SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SCOPE OF WORK

C.1 Scope of Contract

The intent of the contract is to perform road stabilization activities with regards to drainage. Work includes installing waterbars, cleaning culvert catch basins, excavating and sidecasting road fill material, removing and salvaging culverts, removing, salvaging and transporting log and modular bridges, hauling bridge logs, cleaning ditches, clearing brush from the roadway for equipment access, and seeding and fertilizing disturbed soils on and along roadsides on approximately 15 miles of single lane National Forest System Roads in the Staney Creek and Coffman areas on Prince of Wales Island. Culverts and hardware not destined for salvage become the property of the contractor and must be removed from the National Forest. Salvaged culverts, bridge logs and modular bridges shall be transported to the log transfer facility in Thorne Bay, refer to Supplemental Specification 203 for details. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supplies, and perform all work required to maintain the facilities in accordance with the attached typical drawings, supplemental specifications and parent specifications.

The contract includes an option for additional similar work in the Exchange Cove area, plus an option for cleaning roadside ditches on Prince of Wales Island.

In-stream timing restrictions are included in the contract for work in streams with fish populations. Refer to Section H for times and locations where this will affect work scheduling.

The Contractor shall assume all risk, loss, damage, or expense arising out of prosecution of the work, except as otherwise provided in the contract. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to, and included in, the payment for the items shown.

C.2 Description and Location

The project is located on Prince of Wales Island in southeast Alaska. Prince of Wales Island receives daily ferry service from Ketchikan, as well as daily fixed wing airline services and commercial barge lines.

C.3 Signing and Safety

(a) A reflectorized SLOW MOVING VEHICLE emblem shall be attached to any equipment not designed to maintain a safe travel rate or that will be moving at a slow rate while performing maintenance.

(b) It shall be the Contractor’s responsibility to furnish black and orange reflectorized maintenance warning signs to alert motorists of maintenance operations. All signs shall conform to the standards for Temporary Traffic Control in accordance with the Manual of Uniform Traffic Control Devices (MUTCD). A minimum of one (1) sign at each end of road sections under construction shall be kept in place at all times and shall be moved as work progresses in accordance with the MUTCD.

104.06 Use of Roads by Contractor

The Contractor is authorized to use roads under the jurisdiction of the Forest Service for all activities necessary to complete this contract, subject to the limitations and authorizations designated in the Road Order(s) or described in the contract, when such use will not damage the roads or national forest resources, and when traffic can be accommodated safely.

106 - Acceptance of Work

106.01 Conformity with Contract Requirements.

Delete Subsection 106.01 and substitute the following:

Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.

References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.

Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.

Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is more strict.

Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.

When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.

The Government may inspect, sample, or test all work at any time before final acceptance of the project. When the Government tests work, copies of test reports are furnished to the Contractor upon request. Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.

Acceptable work conforming to the contract will be paid for at the contract unit bid price. Four methods of determining conformity and accepting work are described in Subsections 106.02 to 106.05 inclusive. The primary method of acceptance is specified in each Section of work. However, work may be rejected at any time it is found by any of the methods not to comply with the contract.

Remove and replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted, at no cost to the Government.

(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:

(1) Sampling method;

(2) Number of samples;

(3) Sample transport;

(4) Test procedures;

(5) Testing laboratories;

(6) Reporting;

(7) Estimated time and costs; and

(8) Validation process.

If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory. Use a third party laboratory accredited by the AASHTO accreditation program. Provide proof of the laboratory’s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute. The CO will review the proposed resolution protocol and may modify it before final approval and execution.

The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol. If the validity of the Government test results cannot be determined, the Contractor and Government will equally share all costs associated with developing and carrying out the resolution protocol.

(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:

(1) Have the work accepted at a reduced price; or

(2) Be given permission to perform corrective measures to bring the work into conformity.

The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

Design and locate equipment repair shops, stationary refueling sites, or other facilities to minimize the potential and impacts of hazardous material spills on Government land.

Before beginning any work, submit a Hazardous Spill Plan. List actions to be taken in the event of a spill. Incorporate preventive measures to be taken, such as the location of mobile refueling facilities, storage and handling of hazardous materials, and similar information. Immediately notify the CO of all hazardous material spills. Provide a written narrative report form no later than 24 hours after the initial report and include the following:

· Description of the item spilled (including identity, quantity, manifest number, and other identifying information).

· Whether amount spilled is EPA or state reportable, and if so whether it was reported, and to whom.

· Exact time and location of spill including a description of the area involved.

· Containment procedures.

· Summary of any communications the Contractor had with news media, Federal, state and local regulatory agencies and officials, or Forest Service officials.

· Description of clean-up procedures employed or to be employed at the site including final disposition and disposal location of spill residue.

