B.3 SCOPE OF CONTRACT

(a) The USFS has a requirement to acquire new production commercial off the shelf (COTS) twin turbine engine aircraft to operate primarily in a multi-mission capacity. This acquisition is part of the continuing modernization of the USFS WCF fleet. The aircraft will perform the following missions:

(1) Leadplane/Aerial Supervision Module (ASM)

(2) Infrared (IR) Mapping

(3) Air Attack/Air Tactical Mission

(4) Forest Health Protection

(5) Additional Missions

(b) This solicitation is intended to procure multi-mission twin turbine engine airplane(s) capable of performing the Forest Service missions listed below in B.4. The Government may require additional equipment and/or options to be delivered with the aircraft.

Acquisition of those modifications will be performed via modification to the existing contract and/or task order.

(c) This contract includes the manufacture, assembly, integration, test, certification, and delivery of a minimum of one (1) to a maximum of twenty (20) new production 14 CFR Part 23 airplanes certificated under 14 CFR Part 21.183. The aircraft shall be a new airframe and components; not a retrofit or remanufacture or assembled from used parts. New shall be defined as less than 25 hours total airframe time, free of defects and with all maintenance and inspection items current and/or complied with. The delivery of aircraft includes: systems/production engineering, subsystem procurement and/or manufacturing, system integration, configuration management, project management, Quality Assurance, testing, aircraft delivery/Government acceptance and warranties.

B.4 CONCEPT OF OPERATIONS: MULTIPLE-MISSIONS

(a) Below are definitions as defined by current policy, guides, and subject matter experts for some of the missions that will make up the multi-mission roles for aircraft purchased.

(b) Missions:

(1) Leadplane/Aerial Supervision Module (ASM). The leadplane mission directly supervises firefighting aircraft, usually airtankers dropping fire retardant, to increase safety and efficiency over an incident. The leadplane mission consists of performing low-level runs (below 500 AGL) 150 KIAS or less in steep mountainous terrain in turbulent conditions to assess the terrain, entry and exit routes, visibility, turbulence, and location of ground firefighters in order to direct and guide Single Engine Airtankers (SEATS), Large Airtankers (LAT), and Modular Airborne Firefighting Systems (MAFFS) into a fire area to perform aerial suppressant drops.

The leadplane mission is also an element of the Aerial Supervision Module (ASM) which consists of a two-person crew, an Air Tactical Pilot (ATP) and an Air Tactical Supervisor (ATS), functioning as the leadplane and Air Tactical Group Supervisor (ATGS) in a single aircraft. In these roles, the ATP is responsible for performing the tasks of a leadplane pilot and the ATS serves as an ATGS supervising all other aircraft within the FTA. The ATS is in constant contact with ground firefighters, and is also responsible for communicating with the local dispatch and assisting the Incident Commander and other fire personnel to formulate strategy and tactics in accordance with incident objectives.

(2) Infrared (IR) Mapping. An Infrared mapping mission is used to conduct survey flights over wildfire incidents in order to accurately assess and map the fire’s perimeter and locate areas containing the most heat. This mission is performed at higher altitudes ranging from 10,000’ to more than 25,000’ AGL, and typically flown in line pass formation to capture the targeted area. Currently, these missions are being conducted at night based on the IR sensor installed and to obtain more accurate heat index results. IR Mapping is especially useful for fires when aircraft can’t operate within the FTA due to smoke or other environmental factors and also for fires located in rugged and remote areas where ground personnel may not be able to assess the fire safely and effectively.

(3) Air Attack/Air Tactical Mission. The Air Attack Mission consists of a pilot qualified for aerial supervision and an ATGS. The aircraft orbits in the fire traffic area (FTA) at a minimum of 2,500’ AGL or a minimum of 1,000’ above the airtanker orbit altitude at 150 KIAS or less. The ATGS supervises all other aircraft over a wildfire and coordinates the fire airspace while being in constant contact with ground firefighters and communicating with the local dispatch. The ATGS is always an experienced firefighter, and assists the Incident Commander and other personnel on the fire in formulating strategy and tactics in accordance with incident objectives.

(4) Forest Health Protection. Forest Health Protection aviation programs include aerial detection survey (ADS) and remote sensing (RS) missions to evaluate the health of our forests with the key interests of: “1) Personnel and public health and safety and 2) Healthy forests now and into the future.” The aircraft used for these missions are typically configured with capabilities for aerial photography, sensing, or other specialty equipment. ADS missions operate approximately 2,000’ AGL in grid or contour flight pattern, and RS is typically grid pattern.

Swath widths vary from 1 to 6 miles depending on flight pattern, visibility, terrain, and sensor capability. Total flight crew for ADS and RS ranges from 2-4 persons.

Operational altitudes range from approximately 3,000’ to 15,000’ MSL for both ADS and RS with higher altitudes possible for RS.

(5) Additional Missions. In addition to the special missions listed above, FS aircraft are used for a variety of other missions including, but not limited to, administrative use flights, pilot training/proficiency flights, cargo transport, law enforcement, and research. These missions typically follow the standard flight profile (take-off, cruise at a high altitude, and landing) and may not require special maneuvers, except for law enforcement and research which may require lower altitudes and passes over an area of interest depending on the mission objective. FS aircraft are also used in unpredictable, emergency situations such as accident investigations, emergency cargo/equipment delivery, and audit teams when commercial services are not available or cost effective to transport the team or equipment.

B.5 CERTIFICATIONS AND APPROVALS

(a) The Multi-Mission Aircraft must be a new manufacture twin turbine engine powered, 14 CFR Part 23 airplane certified in Normal Category.

(b) The Multi-Mission Aircraft shall:
