6.17 Handpiling (Unit and Roadside Vegetation Treatment Areas– Chipper In-Accessible Roads)

A. Handpile 100% of the treated area including slash from cutting and pruning, pre-existing slash and any natural fuels.

B. It is desired to reduce handpiling costs and create some firewood near roads. Therefore:

1. Within 150 feet above and 100 feet below a road, 2.

only slash and natural fuels less than or equal to 4 inches in diameter (large end) and longer than 2 feet in length shall be hand piled. Felled material larger than 4” diameter (large end) shall have bole limbed and top cut off at the 4” diameter. The limbed portion of the bole larger than 4” diameter bole will be left for down wood or firewood.

Beyond 150 feet above and 100 feet below a road

3. All firewood pieces along the roadside shall be

, slash or natural fuels less than or equal to 6 inches in diameter (large end) and longer than 2 feet in length shall be hand piled. Felled material larger than 6” diameter (large end) shall have bole limbed and top cut off at the 6” diameter. The limbed portion of the bole larger than 6” diameter will be left for down wood/firewood.

laid either on the fill slope edge of the road or leaned vertically

C. On against the cutslope. In no case may this material be placed such that it interferes with movement of water down the ditch or ditchline of the road. Safe vehicle passage on roadway must also be maintained vehicle in-accessible roads

D. On

, handpiles may be placed on road surface as long as safe passage for ATV (All Terrain Vehicles) size vehicles is maintained. If there are erosion gullies, place some piles in these gullies.

vehicle accessible roads

E. Pile Construction

, handpiles shall be placed only on the fillslope of road and safe, full size vehicle passage must be maintained.

1. All piles shall be constructed by laying limbs, stems, cut boles, and other slash in the pile so as to be parallel with each other. This material should be oriented up and down the slope.

2. Slash that would cause large air spaces in piles shall be sectioned (e.g. cut into smaller pieces)

3. Each pile shall have a minimum of 10-15% by volume of small sized slash (small branches less than ½ inch in diameter and, or small branches with needles or leave attached) placed in the lower, center of the pile to provide ‘kindling’ for prompt ignition and to aid in the combustion of larger slash.

4. Piles shall be no smaller than 6 feet in diameter and 5 feet tall. Maximum pile size is no more than

5. All piles shall be covered by 7 feet in diameter and 6 feet tall.

4-mil, black, polyethylene plastic (no substitutes) such that at least 70 percent of the pile’s horizontal and vertical surface area is covered. At minimum size 6-foot by 6-foot

6. Slash pieces projecting 2 feet or more beyond the general perimeter of the pile shall be cut off and piled.

piece is required for the minimum size pile. (NOTE: Because of this minimum piece size, Contractor might want to consider purchasing polyethylene in multiples of 6 foot widths in order to minimize waste.) All four corners and the middle of the plastic sheets shall be anchored with slash or other debris. Approximately ¼ of the pile volume should be placed on top of the plastic in order to prevent the plastic from being blown off. For a 5-6 foot tall pile, this plastic cannot be located any lower than 4 feet above the ground. Pile covering shall be done at time of piling. All unused/cut plastic shall be carried out of the unit if no longer needed to cover piles.

F. Piling methodology, pile location and orientation shall not result in unstable piles (e.g. piles that can easily be blown or tipped over by natural forces such as wind or gravity).

G. IF there is a lack of suitable piling locations, it is preferable to pile near a hardwood tree RATHER THAN a conife

H. Piles r because even if the above ground stem is killed by the fire, the hardwood should re-sprout. Species such as tanoak, canyon live oak, etc (lowest species preference) are the best choices.

shall not be located

I. Piles in ditches or culvert intakes or on cutslopes or down wood over 6 inches in diameter that extends outside of the pile perimeter, or the drivable portion of roadways.

shall not be located closer than:

1. 25 feet

2.

to the external boundary of the treatment area, private land boundaries, no treatment areas, trails or improvements (such as water lines, fences, etc).

10 feet

3.

of the bottom of any treated water concentration or drainage area

7 feet 4.

of leave trees; or 5 feet

J. Handpiling shall be kept current with thinning/release/pruning activities. It is unacceptable to enter fire season shutdown (Industrial Fire Precaution Level 3 or 4) with more than of down logs or stumps larger than 6 inches (large end)

10 acres of unpiled slash within any Item.
