DEFINITION OF BID ITEMS

SECTION 00 21 13

PART 1 - GENERAL

1.1 DESCRIPTION

A. The basis for measurement and payment for all work performed under this contract shall be as listed in the "Bid Form." Unless the work to be performed is specifically called out to be measured and paid for in the Bid Form, payment for such work shall be included in other applicable items of the Bid Form. There shall be no separate measurement and payment for any such work not specifically listed in the Bid Form.

B. Items listed in the Bid Form as lump sum shall be on a lump sum all required basis. No direct measurement will be made for lump sum bid items. Bid items calling for unit prices show estimated quantities of work to be performed. These quantities, although shown with as much accuracy as possible, are approximate only and are for bidding purposes only. Payment to the Contractor shall be made on the quantity of work actually performed by the Contractor.

C. The summation of all bid items under the Bid Form shall equal all work required by the

Drawings and Specifications regardless of whether individual items of work are described under bid item descriptions or not. Payment shall be made at the contract unit bid or lump sum prices listed in the Bid. The prices listed therein shall be payment in full for all labor, tools, equipment, materials, etc., which are required to construct respective bid items according to the Contract Documents, including all work and materials incidental thereto.

D. Payment for unit bid items and lump sum bid items only partially completed at the end of monthly pay periods shall be based on a percentage of work completed as determined by the Government. An example is the construction of pipelines where the unit bid price includes the excavation and backfill of the trenches, installation of pipe, trench compaction, flushing and testing, although the Contractor may have installed a certain footage of pipeline, yet has not completed the testing and/or restoration work. The actual payment for that bid item will be reduced to reflect the actual amount of work completed.

E. Capping and abandoning of existing water lines not specifically called out in a pay item but shown on the drawings is incidental to the work and no separate pay item will be included for this work.

F. Providing valve keys shall be incidental to the work. Provide, at a minimum, two valve keys for each type/size of valve nut.

G. Abandoning existing water lines shall be incidental to the work.

Redmond Air Center Waterline Replacement 00 21 13 - 2/5

H. The basis of bid for installing water lines across paved areas is open trench installation including flagging (incidental, if necessary), temporary backfill (incidental), steel plating, and all other items necessary to complete the installation. At the Contractors option, the

Contractor may elect to install the pipe and conduit by other methods. No additional bid nor costs will be allowed if the Contractor elects to use a different option. A single lane of traffic shall be maintained at all times and all lanes shall be open during non-work hours.

I. Payment for the final 20% of the total contract price will not be made until Bid Items 2 and 3 are complete.

1.2 BID ITEM 1 - MOBILIZATION/DEMOBILIZATION, 01 11 00

A. Measurement for payment for mobilization/ demobilization shall be on a lump sum all required basis. This item shall include all bonds required for the project. Payment shall be made at the lump sum price stated in the Bid Form for "Mobilization/

Demobilization". Eighty percent (80%) of the bid amount for mobilization/ demobilization will be after ten percent (10%) of the job is complete as determined by the

CO and the remaining twenty percent (20%) of the bid amount will be paid on when final clean up and all punch list items are substantially complete.

B. Mobilization estimates shall not exceed ten percent (10%) of the total contract bid.

1.3 BID ITEM 2 – PROJECT CLOSEOUT/OPERATION AND MAINTENANCE

MANUALS, 01 77 00

Measurement and payment for the Project Closeout and Operations and Maintenance

Manuals shall be made on a lump sum basis shall include all project closeout items including the punchlist, all operations and maintenance manuals for meters and valves as required. Payment shall be made at the lump sum price stated in the Bid Form for

“Project Closeout/O&M Manuals".

1.4 BID ITEM 3 – RECORD DRAWINGS, 01 77 00

Measurement and payment for the Record Drawings shall be made on a lump sum basis shall include all submittals and re-submittals of both electronic and hard-copy record drawings. Payment shall be made at the lump sum price stated in the Bid Form for

“Record Drawings".

1.5 BID ITEM 4 – EROSION CONTROL, 31 25 00

Measurement for payment for erosion control shall be measured on a lump sum basis and shall include all excavation, backfill, erosion control measures, monitoring of erosion control, replacement of the erosion control measures as necessary, removal of the erosion control measures at the completion of the project, restoration of the area, and other items.

Payment shall be made at the unit price stated in the Bid Form for "Erosion Control".

1.6 BID ITEMS 5, 6 - GRAVEL SURFACE RESTORATION AND ASPHALT SURFACE

RESTORATION, 32 00 00

Measurement for payment shall be made on a square yard basis for these two bid items.

Area in square yards shall be computed as the length along centerline of pipe times the allowable pay width of surface restoration. Areas which may overlap, either lengthwise or widthwise, will be included only once. Double payment for overlap areas will not be made. The pay width of each type of restoration will be limited to the actual width restored or the pay limit listed in the following table, whichever is less, unless otherwise specifically shown on the Drawings or approved in writing by the Government.

Pay Width Each Side

Trench Depth* Feet of Centerline (feet)

0-4 2

4-6 3 1/2

6-8 5 1/2

8-10 7 1/2

* Trench depth is the depth from the ground surface to the invert of the pipe.

Any gravel and asphalt restoration necessary due to the Contractor's operation, but outside the specified pay widths, shall be done at the Contractor's own expense and at no cost to the Government. The pay widths listed above shall in no way limit the width of the trench as required for safety. The above widths only define pay limits.
