Solicitation No. AG‐024B‐S‐15‐9005

Light OLMS Questions submitted by interested parties

1. For CLIN 0001 and CLIN 0002: Is aircraft gross weight measurable by onboard transducers or is this something that will be simply be recorded prior to flight by the operator? Will we have to reserve an input for this purpose?

Aircraft gross weight may not be measurable by onboard transducers. Aircraft gross weight will be aircraft empty weight + fuel weight + retardant weight. It is permissible to reserve and input for this purpose.

2. The Light Operational Loads Monitoring System solution presented in the Solicitation includes requirements for data conversion to .cdf format. There will be an ongoing cost for completing this conversion which would typically be included in our by‐subscription flight data analysis service. Section

B‐2 does not allow for ongoing service costs. How do you recommend we present the annual cost for our flight data analysis/data conversion service?

It is not the Forest Service’s intent to purchase a subscription. If a tool needs to be developed to convert data to .cdf format then it needs to be included in the offeror’s price for the applicable CLIN.

3. Offeror instructions include filling in appropriate information requested in Sections B‐1 and B‐2.

Section B‐1 does not ask for any information to be inserted. Do you wish us to acknowledge in some way the information set out in Section B‐1?

No acknowledgment is needed for Section B‐1.

4. For CLIN 0001 and CLIN 0002: Are the sensors, i.e. transducers, accelerometers, and strain gauges, to be included in the submission price? Or is the expectation that the contract deliverable is the data acquisition and recording unit only; remote sensors not included?

The sensors are not to be included in the submission price just the data acquisition and recording units. If additional sensors are needed, they will be paid via the Parts & Materials CLIN at the time of need.

5. For CLIN 0001 and CLIN 0002, Item 22: What is "Cabin Pressure Differential"? Is it the intention to record cabin pressure and then provide a post‐processed differential value when compared against

Altitude (Static) Pressure?

Cabin Pressure Differential is the difference between aircraft cabin pressure and static pressure. It should be a positive value when the cabin is pressurized.

6. For CLIN 0003: Does all the data (both OLM and visual) parameters need to be in .cdf format?

The OLM data will need to be in .cdf format. The video data can be in a separate file.

7. Section C, C‐2.(d) final paragraph states: “Prior to award, sample data shall be furnished to ensure compatibility with data requirements in the Forest Service operational loads Library Database software solution supplied by HBM and nCode International (or whichever company is under contract with the US

Forest Service).” Section E, E‐1.(a).(8) states: “Provide a sample file in an electronic format (CD or thumb drive is acceptable) of the typical output generated from the OLMS box.” These two statements appear to conflict. Is sample data required with the solicitation response or prior to awarding the contract?

A sample data output from the OLMS offered is required as a part of your response to the solicitation.

8. For Section E, E‐1.(a).(8): In order to provide a sample CDF file that will “document the format and the acceptability of the OLMS data output in relation to the solicitation requirements,” can we have a sample "CDF skeleton table" file to model our export on?

Please refer to the attached files for a sample CDF output.

9. The parameters listed in Exhibit 01, 02 and 03 are described as either analog or discrete.

Typically for a platform of this type our installations will acquire load parameters (e.g. strain, accelerometers, etc) directly from physical sensors and acquire flight parameters (e.g. Airspeed, Altitude, etc.) from an ARINC‐429 bus or similar. Will a portion of the parameters be available on an

Avionics bus?

The recording system that must be proposed shall be an analog type recording system intended aircraft may not have data on avionics busses.

10. If it is agreeable to your team, we intend to submit some different configuration options suitable for different aircraft, e.g. full analog acquisition, mixed analog/bus acquisition. We will of course indicate when assumptions are being made beyond the specifications described in AG‐024B‐S‐15‐9005.

This solicitation does not allow for multiple offers. Accordingly, if an offer does not fully comply with the solicitation requirements it will be found to be “non‐responsive” and eliminated from further consideration.
