SECTION M--EVALUATION FACTORS FOR AWARD
M-1 Award Determination
The Government intends to award a single contract as a result of this solicitation.
The Government will issue an order as a result of this Request for Quotations to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, cost or price and other factors considered.
M-2 Evaluation Factors Quotes will be evaluated based on the following factors:
1. Technical
2. Past Performance
3. Price
1) Technical
a) Provide your proposed sequencing of work and how you intend to minimize the impact to ongoing operations.
b) Provide key personnel you intend to use for the project and how they will be assigned.
c) Provide your key elements and process for quality control.
d) Provide your key components of your safety plan.
2) Past Performance
Provide a listing of projects completed in the past three years which most closely relates to this type of work (provide on separate sheets). Include the following minimum information for each project listed.
· Description of work performed
· Dates of performance
· Name of owner or agency work was completed for
· Name of contact person and their telephone number.
Each offeror will be evaluated on their performance under existing and prior contracts of a similar nature. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration. References other than those identified by the offeror may be contacted by the Government, with the information received used in the responsibility determination and in evaluation of the offerors's past performance.
Firms lacking a past performance record (e.g., new firms or those with no relevant experience within their organization) will be treated as an unknown performance risk, receiving a neutral score in this criteria. A neutral score will be established as the average of all other competing offerors, or the average of the total score available, whichever is less. All of the following subfactors are of approximately equal importance.
(i) Quality of Services: Demonstrated ability to perform services in accordance with contract specifications. Conformance to good standards of workmanship.
(ii) Customer Satisfaction: Satisfaction of end users with the Contractor's completed products and services.
(iii) Cost Control: Ability to complete contracts within budget (at or below); reasonableness of price change proposals submitted; providing current, accurate, and complete billings.
(iv) Business relations: Effective management; ability to manage projects involving subcontracts; working relationship with the Contracting Officer and technical representatives; reasonable/cooperative behavior; flexibility; effective contractor recommended solutions; businesslike concern for Government's interests.
(v) Timeliness of performance: Compliance with delivery schedules; reliability; responsiveness to technical direction, no assessment of liquidated damages.
The highest rating would be achieved if, in the last three years, Contractor has completed in a timely manner, with a pay range of 100%, with high customer satisfaction/business relations in similar construction contracts. (Government evaluators will select contract administrators to contact regarding customer satisfaction.)
3) Price Evaluation
It is the Government's intent to assess the unit prices to determine reasonableness and offeror's understanding of the work and ability to perform the contract.
The importance of price may become greater as the differences between technical proposals decrease. Where quotes are determined to be substantially equal, price may control award.
The Government may issue orders to other than the lowest quote, waive minor informalities or irregularities in quotes received, or elect to not award at all. If necessary, the Government may conduct discussions with any or all quoters.
In an effort to reduce the size and cost associated with preparation of solicitations, the applicable FAR clauses have been included by reference only. Specifications have been condensed to only those that would affect your ability to prepare the quotation.
