PART 3 - EXECUTION
3.01 INSTALLATION
A. All material shall be installed in accordance with these specification and the APWA
Standard Specifications.
B. All material shall be handled with care to avoid damage. Whether moved by hand, skid, or hoists, material shall not be dropped, bumped, or allowed to impact. The CONTRACTOR shall provide safe storage for material until it has been incorporated into the completed project. The interior of all pipe, couplings, rings, fittings, and other accessories shall be kept free from dirt and other foreign matter at all times.
Valves and hydrants shall be drained and stored in a manner that will protect them from damage by freezing.
C. All pipelines shall be laid to and maintained at lines and grades required by the plans.
Fittings, valves and air vents shall be installed at the required locations with joints centered, spigots home, and valve stems plumb and straight.
D. Pipes, fittings and mechanical restraint systems shall be installed in accordance with manufacturer's recommendations unless otherwise specified. Valves, fittings, plugs, and caps shall be set and joined to the pipe supported in such a manner as to prevent stress on the valve, fitting or pipe.
E. All casing pipes installed for service crossings shall be perpendicular to the mainline from the meter box location. Casing pipes shall have a 1" concrete grout or expanding foam plug in the annular space at each end following service line installation.
F. Valve boxes and vaults shall be installed so as not to transmit shock or stress to the valve with the box cover flush with the surface of the finished area or such other level as may be specified. The valve operating nut shall be readily accessible for operation through the opening in the box or vault. Valve stem extensions shall be provided wherever the depth of the operator is over 48".
G. All fittings, valves etc., where thrust is developed, shall have thrust restraint to prevent movement. Mechanical restraint systems shall be installed in accordance with manufacturer’s recommendations. Concrete thrust blocks shall be poured against undisturbed earth and shall have a bearing area as described above in Part 2.
H. The Contractor shall be responsible to repair damage to any utility crossing encountered.
I. Where connections are made to existing pipe or work is in close proximity to existing pipe CONTRACTOR shall verify location of existing pipe prior to work. Conflicts shall be brought to the attention of the CONTRACTING OFFICER.
027000 - 6
J. All pipeline shall be flushed to run clear prior to testing.
3.02 TESTING
A. Hydrostatic Pressure Test
1. All waterlines shall be hydrostatically tested at a minimum pressure of 150 psi.
When hydrants are in the test section, the test shall be made against the hydrant with the isolation valve open. All visible leaks at the hydrants are to be repaired regardless of the amount of leakage.
2. Hydrostatic testing for DI or PVC pipe shall shall conform to the requirements of
AWWA C-600 and 2008 APWA Standard Specifications for Construction. Test pressure shall be held for a minimum of two (2) hours with the maximum leakage defined by the following equation:
L = SD(P)
133,200 Where: L = allowable leakage in gallons per hour
S = length of pipe in test section D = diameter in inches of section being tested P = average test pressure in psi
3. Hydrostatic testing shall conform to the requirements of ASTM F 2164 standards.
A pressure of 10 psi over the designated test pressure shall be established and maintained with the additional water, for a minimum of 4 hours prior to the actual leakage test. After four hours pressure shall be reduced by 10 psi to the target test pressure of 150 psi, and monitored for a minimum of one hour. If test pressure remains within 5% of target test pressure, leakage test shall be acceptable. The maximum leakage defined by the following equation:
P(T) = 2 x HDS x F (t) x H (t)
(DR-1)
Where: P(T) = allowable leak test pressure, psi, for leak test time T = leak test time, hours HDS = PE material hydrostatic design stress for water at 73F, psi F(t) = PE material temperature reduction factor H(t) = leak test duration factor for leak test time, T DR = pipe dimension ratio
4. All pressure testing shall be completed before making any physical connection to the mainline. CONTRACTOR shall be responsible to determine methods of isolating the test section and ultimate connection to the mains, and to provide any temporary or permanent fittings required except as shown on the plans, without additional cost to the GOVERNMENT.
027000 - 7
5. The CONTRACTOR shall pay for all testing costs. Sections not passing the above leakage criteria shall be repaired and retested at the CONTRACTOR’S expense.
6. The CONTRACTING OFFICER shall witness all testing in this section.
3.03 DISINFECTION & CLEANING
1. All potable water lines, including the mainline and new service lines, shall be disinfected prior to completion and placing on-line. Disinfection shall be in conformance with AWWA C-651-C654 Standards. The CONTRACTOR shall notify the CONTRACTING OFFICER to complete bacteriological testing prior to final acceptance. The CONTRACTOR shall make provisions as required to pressure test and sample the lines, including installation of additional taps if required, and pay all costs related to disinfection.
2. Upon completion, the system shall be thoroughly flushed with fresh water, and retested to verify the disinfectant chlorine level has been reduced to potable drinking water concentrations in all mainline and service line pipes.
