MEF Stewardship II
APPENDIX A
INTERGRATED STEWARDSHIP CONTRACT
COMMERCIAL SERVICES
Unless otherwise agreed to in writing by the Contracting Officer, the Contractor shall treat service work with the following requirements:
1. Service Work Specifications. All Units are considered commercial timber units for the purposes of this contract and proposed treatments involving the removal of Timber requires adhearence to Appendix B.
Unit Identification. All Units are identified on the ground, boundaries are painted in orange.
Riparian areas exist within units. Those areas painted, measured and their acreages removed from treatment items.
Locked Gates. In cases where the units are behind locked gates, the Contractor shall close and lock gates after entering or existing each gate and will be subject to all other restrictions of administrative use. The Contractor shall be permitted to drive from the locked gate to the unit with only the minimum number of vehicles necessary for efficient transportation of the crew.
Treatment Specification Table. The Contractor shall provide services in compliance with the Treatment Specification Table included herein.

Timber Delivery. Contractor is subject to timber removal specifications in Appendix B.
Pile landing slash pursuant to K-G.7.
Scarify landing, temporary access roads into landings pursuant to K-G.6.3.3#, in addition, Rehabilitation of helicopter landings shall involve recontouring previously excavated and graded materials back across the landing site to re-establish natural contour.
Following recontouring, slash adjacent to the landing will be scattered across the recontoured surface to achieve approximately 50% ground cover. The slash should consist of a mix of fine woody material (needles & small branches) and course woody debris (material > 3 inches in diameter).
Erosion Control seeding and fertilizer pursuant to K-G.6.0.1#..
3 Landings: Timber Delivery of Logs in Deck, Bertie Lord Creek, Jennings Camp Creek, and Shirley Mtn.
2 Landings: Pile Landing slash: Bertie Lord Creek, Jennings Camp Creek.

Leave Tree Protection
Cut all lodgepole pine less than 6” DBH and all other trees less than 7 within 20’ +/- 5’ of all live trees > 18” DBH. Stump heights shall be no more than 6 inches on the uphill side. Lop, Buck & Scatter activity and natural fuels 10 feet away from tree boles. Buck to lengths less than 3 feet. Lop and Scatter to less than 24” in depth (natural fuels are considered any material on the ground that is greater than 3” DBH and 3’ in length.
Cut material shall not lean against an uncut tree, stump, log, and/or obstacle. It shall be secure and not able to roll down hill.
MEF Units 203 (59 acres), 38 (101 acres), 238 (43 acres) 45 (81 acres), 47 (155 acres).

Light Slashing Slash all lodgepole pine less than 6” DBH and all other trees less than 7” DBH except ponderosa pine to a, 20’ x 20’ spacing. In all units, the spacing shall be varied by 25% to select the best leave trees based on the characteristics of desirable trees (straight stem, greater than 40% live crown, free of insect or disease, or dominant or co-dominant crown class). Stump heights will be no more than 6 inches on the uphill side. Lop, Buck & Scatter activity fuels to lengths less than 3 feet. Lop and Scatter to less than 24” in depth.
Units MEF 45 (81 acres).

Optional Hand Fireline
Construction
Clear fireline of all brush and woody debris for a minimum of 4 feet. On the external edge of the fireline, a continuous line of not less than 18” in width shall be scraped to mineral soil using handtools. Cup-trenching, roughly 8” deep is required on all under-slung line.
The minimum overall width of the fireline plus the mineral soil line is 5.5’. Unless otherwise agreed in writing the material from the fireline shall be scattered within the cutting area and not windrowed or otherwise concentrated adjacent to the fuelbreak. Do not mix slash with side cast material.
On slopes greater than ten percent, construct waterbars according to the following waterbar spacing guide:

2. QUALITY ASSURANCE SURVEILLANCE PLAN / PERFORMANCE REQUIREMENTS
SUMMARY
The following describes the major items in the contract with the incentives and deductions for the work described. Items below are included here as requirements.

