RFI-001

Does the Pay Item: 55109 - Steel 16 X 0.5 Pipe Piles, Furnished need to be manufactured in the U.S/ Buy American? If so what will be the determining rules that decides if these piles can be purchased from foreign countries?

Answer - Yes, FAR 52.225-9 BUY AMERICAN - CONSTRUCTION MATERIALS (MAY 2014) does apply.

If a foreign construction material is offered it will be subject to evaluation under FAR 25.204.

Follow up - Question/Statement - With regards to the 16 in. pilings, as I read the FAR clauses the free trade agreement does apply to this contract so the Contracting Officer would need to know if the country of origin is participating in the agreement.

Answer - Yes - FAR 52.225-11 BUY AMERICAN - CONSTRUCTION MATERIALS UNDER TRADE AGREEMENTS (MAY 2014) covers this.

RFI -002

Where is the specification for the grade of steel for the Steel 16 X 0.5 Pipe Piles?

Answer - The specification for the Steel 16 X 0.5 Pipe Piles is located on page #29, sheet section S1.01 under the Materials Section toward the bottom right-hand side of the sheet under “PILES”. It states “Furnish 16-Inch Diameter X 0.5-Inch Steel Piles, Conforming ASTM A252, Grade 2 or 3.

Are they seamed or seamless?

Answer – See ASTM A252, 5. Materials and Manufacture, 5.1

Are there any coating requirements?

Answer – No - See ASTM A252, 14. Workmanship, Finish, and Appearance, 14.1 -14.3 concerning coating requirements.

RFI -003

Was the design for the proposed Precast Concrete “Arch” Culvert for Goose Creek construction selected mainly for aesthetics? Under FAR 52.248-3 Value Engineering, would an approved equal having a standard flat top be considered?

Answer – No, it was not designed or selected mainly for aestetics.

It is important to note with any change to the super-structure, it is the responsibility of the contractor to prove proposed changes do not compromise the structural integrity or engineering design of the sub-structure. All onus is on the contractor to ensure existing design criteria are still being met.

Answer - The intent of FAR 52.248-3 Value Engineering – Construction is for the potential of significant savings to occur and it is upon the Contractor to develop, prepare, and submit a proposal that would “result in reducing the contract price or estimated cost without impairing essential functions or characteristics;”.

An “approved” equal or alternative proposal, which is separate from Value Engineering, would have to meet the requirements and specifications as outlined in the solicitation.

RFI -004

If a stream bypass pipe was installed outside of the footings could the section of pipe directly under the road fill be abandoned in place if it were completely filled with a low strength slurry?

Answer – No, the stream bypass pipe must be removed.

RFI -005

We are reviewing the Goose & Soda Creek Drainage Reconstruction project, solicitation AG-04GG-S-16-0001, and see that it is a small business set-aside. On FedBizOpps it states the NAICS code is 237310, $36.5M size standard but in the RFP, page 71 it gives two NAICS codes, 237310 and 115310, with size standards of $36.5M and $7.5M.

Can you please clarify what size standard must we meet to be considered small business?

Answer – In this case as there are two types of work (Construction – Culvert Replacement and Service – Stream Restoration) it was necessary to use both NAICS codes. So to be considered a Small Business under this solicitation a Contractor would need to meet the size standard for the item accounting for the greatest percentage of the total contract price as this is an all or none acquisition which is the Construction work. See FAR 19.102(e) - Size Standards.
