Sandy Beach Road Bridge Replacement Solicitation

AG-0116-S-14-0006

1. CCI may be a subcontractor to a prime on the project. Is there minimum amount of work that has to be undertaken by the prime contractor or may the prime contractor purchase the bridge and associated hardware to satisfy prosecution of a necessary minimum amount of work? If there is a clause in the contract that states this or it is represented in the FAR clause my you please forward it to me? RESPONSE: From FAR 52.219-14 Limitations on Subcontracting, (3) General Construction. The concern will perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees.

2. Is an erosion control plan detailing permanent and temporary control measures to minimize erosion and sedimentation during and after construction sufficient to satisfy the soil erosion control or does a eNOI (electronic notice of intent and Storm Water Pollution Prevention Plan need to be filed with the Alaska Department of environmental conservation? RESPONSE: Submission of an erosion control plan to the Forest Service does not relieve the contractor from submissions or applications to other agencies, including the State of Alaska. A sample erosion control plan is attached for reference.

3. The creek crossing on page 12 of the specification illustrates: “Two machine crossings will be permitted between June 1 and July 15 for all streams designated on the drawings as fish streams.” RESPONSE: June 1 to July 15 is the correct fish timing window.

4. On the plan set sheet 4 of 10 it illustrates: “the preferred construction of the bridge is limited to a window between June 15 and August 15th”. Is there a reason that these two dates do not correspond? RESPONSE: June 1 to July 15 is the correct fish timing window.

5. What is the distance from the bridge site to the sort yard where the existing bridge needs to be hauled to? RESPONSE: 13 miles

6. Is there a material source in vicinity to the bridge project replacement site? RESPONSE: Shot rock is to be recycled from the roadway as it is excavated. Additional shot rock, if needed, as well as riprap, is available within 3 miles, at milepost 30.76. Crushed rock is available within 14 miles at milepost 41.7, and about 18 miles at 3015 Road, mp 0.01.

7. Drawing 3 of 10- What is the compaction method for the shot rock base and the 6" of crushed topping? RESPONSE: Method A.

8. Contract Clause H.3 Item 4. States In stream timing June 01-July 15, 2014.

Drawing, Page 4 of 10 States Fish Timing Window for Construction is June 15 to August 15.

Which is correct timing window? RESPONSE: June 1 to July 15 is the correct fish timing window.

9. Specifications for the 50 ft bridge (page 91) list 3 different load ratings but does not state what load rating the bridge is to be designed to. U54, U80 and L90 are all listed.

The load rating governs the size of the main grit beams that will hold weight. What Load rating is the bridge to be designed to? RESPONSE: FSSS 571.03 has been rewritten to incorporate design requirements that include AASHTO required LRFD design methodology and appropriate design vehicles and overloads.

10. Section 204.13(d) Finishing: Plans call for 6" crushed topping (government provided material) . Is this roadbed a Construction Tolerance K, L, or M where Method C to finish the roadbed by spreading the excavation applies? What is the Construction Tolerance for both the shot rock base and for the 6" crushed finish? RESPONSE: The road is to be surfaced with the 6” crushed rock, so a Finish Method is not called out in the specifications. By default, Finish Method A is the same as the description for finishing a surfaced road. Construction Tolerance is to be Class E, which allows +/- 0.5 ft. subgrade elevation. This is to mean that both bridge deck and road surface are to be at the SAME finish elevation, providing a smooth transition for vehicles, within the vertical tolerance above the stream elevation.

11. Section 104.06- Use of Roads by Contractor- Traffic cannot be accommodated safely for this bridge removal. Can the contractor close Road 3000 at the site of the work to accomplish the intended work? RESPONSE: the road is to be closed at the construction site. Advisory signs are to be placed on the Sandy Beach Road at Thorne Bay, Coffman Cove and at the Luck Lake intersection, with the appropriate mileage ahead to the construction site.

12. What will be the washing requirements for Noxious weeds? Will only tracked equipment be required to be washed and inspected prior to going onto the site? RESPONSE: FSSS 171 is attached which describes vehicle washing requirements, which is NOT limited to tracked vehicles only.
