SECTION 01009

GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY

A. Description of Work: Furnish all labor, equipment, supplies, and materials to fully construct a helipad complete with a concrete landing to the hangar side door. Work also includes sidewalk and utilities (water and electrical) from the hangar to the pad.

1. Work includes all excavation and backfill for site preparation and final grading and placement and compaction of 3/4” minus Aggregate Base Course under concrete.

B. Location: Work under this Contract is located in Grant County, Oregon, near John Day, OR off Highway 26 at the Grant County Regional Airport. The work locations are shown on the drawings.

1.1.1 SPECIAL INSTRUCTIONS

A. Contractor shall remove all rubbish/debris off final location upon completion of the project and shall provide daily clean up of work area.

B. Contractor shall work normal hours (0700-1700), Monday thru Friday, unless otherwise specified by the Contracting Officer. Contractor cannot work on Federal holidays.

C. The contractor is responsible to ‘Call before you Dig’ and for the locates of all utilities before digging or excavating.

1.3 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.4 SUBMITTALS

A. Scope: Submittals include product cut sheets, design computations, shop drawings, manufacturers' literature, asbuilt drawings, samples, and maintenance manuals.

B. Requirements: Refer to specifications for submittals required. Allow at least 5 working days for review. Submittals shall be brought to the Pre-work Conference.

C.Identification of Submittals: Completely identify each submittal by showing at least the following information:
1.Name and address of submitter, plus name and telephone number of the individual to contact for further information.
2.Name of project as it appears in these specifications.
3.Contract number, drawing number, and specification section number to which the submittal applies.
4.Whether this is an original submittal or resubmittal.
5.Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.5 CERTIFICATES OF CONFORMANCE

A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B.Format: The Certificate of Conformance provided by the supplier shall:
1.State that the named product conforms to the Contract requirements.
2.Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.
3.Provide the name and address of the manufacturer, the testing agency, and the date of tests.
4.Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.6 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or roughin dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

1.7 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

1.8 PROJECT/SITE CONDITIONS

A. Access to the work shall be during business hours from the east side of the hangar through authorized security gate.

B. Environmental Considerations:

1. The Contractor shall be responsible for any damage to new or existing construction, equipment, etc., resulting from his own construction procedures. Any damage shall be repaired or replaced by the Contractor, at Contractor's expense, to the satisfaction of the Contracting Officer.

2. No equipment or vehicles are allowed to work within 65.5’ of centerline of the active airport taxiway without airport escort. Contact airport officials to arrange escort during normal business hours. Escort arrangement is the responsibility of the contractor. No delays will be considered for failure to obtain escort.

3. The Contractor shall close off any areas, via flagging, that may pose a hazard to anyone coming near the work zone.

4. Fall protection is to be followed as required under OSHA standards.

5. The Contractor shall minimize the accumulation of loose debris around the work site.

1.9 SEQUENCING AND SCHEDULING

A. Work Schedule: The schedule shall be submitted at the prework conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

PART 2: PRODUCTS

(There are no applicable requirements.)

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A.PreWork Conference:
1.Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2.The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
3.Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B.Progress Meetings:
1.To be held at the project site, or as determined by the Contracting Officer.
2.May be called by either the Contracting Officer or the Contractor.
C.Final Inspection:
1.To be held at the project site, or as determined by the Contracting Officer.
2.Notify the Contracting Officer in writing at least 5 working days before the completion date so the Government can schedule final inspection.
3.The superintendent shall be present during this inspection.

3.2 PREPARATION

A. Work Layout: The Government will stake the layout points and elevations needed to give the Contractor measurements, lines and grades necessary for the work executed under the Contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

B. Work Limits: The work limits will be staked and established by the Contracting Officer prior to work.

3.3 DISPOSAL OF DEBRIS

A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor's responsibility

3.4 WARRANTY

A.Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:
1.Obtain warranties that would be given in normal commercial practices.
2.Require warranties to be executed, in writing, for the benefit of the Government.
3.Submit warranties to the Contracting Officer prior to the final inspection.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT

A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.
