AMENDMENT 02 TO SOLICITATION AG-024B-S-14-0004 ENGINEERING SERVICES –
QUESTIONS RECEIVED
Question: Page B-1, Section B.1(c), last sentence: Does this indicate key personnel may reside in other locations across the country to perform the consulting hours? Does this also indicate that per diem will not be paid for employee travel to work at the designated locations, but the cost for per diem/travel to work at those locations are to be included in the Price Per Unit?
Response: Personnel may reside in other locations across the country; however, they will be required to work out of Elizabeth City or Washington DC during any ordered service as indicated by position in the solicitation. Yes, all costs associated with travel and per diem shall be built into the rates as per diem and travel will not be paid unless directed to work at locations other than the area identified with the specific position.
Question: Page E-2, Section E.3(7)(1) Evaluation of Compensation for Professional Employees. The paragraph indicates s total compensation package “including salary” is required. Does government really want to see the salary for the key personnel vice a Compensation Plan description?
Response: Upon further review, the requirement has been removed from the solicitation.
Question: Page E-4, Section E.4 Evaluation: Will there be any weighting to the 4 criteria used for the evaluation, e.g., Experience of Key Personnel has more value than Evaluated Price?
Response: Weights are approximately equal.
Question: Will this contract be a “single award” with IDIQ Task Orders, or a “multiple award” with competing IDIQ Task Orders?
Response: Single award.
Question: Section B (b) indicates that the Program Manager/Senior Technical Analyst positions will be located in Washington DC. Section B.5 (c), (1), further indicates that this position will be responsible for daily oversight of all contract personnel, which is difficult if the personnel are located in Elizabeth City, NC as indicated in Section B (d). Does the government require the Program Managers to work in
Washington DC at the beginning of the contract and at some point move to Elizabeth City to facilitate daily oversight of all contract personnel?
Response: The Program Manager/Senior Technical Analyst position will perform the work effort from the USFS Headquarters building in Washington DC, on Independence Ave for the duration of the contract. If travel is required to visit the Coast Guard Aviation Logistics Center it will be at the direction of the Coast Guard COR and in accordance with Federal Travel Regulations travel and per diem rates.
Employees in Elizabeth City will be expected to perform the duties identified in the Statement of Work of the Orders for Service. The COR will not be directing work under the contract but there to assist in any way possible in clarifying issues or resolution of inconsistencies. The statement is used as a requirement for the Contractor to direct daily work responsibilities and to ensure the contractor is progressing on the accomplishment outlined in the Task Order, in accordance with the Statement of
Work.
Solicitation No. AG-024B-S-14-0004, Amendment 02 U.S. Forest Service Aviation Fleet Onboarding Consulting Services National Office
Question: Will the personnel on this contract be required to work only on this contract or will they have the ability to have work outside of this contract?
Response: They will be able to work outside of this contract provided it does not impact performance and progress under this contract.
Question: Section C.26 (b) indicated that the work schedule shall be 7:30 a.m. to 4:00 p.m. Monday through Friday with lunch break from 12:00 p.m. to 12:30 p.m. or as approved by the COR. Does this mean that there is flexibility with relation to work hours? Could the personnel work before or after the start and end time indicated in the solicitation?
Response: The Coast Guard facility in Elizabeth City North Carolina is the Aviation Logistics Center
(ALC). The Aviation Logistics Center supports the 200 plus aircraft in the Coast Guard aviation inventory throughout the US, Alaska, Puerto Rico and Hawaii. ALC is an Industrial facility and as such there is little flexibility in core work hours aboard the unit. Expect core work hours to be from 7:30 am to 4:00 pm, there may be some flexibility in the requested lunch break, but that will require the approval of the COR.
Question: Will the Task Orders be position specific or work task specific?
Response: A Statement of Work will be created and then sent to the Contractor where the Contractor will propose the mix based on the work contemplated and provide a proposal on how to complete the project. The Statement of Work may be sent to the Contractor for review and we may have a meeting to discuss the order to ensure both parties are clear with respect to the requirements.
