101.04 Definitions.

Delete the following definitions and substitute the following:

Bid Schedule--The Schedule of Items.

Bridge--No definition.

Contractor--The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “purchaser”.

Culvert--No definition.

Right-of-Way--A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.

Add the following:

Adjustment in Contract Price--“Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.

Change--“Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.

Design Quantity--“Design quantity” is a Forest Service method of measurement from the FS-96 Forest Service Specifications for the Construction of Roads and Bridges. Under these FP specifications this term is replaced by the term “Contract Quantities”.

Forest Service--The United States of America, acting through the Forest Service, U.S. Department of Agriculture.

Neat Line--A line defining the proposed or specified limits of an excavation or structure.

Pioneer Road--Temporary construction access built along the route of the project.

Purchaser--The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.

Protected Streamcourse--A drainage shown on the plans or timber sale area map that requires designated mitigation measures.

Road Order--An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.

Schedule of Items--A schedule in the contract that contains a listing and description of construction items, quantities, units of measure, unit price, and amount.

Utilization Standards--The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

· Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

· Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

· Exact time and location of spill including a description of the area involved.

· Containment procedures.

· Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

· Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

Do not remove any material from existing roadway or surfacing to prepare the embankment for the approach ramp. Construct embankment immediately on top of the existing asphalt pavement.

204.10 Embankment Construction.

Replace the first paragraph with the following:

Construct the embankment using only borrow material from acceptable sources in accordance with subsection 204.08. Construct the embankment as follows:

(b) Embankment within the roadway prism.

Add the following at the end of the first paragraph:

Install a layer of Type III (A-B) geotextile fabric between each 12-inch layer as shown on the plans.

Delete the second paragraph.

Delete subsections (c) and (d)

204.11 Compaction. Compact the embankment as follows:

Place material by end dumping to the minimum depth needed for operation of spreading equipment. Adjust the moisture content of the material to obtain a mass that will not visibly deflect under the load of the hauling and spreading equipment. Level and smooth each embankment layer before placing the next layers. Operate hauling and spreading equipment uniformly over the full width of each layer. Place geotextile between layers as shown on the plans. Construct a solid embankment with adequate compaction by working smaller rock and fines in with the larger rocks to fill the voids, and by operating hauling and spreading equipment uniformly over the full width of each layer as the embankment is constructed.

Section 556. – BRIDGE RAILING Description

556.01

Add the following:

Prior to acceptance of the completed structure, clean the bridge and approach rail of all foreign matter, including dirt, cement paste and petroleum products, leaving these surfaces in the same condition as when they left the fabricator. Use hand tool, solvent and blast cleaning as required but use power tool cleaning only as approved.

For galvanized rail, galvanize in accordance with AASHTO M111, and furnish nuts, bolts, and washers galvanized in accordance with AASHTO M 232. Repair minor abrasions, cuts and all damaged areas with a galvanized coating in accordance with 717.07.

Section 557. – TIMBER STRUCTURES Description

557.02 Material.

Add the following:

Furnish, the following compliance certificates to the CO upon delivery of the materials to the jobsite:

(a) Verification of compliance with grading rules and species of timber and lumber. Provide certification by an agency accepted as competent by the American Lumber Standards Committee (ALSC).

(b) Lot certification of each charge for preservative, penetration in millimeters, and retention in kilograms per cubic meter (assay method) by a qualified independent inspection and testing agency. In addition, have the producer of the treated products provide written certification that Best Management Practices (BMP's) in accordance with "Best Management Practices for Treated Wood in Western Aquatic Environments," published by the Western Wood Preservation Institute (WWPI) and Canadian Institute of Treated wood, were followed, including a description and appropriate documentation of the applicable BMP's used.

(d) Such other certifications as shown on the plans or called for in the supplemental project specifications.

571 – Prefabricated Bridges

Description

571.01 This work consists of transporting/launching and installing a Government-furnished prefabricated modular bridge superstructure and prefabricated modular access ramp similar in design to the prefabricated bridge. This work also includes construction of bearing seats, drilling threaded rod anchors into concrete, placement of roadway aggregate and geotextile to form an aggregate approach ramp, and minor finishing work.

Timber species, grade, and treatment; and other material specifications in accordance with specifications and supplemental specifications or as shown on plans. For requirements not listed in the contract documents, use requirements shown on the manufacturer’s drawings, and have them approved by the CO prior to fabrication. Reference to Section 204 Excavation and Embankment is for aggregate used to build an aggregate approach ramp.

Construction Requirements

571.03 Performance. Submit axle weights and configurations for equipment to be used in the installation of the Government-furnished prefabricated superstructure, ramp, and the contractor supplied aggregate for the aggregate ramp.

Submit a launching plan for transporting the Government-furnished prefabricated superstructure across the existing bridge and launching it across the gap to the existing roadway. Show launching equipment, rollers, and anticipated loading on each temporary support or roller. Government-furnished rollers commonly associated with the installation of Bailey or Acrow modular bridge superstructures may be available for use; if available, they are stored at the GSA complex in Auburn, Washington.

Coordinate with the fabricator (Big R Manufacturing) for delivery of the superstructure. After Forest Service inspection of the supplied superstructure and components and acceptance as Government-furnished property, assume responsibility for the Government-furnished property until final acceptance of the installed product.

Furnish all tools, devices, special equipment, and material needed for installation, except those materials furnished by the fabricator and available as Government-furnished property.

571.04 General. Perform excavation, backfill, and embankment work under Sections 204 and 209.

Dispose of all debris resulting from operations in accordance with Section 203.

571.05 Performance.

If the prefabricated superstructure is not installed immediately upon delivery to the project site, provide appropriate equipment and labor to unload and stack, support, and store all material at the delivery point. Support and stack all components to prevent damage. Furnish and install blocking to support all components at least 12 inches above the ground.

Furnish all tools, devices, special equipment, and material needed for installation in well-marked watertight containers suitable for long-term, outdoor storage.

571.06 Abutments and Approaches. Construct required caps, bearing, and abutments according to Division 500. Construct approaches including excavation and backfill according to sections 204 and 209.

571.07 Acceptance. Furnish a production certification for lumber not supplied as part of the Government-furnished prefabricated superstructure. Furnish a certification for all materials incorporated into the final installed superstructure and approaches, except those furnished with the Government-furnished prefabricated superstructure and approach ramp.

Measurement

571.08 Measure the Section 571 items listed in the bid schedule according to Subsection 109.02.

Payment

571.09 The accepted quantities, measured as provided in Subsection 109.02 and above, will be paid at the contract price per unit of measurement for the Section 571 pay items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section. See Subsection 109.05.

717 – Structural metal Description

717.01 Structural Steel

(e) High-Strength Bolts, Nuts, & Washers.

Delete the first paragraph and replace with the following:

Conform to either AASHTO M164 or AASHTO M253, as specified. Use Type 3 bolts in combination with unpainted weathering structure steel. Conform to AASHTO M293 (ASTM F 436) for hardened steel washers.

Add the following subsections:

(f) Threaded Rod.

Furnish stainless steel or galvanized threaded rod in conformance with ASTM XXXX. Furnish the sizes and lengths shown on the plans.

717.07 Galvanized Coatings

Add the following:

Furnish hot-dipped galvanized hardware and fasteners conforming to AASHTO M 232 and mechanically galvanized hardware and fasteners conforming to AASHTO M 298.

Repair damaged galvanized surfaces by power or hand tool cleaning, followed by 2 brush applications of zinc rich 2 component paint meeting FS TT-P-641, FS TT-P-1046A or MIL-P-21035. Single component brush or spray-on zinc or galvanizing compounds are not permitted. A source for TT-P-641 paint is Far West Paint Company, Tukwila, WA 206-244-8844.