When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. Clean up spills or leaks to the satisfaction of the CO and in a manner that complies with Federal, state, and local laws and regulations.

Delete the first two paragraphs and replace with the following:

Submit an Erosion Control Plan detailing permanent and temporary control measures to minimize erosion and sedimentation during and after construction in accordance with the plans and storm water permits. Do not modify the type, size, or location of any control or practice without approval. Submit the erosion control plan proposal at least 7 days before operations begin to the CO for approval.

Reflect in the Erosion Control Plan special concerns and measures necessary to protect resources and government improvements. Include:

(a) The construction activities and sequence of implementation relating to specific erosion control measures.

(b) The location and type of permanent controls to be implemented during construction. Examples include but are not limited to settling pools, application and timing of seed and fertilizer, use of wattle and coir logs, and construction of ditch flow cross drains in proximity to flowing streams.

(c) The location and type of temporary controls to be implemented during construction.

(d) For work in stream channels describe level of ground and vegetative disturbance and measures to reduce potential sediment delivery.

Add the following to the third paragraph:

Upon completion of construction at the site, remove all temporary erosion control devices, dewatering materials and equipment from Government property.

157.09 Diversions.

Delete the first sentence and replace with the following:

When shown on the plans, construct temporary channels, temporary culverts, or sandbags to divert water around disturbed areas and slopes. Earthen dams are prohibited.

157.03 General

Delete the entire subsection and replace with the following:

Prior to the start of construction, submit a written plan that provides permanent and temporary erosion control measures to minimize erosion and sedimentation during and after construction. Do not begin work until the necessary controls for that particular phase of work have been implemented. Do not modify the type, size, or location of any control.

Incorporate all permanent erosion control features into the project at the earliest practicable time, as outlined in the approved plan.

When erosion control measures are not functioning as intended, immediately take corrective action.

POW Road Drainage Stabilization

Example Erosion Control Plan

Brief Project Description:

This project is designed stabilize existing roads in 2 separate locations, Staney Creek and Coffman area. Roads to be treated are older single lane forest roads that may have a vegetative cover including duff, alders and conifers.

General project objectives are to: improve natural hill slope and stream channel hydrology by removal of stream crossing fills; construction of cross drains; and reducing existing and potential sedimentation into stream courses by removal of unstable fills and re-vegetation of disturbed soils. More specific objectives are the following:

· Remove drainage structures damaged or plugged with debris.

· Remove drainage structures on isolated roads not needed in the near future.

· Restore stream beds and banks to natural conditions on stored roads.

· Remove landslide material from roads and ditches, placing all material in a stable location.

· Minimize cut slope disturbance (excavations).

· Avoid placement of materials in unstable areas (wet, swales, headwalls).

· Establish cross drains to move ditch flow across the roadway prior to reaching streams.

Erosion Control Measures Temporary:

1. Seed and fertilize all disturbed areas within 14 days of completion of construction activities at the site.

2. Install temporary check dams and sediment fences as necessary to minimize the entry of silt-laden water into streams or other water bodies.

Permanent:

1. Space cross ditches to minimize erosion

2. Armor all cross drain outlets with large (12”+ size) rock obtained from the excavated road prism.

3. Dispose of excess material (spoils) so it does not enter stream channels or other water bodies. Place excess material a minimum of 20’ for stream channels.

(d) Do not cut vegetation less than 3 feet tall and less than 3 inches in diameter, that is within the clearing limits but beyond the roadway and not in a decking area, and that does not interfere with sight distance along the road.

Add the following:

(e) Trim branches of remaining trees or shrubs to give a clear height of 14 feet above the roadbed unless otherwise indicated. Trim tree limbs as near flush with the trunk as practicable.

(f) Remove brush from log decks. Deck logs so that logs are piled parallel to one another; can be removed by standard log loading equipment; will not damage standing trees; will not interfere with drainage, and will not roll. Keep logs in log decks free of brush and soil.

203 - Removal of Structures and Obstructions

203.01 Description.

Delete and replace with the following:

This work consists of disposing of construction slash and debris, salvaging, removing, disposing and transporting of buildings, fences, bridge structures, pavements, culverts, utilities, curbs, sidewalks, and other obstructions. Salvaged culverts shall be minimum 10’ long, free of holes. Culverts with dings and dents greater than 10% of the culvert diameter shall be properly disposed off National Forest lands and will not be compensated nor accepted in stockpile. Salvaged culverts and bands, modular bridge halves and log bridge stringer logs shall be transported to the sort yard in Thorne Bay. The culvert and log stockpiles shall be arranged in a neat and orderly fashion and decked parallel to each other.

