At the pre-bid conference, the following project overview regarding the MEP systems was presented to those in attendance.

Phase 4A is the continuing phase in the overall renovation of the USDA South building HQ. The engineering utility infrastructure systems involved are mechanical, HVAC, plumbing, electrical power and lighting, telecommunications and fire alarm and fire suppression. The HVAC systems in Phase 4A do differ somewhat from the master plan that was incorporated into the previous three phases in that instead of the main air handling units being located in the attic penthouse space, for this phase, there will be two air handling units located on each of the floors from first to sixth. Therefore, in the previous phases, the duct distribution was primarily vertical, in this phase the ductwork distribution will be primarily horizontal. The plumbing systems will consist of providing the new core toilet rooms and replacing all vertical rain leaders as well as replacing the drains in the gutter system at the attic. The drains in the moat area at the sixth floor had been replaced under a previous contract so that the existing drains will remain and only the vertical rain leader will be replaced. The electrical power and lighting systems comprise new power feeders from vaults 1 and 2. These vaults are located outside of the Wing

5 area, so there will be work related to Phase 4A that is located in the building but outside of the strict delineation of Wing 5. The power feeders for the north end will be from switchgear 1 in vault 1 and for the south end will be from switchgear 2 in vault 2. There is electrical work related to vault 6 in this project that really has nothing to do with wing 5. This work is to install two new transformers in vault 6.

The telecommunications work involves data, voice and video. There are two telecommunications closets on each floor from the first to sixth floor. The fire alarm system will be an extension of the system that has been installed in the previous three phases. The fire suppression system will be a new automatic wet pipe sprinkler system to protect the Phase 4A, Wing 5 area. It must be noted that during the demolition of the vertical heating and cooling piping, there will be hazardous materials present and care must be taken to address this and properly abate before final demolition of the piping occurs.
