and performance required, including but not necessarily limited to, the following:

1. Coordination and meetings.

2. Administrative/supervisory personnel.

3. Records or reports.

4. Limitations for use of site and site protection.

5. Special reports.

6. Tradespeople and workmanship standards.

7. Inspections, tests and reports.

8. General installation provisions.

9. Cleaning and protection.

10. Energy Conservation.

11. Environmental Protection.

12. Overtime work, suspension of work.

B. Protection of Historic Properties: The project site has been determined to be eligible for listing on the National Register of Historic Places and requires special attention to the quality of materials and repair/replacement work. All work shall comply with the regulations of the Advisory Council on Historic Preservation 36 CFR Part 800 "Protection of Historic Properties." All work shall be in accordance with the "Secretary of the Interior's Standards for Rehabilitation," U.S. Department of the Interior, National Park Service, 1990."

1.3 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 1 Specification Sections, apply to this Section.

1.4 COORDINATION AND MEETINGS

A. General: Prepare and distribute to each entity performing work at project site, a written memorandum of instructions on required coordination activities, including required notices, reports and attendance at meetings. Prepare similar memorandum for separate contractors where interfacing of work is required.

B. Coordination Drawings:

1. General: Prepare Coordination Drawings where careful coordination is needed for installation of products and materials fabricated by separate entities, and prepare Coordination Drawings where limited space availability necessitates maximum utilization of the space for efficient installation of different components.

a. Obtain graphic files from Government, to serve as backgrounds for Coordination

Drawings.

b. Show the relationship of components shown on separate Shop Drawings.

c. Indicate required installation procedures.

d. Provide horizontal and vertical dimensions necessary to locate each component and avoid conflicts within the space.

e. Refer to clause "Shop Drawings, Coordination Drawings, and Schedules," of

"General Provisions," for additional requirements.

f. Contracting Officer will review and process Coordination Drawings in same manner as Shop Drawings. Comply with requirements of Section 01300

SUBMITTALS.

g. Refer to DIVISIONS 15 and 16 for specific Coordination Drawing (Composite Drawing) requirements for mechanical and electrical installations.

2. Sleeves and Inserts: Before sleeves or inserts are set or mechanical or electrical equipment or foundations or other work is installed, Contractor shall prepare and submit for approval by Government composite coordination drawings for equipment rooms, spaces and other areas in which work of two or more trades or subcontractors is to be installed and in which the probability of interference exists, as determined by either Contractor or Government. Drawings shall show work of all trades covered, shall be drawn to a scale not smaller than 1:25, and shall show clearly in both plan and elevation that work can be installed without interference.

3. Work installed without prior approval: Any work installed prior to approval of coordination drawings shall be at Contractor's risk. Subsequent relocations required to avoid interferences shall be made without additional expense to Government. In case interference develops, Government will decide which work shall be relocated, regardless of which was installed first.

C. Coordination of Trades: Coordinate work of different trades so that interference between mechanical, electrical, architectural, and structural work, including existing services, will be avoided and within limits indicated the maximum practical space for operation, repair, removal, and testing of equipment is provided. Keep pipes, ducts, conduit, and the like as close as possible to ceiling slab, walls, and columns to take up a minimum amount of space.

Locate pipes, ducts, and equipment so that they do not interfere with the intended use of eyebolts and other lifting devices.

D. Preconstruction Meeting: See Section 01546 SAFETY AND HEALTH for requirements of preconstruction safety meeting.

E. Weekly Coordination Meeting: In addition to specific preinstallation meetings and coordination meetings for each major element of work, and regular project meetings for other purposes (as indicated elsewhere in contract documents), hold weekly general project coordination meetings at regularly scheduled times which are convenient for everyone involved. Request representation (at each meeting) by every entity currently involved in coordination or planning for work of the entire project. Conduct meetings in a manner which will resolve coordination problems. Record results of meetings and distribute copies to everyone in attendance and to others affected by decisions or actions resulting from each meeting.

1. In addition to general construction coordination, discuss and document coordination efforts regarding environmentally sensitive procedures. Refer to the following specifications for procedures and requirements:

a. Section 01115 VOLATILE ORGANIC COMPOUND (VOC) LIMITS FOR

ADHESIVES AND SEALANTS (LEED BUILDING).

b. Section 01120 CONSTRUCTION IAQ MANAGEMENT.

c. Section 01352 LEED REQUIREMENTS.

d. Section 01572 CONSTRUCTION WASTE MANAGEMENT.