If Contractor fails to meet the standard, the Government may invoke the remedies outlined in FAR 52.212- 4(a) and (d), which includes, but is not limited to reperformance of nonconforming services at no increase in contract price, and/or termination for cause.
The Contractor’s quality will be reflected in the performance assessment either positive or negative.
Timber Delivery
All material meeting the utilization standards in Appendix B shall be removed from Forest Service Lands.

Slashing
Quality meets or exceeds 90% of performance standard based on specifications within Appendix A. The Contractors Quality Control Inspection System will be used to determine level of performance.

Fireline Construction
Quality meets or exceeds 90% of performance standard based on specifications within Appendix A. The Contractors Quality Control Inspection System will be used to determine level of performance.

Leave Tree Protection

Pile Landings, De-compaction and Erosion Control Seeding
Meets 100% Slash Treatment for Piling, and Scarification and Erosion control Seeding as specified in Appendix B.
CO or COR will review and approve quality control inspection system.
If the Contractor fails to meet standards, work may be suspended or put in Default for failure to take corrective action immediately.
If Contractor fails to meet the standard, the Government may invoke the remedies outlined in FAR 52.212- 4(a) and (d), which includes, but is not limited to reperformance of nonconforming services at no increase in contract price, and/or termination for cause.
The Contractor’s quality will be

Meets 100% of Road Maintenance as specified in Appendix C.
CO or COR will review and approve quality control inspection system.
If the Contractor fails to meet standards, work may be suspended or put in Default for failure to take corrective action immediately.
If Contractor fails to meet the standard, the Government may invoke the remedies outlined in FAR 52.212- 4(a) and (d), which includes, but is not limited to reperformance of nonconforming services at no increase in contract price, and/or termination for cause.
The Contractor’s quality will be reflected in the performance assessment either positive or negative.
Contractor’s Quality Control Inspection System
Prior to commencing work Contractor provides Forest Service with an acceptable quality control inspection system.
CO or COR will review and approve quality control inspection system.
If the Contractor fails to meet standards, work may be suspended or put in Default for failure to take corrective action immediately.
If Contractor fails to meet the standard, the Government may invoke the remedies outlined in FAR 52.212- 4(a) and (d), which includes, but is not limited to reperformance of nonconforming services at no increase in contract price, and/or termination for cause.
The Contractor’s quality will be

Contractor’s inspections are +/-5% of Government’s quality assurance monitoring.
Inspection is completed as promised in the Contractors Quality Control Inspection System. Inspection forms are complete and accurate.
COR or Inspectors will review Contractors Quality Control data sheets and revisit a sample of the inspection locations.
If Contractor fails to meet the standard, the Government may invoke the remedies outlined in FAR 52.212- 4(a) and (d), which includes, but is not limited to re-performance of nonconforming services at no increase in contract price, and/or termination for cause The Contractor’s quality will be reflected in the performance assessment either positive or negative.
If the Government’s results are objectionable to the Contractor, the Contractor may request a re-examination in writing, within 5 calendar days after receipt of the Government’s quality assurance results.
The request shall include documentation that supports that the probability of an error exists. The Government’s re-examination will consist of a 2-percent sample utilizing the same inspection method as the original examination, but new plots will be selected with different plot centers than the plots previously inspected by the Government. If the results of the re-examination are within 5-percent of the Contractor’s submitted quality control results, the Contractor’s results will be considered acceptable and used for pay.
If results of the re-examination exceed 5-percent of the Contractor’s submitted quality control results, the Government’s re-examination will be used for the basis of pay and the Contractor will be assessed the costs incurred by the Government that are directly related to the performance of such service.
If the Contractor fails to meet the standards, work may be suspended or the Contractor in Default for failure to immediately take corrective action.
That failure will be reflected adversely in the performance assessment.

Prior to the commencing work, Contractor provides Forest Service with an acceptable Work Plan and Schedule for Items. 001A, 001B, 001C, 001D, 001E, 001F, 002A, 002B, 002C, 002D, 002E, 002F
