Request for Information (RFIs) Responses for:
Sandy Beach Road Bridge Replacement Solicitation
AG-0116-S-14-0006
1. Road Base ( Shot Rock) is to be recycled from the existing roadway as it is excavated. Additional shot rock, if needed is available at the Government provided source at MP 30.76. FSSS 204.11 -Compaction lists, (a), (b), and (c) for compaction methods for the recycled shot rock and additional government provided shot rock if necessary. Which method is acceptable for the recycled roadway excavation material that will be used to build the new road base? RESPONSE: Compaction Method A will be required and describes acceptable roller equipment.
2. Under 204.06 Roadway Excavation (a) -second paragraph, it states at the end of each day's operation, shape to drain and compact the work area to a uniform cross-section. Eliminate all ruts and low spots that could hold water. RESPONSE: this is correct and is applicable to this project.
3. The RFI dated 03/11/14 indicates Method A is to be used for 204.13, Sloping, Shaping and Finishing for slopes, ditches, culvert, riprap and other minor structures before placing aggregate courses. RESPONSE: Method A only applies to compaction, as shown in 204.11.
4. The 6" government provided crushed topping that will be used for the finishing surface of the roadway will be 204.13 (d) (1) Method A as you stated in your response to question 7, however the compaction method for the recycled material from the existing roadway used to build the new road under the 6" crushed rock finish is not clear. Is it the Governments intent to use Method A- Remove all material larger than 6 inches from the top of roadbed ( the finish 6" government provided crushed material) or does the government intend to remove all material greater than 6 inches for both the finished crushed course and for the recycled rock from the existing roadway incorporated under the 6" crushed? RESPONSE: Only the top 6” of the road needs to be free of material >6”. This includes material penetrating from the shot rock layer that may be larger than 6”. Since the top 6” is crushed aggregate, there should be no rocks >6” to remove so long as the base rock layer has a flush surface prior to placing crushed aggregate.
5. Section 625.03- General- Temporary turf establishment to cut and fill slopes. Is the seed and fertilizer to be applied by dry(hand) or hydraulic method? Spec states apply mulch when specified by hydraulic method only. Is mulch required? RESPONSE: dry (hand) application will be required, therefore, mulching will not be required.
6. Amendment # 3 Changed the FSSS 571.03 spec. Please provide the spec changes.
Also the amendment added FSSS 171, please provide this spec. RESPONSE: these will be posted.
Note:“Alternative backwall material (concrete) will be considered if accompanied by documentation of adequate design calculations” should cover Big R Bridges.
