B. The Contractor shall be responsible for furnishing all labor, equipment, materials, and incidentals needed to perform the work according to this Statement of Work.
C. All construction activities shall be done in compliance with Oregon Occupational Safety and Health Administration guidelines.
D. The Contractor shall be responsible for protecting all existing site improvements. In the event of damage caused by the Contractor to improvements not designated for demolition, the Contractor shall stop all work associated with the damage, notify the Contracting Officer, and repair the damage at the Contractor’s expense.
E. The finished project shall yield an installation that is safe, secure, durable, functional, and aesthetically pleasing.
1.02 SCHEDULING
A. The Contractor shall conduct construction activities so that interference with the public and Forest Service personnel are minimized. The Contractor shall perform all work between November and May to avoid working around visitors and Forest Service personnel during the peak season at the Visitor Center. See Part 3 for additional requirements on scheduling.
1.03 EXISTING CONDITIONS
A. A site visit is encouraged prior to bidding to familiarize with the connection of the railing to the decking and top rail; to assess the condition of the railing and type of finish coat; to verify dimensions, etc. Contact Siuslaw National Forest Facilities Engineer, Craig Evans: (541) 750-7083, to arrange a site visit.
B. Refer to the first page of this Statement of Work for a general photo of the existing railing.
C. The top rail is constructed of a plastic composite plank measuring approximately 2” thick by 8” wide. It is installed at an angle to shed water, and is connected to the railing with lag bolts from below, spaced 16 inches on center (see photo below).
D. Refer to the following photos for connection of the railing to the top rail and posts:

Handrail Installed at an Angle
E. The existing metal railing is composed of 316 stainless steel finished with a powder coat. Some of the weld joints have started to corrode.
F. The railing has 3-inch square tubing running horizontally, and ¾- inch square vertical balusters, spaced 4 inches on center. The railing is 3 feet tall. Most segments are 10-foot lengths, but lengths vary.
G. The ends of each railing segment are connected to 4X6 pressure treated posts with lag bolts, and the midpoint of each railing segment is connected to the deck.
H. All metal material associated with the existing railing is 316 stainless steel.
I. There is approximately 380 linear feet of railing to be refinished and handrail to be replaced, and approximately 80 linear feet of rounded handrails along the stairs to be refinished.
1.04 SUBMITTALS
A. Submittals shall clearly identify the product/material that is proposed for use, and shall include sufficient information to demonstrate full compliance with this Statement of Work for the product/material proposed.
B. Submit to the Contracting Officer a demolition/construction plan in sufficient detail to show when the railing will be removed and reinstalled.
The Contractor shall allow enough time for review and approval at least seven (7) days in advance of schedule dates (unless otherwise stated) to give Visitor Center staff time to prepare for partial closures and other disruptions. See Part 3.01 for requirements pertaining to full closure of the viewing deck.
C. Submit full color charts for the manufacturer’s standard colors for the handrail material and finish powder coat on the railing.
D. Submit product data for the powder coat, the composite material for the handrail, and the drinking fountain, as applicable.
2. PART 2 – PRODUCTS
2.01 GENERAL

Immediately report any missing or damaged parts to the Contracting Officer or assume responsibility for replacing them.
