On page 24 of 58 (Section 2.1.11): Paragraph 2, although not clear, hints that Transition shall take 30 days where in "SCHEDULE OF ITEMS" section on page 2 it states months. Please clarifyAt this time the Government plans to have a transition period beginning on January 30, 2017 and ending March 31, 2017.
On page 2 of 58 (Schedule of Items): Can you please clarify why program management is a separate CLIN?This will be updated in the final solicitation and all services, including travel, will be included in one line item for propsal purposes. The Government will award on a firm fixed price basis and the solicitation will address any breakout of labor/skill mix, travel that is needed to assist with proposal evaluation.
On page 11 of 58 (Section 1.6): Does the current contractor provide personnel to support the "24/7/365 " requirement around the clock, or is the requirement to have resouces avaialble on call in case of an urgent request?Under proposed O&M contract, the vendor must meet specific performance standards relating to system availability and responding to system issues affecting users. These are outlined in Sections 2.2.2 and 2.2.4 of the solicitation. The specific performance standards are OM-2 and OM-3 shown in Section 2.2.7. If the vendor can meet the performance standards with on-call personnel that will be acceptable.

How many users will access the system? Please see section 1.2 of the solicitation document. The current and projected number of users is between 350 and 400.

How many users will need to access the system concurrently? All users need the ability to access the system concurrently.

Are there particular periods of the year (e.g., deadlines for report submissions) when the system will experience more users than other times of the year? Please see section 1.6.2 of the solicitation document. The period of highest system usage is between May and October which coincides with the highest incidence of wildfire suppression activities. Because ICBS is also used in support of responses to non-fire incidents, Publication Management System orders, and off-season supply refurbishment and physical counting and reporting, high system usage can occur at any time of the year.

What are the existing ICBS applications’ interfaces? ICBS currently has interaces with four systems: NAP, ROSS, Pay.gov and FamWeb Data Warehouse. These are described in section 1.2 of the solicitation document.
