(c) Source Selection for Award of Individual Projects

Source Selection for task orders will be based on price (and other factors) or best value.

Source selection on task orders may be based on price from the contract’s schedule of items and other factors. Other factors include the Contractor’s availability /ability to meet the schedule. Once the Government has identified the requirement and quantities, the Government will calculate the task order price by multiplying the quantities on the task order with the unit prices from the schedule of items on the contracts awarded. The Government will then determine who among the Contractors have the lowest price, verify availability and ability to meet the schedule, and award to the Contractor with the lowest price. The Contractor will have three days from the notice to verify availability and ability to meet the schedule. If the Contractor does not verify within the three days, the Government will go to the next offeror.

Source selection on other task orders may also be based on the best overall value to the Government, price and other factors considered. These factors may include one or more of the following:

• Pricing

• Technical Capabilities relating to the specific project [including elements such as Project Sequencing, Scheduling, Resource Availability]

• Past Performance History [including elements such as quality of work, timeliness, effectiveness of

Contractor Quality Control]

• Response to additional Evaluation Criteria including biobased, if required.

The Government reserves the right to award a task order without competition if it is necessary to place an order to satisfy a minimum guarantee.

(The awardee of the task order does have the option to propose a lower unit pricing per task order.)

Restrictions & Requirements

Maintenance Required (Yes or No)

Government will list information in Task Order

(b) If the Contractor requests use of a National Forest road or segment not designated for his use, the Forest Service may authorize such use if not in conflict with the current Road Rules document. Authorization to use such additional roads may include maintenance requirements and use limitations.

(c) The roads authorized for use will be subject to the following provisions.

1. The Road Rules in the current Colville National Forest Road Rules Document are applicable to all commercial road users. This document is available for inspection at the office of the Forest Supervisor and shall be applicable except when modified by provisions of the contract.

2. State laws governing traffic rules and equipment requirements on State and County highways.

3. Federal regulations contained in 36 CFR 261.12. These regulations prohibit use of vehicles or equipment in excess of State legal highway loads or posted limits without valid State and Forest Service overload permits, damaging a road while using it, and blocking a road open to use by others, except as may be otherwise provided in the contract.

Load Limits - All vehicles and equipment shall not exceed State legal highway loads and widths or posted limits without valid State and Forest Service overload, over width permits. Forest Service overload permits for this project may be obtained from the Supervisor’s Office. Overload Permits must be obtained for all vehicles exceeding posted bridge weight limits. Contractors should anticipate up to 14 days to secure needed overload permits.

4. Federal Regulations contained in 36 CFR 261.54 as applied to the area by an order issued under 36 CFR

261.50. These regulations authorized the Forest Service, as a sovereign act, to issue additional restrictions and closures any time conditions warrant. Such closures will be in addition to those shown in the current Road Rules Document and will be posted on the road.

Questions and Clarifications:

How many awards will be made from the solicitation?

Based on the solicitation, one to four awards will be made.

How many roads will require treatment?

Actual quantity (or estimated quantity) per district are not know. Exact mileage and roads to be worked will be identified on a per individual task order basis.

Amendment 0001, AG-05G1-S-15-0011, Road Surface Maintenance Services IDIQ, Page 4

When will work start?

Work will start per contract time identified in the awarded individual task order(s).

Will the unit prices on the contract be used to determine future task orders?

Based on the solicitation, future tasks orders will be determined based on price and other factors or best value. Since the Government will determine future task orders by using the Fixed Unit Prices on the Schedule of Items along with other factors, it is recommended for quoters to provide a best offer in submitting pricing information with their quote. It is currently anticipated most task orders will be issued based on price and other factors.

Do you know the percentage of ML3 roads compared to ML2 roads?

We do not know the amount of level 3 vs Level 2 roads. Level 3-5 roads will be the Forest’s highest priority and then Level 2 roads will be included as needed based off the Forest’s needs as well as what the districts would like to see done.

Logout is in the contract. Where there is beetle kill there are large amounts of blow down on the roads. Is there a point where the Forest will do logout or is it all Contractor’s responsibility?

We anticipate obstructions on roads that may limit access to roadway for blading and it is those obstructions which should be incidental to pay item 811. When we come across the situation of multiple trees across the road (most likely in those areas infested with beetle kill) we will look at a case by case basis to determine what is considered incidental and what would be excessive.

The synopsis says set-aside for hub zone, but in the solicitation it only mentions small business set aside?

What type of set aside is it?

The solicitation is set aside for small business.

Will the forest consider having grading and ditching cleaning services into separate solicitations?

The Government will not be separating it into the grading and ditching cleaning into two different solicitations.

Does the scope of work for this project include watering and compaction of roads?

We are not requiring any watering and/or compaction on the road blading IDIQ. We have in the contract that there may be a period of time during the middle of the summer months in which the contractor may need to shut down due to ground conditions. Generally, in the past (depending how dry it gets) our Contractors shut down until conditions allow for good mixture of road material, and then resume operations. We feel confident even if there is a shutdown, that there is enough contract time to allow for successful completion of miles of road. Our Task Orders usually begin around the 1st of May and run until Oct 1st. However, we remain flexible in the event of shutdowns to allow Contractors a fair opportunity to complete project.

Amendment 0001, AG-05G1-S-15-0011, Road Surface Maintenance Services IDIQ, Page 5

How will ditch cleaning be paid?

We have ditch cleaning as incidental work to pay item 811 for the Road Surface Maintenance IDIQ. Our specifications call for the ditch to be free flowing without any debris in ditch line and the size of ditch is 2’wide by 1’ deep. No rocks, logs, debris, etc…shall remain in ditch and culvert catch basin shall be cleaned and reshaped as necessary to facilitate unimpeded water flow. Ditch blocks shall be reconstructed as necessary. If any segments of ditches meet the above criteria, then we would not expect our Contractors to perform any work on those segments of ditches.

East Side bid schedule references A & B. Is this a typo?

Yes. All East Side items should have a “B”. All West Side items should have an “A”.

Can the historic contracts for this work be accessed?

The specifications of this contract are different from previous contracts. The old contract just had blading services and was broken down into different Level 2 vs. Level 3 roads.

What type of equipment did the old contract use?

The old contract used a grader and a rubber tire backhoe.

How does the break up using several contracts work the minimum of 150 miles of work? Is it conceivable that there could be for contracts at 37.5 miles each?

The Government will make one to four awards. The minimum guarantee in the solicitation is $2,500 per contract. Task Orders will placed based on this amendment and clause titled “Source Selection for Award of Individual Projects” listed on page 22.
