SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 Scope of Work The exterior logs and wood siding for the Sandpoint Ranger Station office require staining as part of their regular maintenance.

· Wash all exterior logs and tongue and groove planks.

· Apply two coats of stain per the manufacturer’s written procedures.

· See attached Supplemental Specifications in Section J.

C.2 FAR 52.236-27 Site Visit (Construction) (FEB 1995) Alt 1 (FEB 1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) An organized site visit has been scheduled for April 7, 2015 at 10:00 a.m. (pacific). Meet at the Sadnpoint Ranger Station, 1602 Ontario Street, Sandpoint, ID 83864

C.3 Restrictions.

1. All work shall be coordinated with the Contracting Officer’s Representative 14 days prior to the start work date.

2. For scope of work items that require clarification, the contractor shall submit written Requests for Information (RFI), allowing seven working days for the government’s review.

3. Project material submittals shall be submitted for approval prior to ordering. Allow seven working days for government review.

4. Written project schedules shall be submitted at the pre work meeting and updated weekly.

SECTION F--DELIVERIES OR PERFORMANCE

F.1 AGAR 452.211-5 Period of Performance. (FEB 1988)

The period of performance of this Task Order is for a period of 45 calendar days, with estimated start date May 2015.

SECTION G–CONTRACT ADMINISTRATION DATA

G-1 AGAR 452.215-73 POST AWARD CONFERENCE (NOV 1996) A post award conference with the successful offeror is required. It will be scheduled within 10 days after the date of task order award. The conference will be held at a location to be determined as agreed upon.

SECTION H–SPECIAL CONTRACT REQUIREMENTS

AGAR 452.237-74 Key Personnel (FEB 1988)

(a) The Contractor shall assign to this contract the following key personnel:

(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.

(b) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.

· Clean all wood surfaces using Log Wash product (or approved equal); remove pitch pockets and stains; resurface as required to maintain existing hand-hewn look of log surfaces

· Mask off adjacent areas to prevent damage from overspray

· Mask off lighting, conduit and any other mechanical surfaces/devices to prevent damage from overspray

· Restain Exterior Log Surfaces (all logs 8” average diameter unless otherwise specified; Doug Fir species). Apply two coats of stain (WoodTech Semi-Transparent Stain “True Walnut” color). Log wash and stain shall be applied per manufacturer’s instructions.

(29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or

"UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010

08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This canbe:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the

Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
