NE Swift Timber Sale Road Turnback – White Mountain National Forest 8/13/2013

On page 4 of 107 on supplemental specs, section 101.01 Meaning of Terms includes the following sentence; which should be stricken from the spec.: “Delete all references to the FAR (Federal Acquisition Regulations) in the specifications.” --- that is a carry-over term from the timber sale bid, since the TS contract includes provisions that the FAR covers. Now since turnback; FAR governs again, so sentence is void.

20419 – Drainage Excavation; Leadoff Ditches. The bid sheets say CQ and the unit is CY. The plan set shows AQ and the units are LF Ans.) – Leadoff ditches are to be measured by Linear Feet, installed and approved. Measurement will be Actual Quantity (AQ) approved.

Can you please verify what is intended by the line item – road reconditioning?

Ans.) – Item 30326 includes all work activities applicable for each road segment, including surfaced, or non-surfaced segments. Paragraph 303.05 discusses activities for reconditioning roadbed, while 303.06 discusses aggregate reconditioning. Work is intended to repair sections, removing / rebuilding low spots (such as potholes, depressions, and wheel-ruts), reestablishing drainage and ditches, reshaping the template, and providing stable & firm embankment and traveled-way.

{{Background: although it is “timber road”, it will be in-place and used for over five years; and the template remains on landscape after use (i.e. NOT re contoured), so it must be properly built and shaped to provide a maintainable template.}} Can the contractor build the temporary bridges rather than purchasing pre-manufactured?

Ans.) – Yes, Contractor may build their own, or obtain bridges from alternative sources. Contractor shall obtain from ANY / EACH source, appropriate design and fabrication submittals, and installation as applicable to Section 571. ADM, or Yard-King are just recommended sources known to provide acceptable designs.

For the short log bridges can they use 12’x12’ log panels made by Global Enviro Solutions Ans.) – Yes, Contractor may obtain bridges from alternative sources. Contractor shall obtain from ANY/ EACH source, appropriate design and fabrication submittals, and perform installation as applicable to Section(s) 571.03, 571.04, and 571.08. Contractors shall base their bids on existing item descriptions, selected contractor may offer alternative solutions for shared-savings per Value-Engineering procedures.

No additional technical questions will be addressed prior to bid due date.