1.5 ADMINISTRATIVE/SUPERVISORY PERSONNEL

A. General: In addition to a General Superintendent and other administrative and supervisory personnel required for performance of the work, provide specific coordinating personnel as specified herein.

B. Environmental Control Officer: Designate an "Environmental Control Officer" whose duties shall include the responsibility for enforcing environmental protection provisions of these specifications, (to include but not be limited to the Sections listed in 1.2.E.1 above), in addition to safety and health; requirements of the Occupational Safety and Health Act; and other applicable Federal, state and local standards. As outlined in applicable sections of this specification, submit for approval by Government the proposed LEED plan, traffic flow plan, security plan, program for temporary structures, housecleaning plan, erosion control plan, demolition program, and safety and health plan. After approval by Government, implementation and enforcement of these programs shall become responsibility of Environmental Control Officer. Any changes in the programs must be requested by Contractor through Environmental Control Officer for written concurrence by Government.

C. Energy Conservation Officer: Designate an "Energy Conservation Officer" whose duties shall consist of developing and implementing a program for minimizing energy use on the site. He shall develop an energy conservation plan, which is subject to approval of Government. Contractor may designate the same person, or different persons, as "Environmental Control Officer," and "Energy Conservation Officer."

D. Mechanical/Electrical Coordinator: Provide a full-time mechanical/electrical (M/E) coordinator, who is experienced in administrative and supervisory coordination of mechanical and electrical work, both within the various types of M/E work required for project and with relation to other types of work. For the purposes of this provisions, "interface" is defined to include scheduling and sequencing of M/E work, sharing of access to work spaces, integration of work placed into limited spaces available for M/E installations, each trade's protection of work by other trades, cutting and patching, tolerances, preparation of M/E coordination drawings, inspections, tests, and utilization of M/E temporary facilities.

1. Licensed Engineer: Provide a M/E Coordinator who is registered (licensed) as a professional engineer in at least one recognized licensing jurisdiction.

E. Construction Waste Management Coordinator: Provide construction waste management coordinator to oversee implementation of the LEED CWM Plan on site.

F. Indoor Air Quality Management Coordinator: Provide indoor air quality management coordinator to oversee implementation of the LEED IAQ Management Plan on site.

G. Commissioning Team Personnel: Refer to Section 01810 COMMISSIONING.

H. Submittal of Staff Names, Duties: Within 15 days of contract date, submit a listing of Contractor's principal staff assignments and consultants, naming persons and listing their addresses and telephone numbers.

1.6 LIMITATIONS FOR USE OF SITE

A. General: In addition to site utilization limitations and requirements shown on drawings, and indicated by other contract documents, administer allocation of available space equitably among entities needing access and space, so as to produce best overall efficiency in performance of total work of project. Schedule deliveries so as to minimize space and time requirements for storage of materials and equipment on site.

1. Confine operations to construction work area, unless otherwise authorized by

Government.

2. Each construction work area will have personnel egress through existing stairways.

B. Use of Equipment by Government: See clause of same title in the General Provisions.

C. Parking Facilities: Except as noted or specified, there will be no parking available at site during normal working hours. Contractor and his employees shall make their own arrangements for vehicle parking.

D. Materials on the Site: Unless otherwise noted or specified, materials and equipment that are removed and not reused under this contract become the property of the Contractor, and salvage value shall be reflected in the bid.

E. Storage or Sale of Equipment on Site: Storage or sale of excess salvageable material on the site is not permitted. Said materials shall be remove from site to another location to be stored or sold.

1.7 SPECIAL REPORTS

A. General: Except as otherwise indicated, submit special reports to the Government within one day of occurrence requiring special report, with copy to others affected by occurrence.

B. Reporting Accidents: Refer to Section 01546 SAFETY AND HEALTH.

C. Reporting Unusual Events: When an event of unusual and significant nature occurs at site (examples: visit by news media; extraordinary weather phenomenon), prepare and submit a special report listing chain of events, persons participating, response by Contractor's personnel, evaluation of results or effects, and similar pertinent information. When such events are known or predictable in advance, advise the Government in advance at earliest possible date.

1.8 TRADESPERSONS AND WORKMANSHIP STANDARDS

A. General: Instigate and maintain procedures to ensure that persons performing work at site are skilled and knowledgeable in methods and craftsmanship needed to produce required quality-levels for workmanship in completed work.
