Rating

Description

EXCEPTIONAL

The response is very comprehensive, in-depth, clear, and uniformly outstanding in quality. Consistently high quality performance can be expected. The quote, as written, exceeds requirement.

VERY GOOD

The response is comprehensive, in-depth, clear, and uniformly very good in quality. Quote contains minor weaknesses that are easily correctable and would not hamper above average service. Consistently above average quality performance can be expected. The quote, as written, exceeds requirement.

SATISFACTORY

The response meets all minimum requirements and generally is of high quality. Deficiencies are minor and easily corrected. Quote is acceptable as written. Satisfactory performance can be expected.

MARGINAL

The response fails to meet all minimum requirements. Unacceptable areas could become acceptable but discussions are required to correct marginal areas.

UNSATISFACTORY

The response fails to meet minimum requirements. Quote is lacking minimum technical detail and omissions are apparent. Soundness of technical approach is weak and lacks an understanding of the requirement. Major quote revision(s) required for minimum acceptability.

An “Unsatisfactory” rating in any factor or sub-factor may result in the entire proposal being found unacceptable.

An award will be made to the offeror or offerors who represents the best value to the government in terms of technical capability, past performance and price, as outlined above. Multiple awards may be made for each line item. Each line item in this RFQ can be awarded separately. The government reserves the right to award the contract to other than the lowest priced offeror.