204 - Excavation and Embankment

Delete Section 204 in its entirety and replace with the following:

204.01 This work consists of excavating material and constructing embankments. This includes furnishing, hauling, stockpiling, placing, disposing, sloping, shaping, compacting, and finishing earthen and rocky material.

204.02 Definitions.

(a) Excavation. Excavation consists of the following:

(1) Roadway excavation. All material excavated from within the right-of-way or easement areas, except subexcavation covered in (2) below and structure excavation covered in Sections 208 and 209. Roadway excavation includes all material encountered regardless of its nature or characteristics.

(2) Subexcavation. Material excavated from below subgrade elevation in cut sections or from below the original groundline in embankment sections. Subexcavation does not include the work required by Subsections 204.05, 204.06(b), and 204.06(c).

(3) Borrow excavation. Material used for embankment construction that is obtained from outside the roadway prism. Borrow excavation includes unclassified borrow, select borrow, and select topping. Borrow excavation consists of material available in existing borrow sources and in the existing road prism, no drilling or explosives will be needed for producing material.

(b) Embankment construction. Embankment construction consists of placing and compacting roadway or borrow excavation. This work includes:

(4) Preparing foundation for embankment;

(5) Construction roadway embankments;

(6) Benching for side-hill embankments;

(7) Constructing dikes, ramps, mounds, and berms; and

(8) Backfilling subexcavated areas, hope, pits, and other depressions.

(c) Conserved topsoil. Excavated material conserved from the roadway excavation and embankment foundation areas that is suitable for growth of grass, cover crops, or native vegetation.

(d) Waste. Excess and unsuitable roadway excavation and subexcavation that cannot be used.

204.11 Compaction.

(d) Layer Placement Method (Hauling and Spreading Equipment). Place material by end dumping to the minimum depth needed for operation of spreading equipment. Level and smooth each embankment layer before placing the next layers. Operate hauling and spreading equipment uniformly over the full width of each layer. Construct a solid embankment with adequate compaction by working smaller rock and fines in with the larger rocks to fill the voids, and by operating hauling and spreading equipment over the full width of each layer until visible deformation of the layer ceases or, when a sheepsfoot roller is used, the roller walks out” of the layer. Make at last three complete passes.

204.13 Sloping, Shaping, and Finishing.

(d) Finishing. For surfaced roads, remove all material larger than 6 inches from the top 6 inches of the roadbed. For all roads, finish the roadbed to be smooth and uniform, and shaped to conform to the typical sections. Remove unsuitable material from the roadbed and replace it with suitable material.

Ensure that the subgrade for both surfaced and unsurfaced roads is visibly moist during shaping and dressing. Scarify the 6 inches below the bottom of low sections, holes, cracks, or depressions and bring back to grade with suitable material. Maintain proper ditch drainage.

For unsurfaced roads, use one of the following methods to finish the roadbed:

(1) Method A. Remove all material larger than 6 inches from the top 6 inches of the roadbed and replace with suitable material.

(2) Method B. Use a vibratory grid roller or approved equal with a minimum weight of 10 tons. Roll at least 5 full-width passes or until visible displacement ceases.

(3) Method C. For roads designated as Construction Tolerance Class K, L, of M, finish the roadbed by spreading the excavation. Eliminate rock berms.

622 - Rental Equipment

622.02 Rental Equipment

Add the following:

Provide a track mounted hydraulic excavator. Equipment must be reasonably free of leaks and other mechanical deficiencies and not older than 15 years.

Bucket must be equipped with an operating hydraulic “thumb”. An excavator similar in size and power to a Hitachi 160 will be of an adequate size to be acceptable for any work that the Contractor may be directed to perform under this section.

625 - Turf Establishment

625.03 General.

Delete the entire subsection and add the following:

Apply temporary turf establishment to all disturbed soils within fourteen (14) days of original disturbance, unless otherwise agreed by the CO. Cut & Fill slopes damaged by construction activities shall be reseeded within ten (10) days of the damage. See FP section 157.04 (d) for exceptions.

Apply turf establishment to finished slopes and ditches between April 15 and September 15.

Do not seed during windy weather or when the ground is excessively wet, frozen, snow covered, extremely dry, cloddy, hard pan, or is otherwise not friable.

Application Methods for Seed, Fertilizer, & Limestone

"Furnish the kinds of seed and the amounts to be applied in terms of pure live seed as follows:

Seed mixture contains no more than 0.01% of other seed whether identified or not.

802 - Road Storage

802.01 Service Required

Remove and dispose of culverts and bridges, construct waterbars, ditch drains, motor vehicle barriers, clean ditches, clear roadway of brush for project access and seed and fertilize disturbed soils in accordance with the applicable specifications and drawings.

802.02 Performance Standards

A road is stored when the designated drainage structures are removed or constructed to the lines, grades and dimensions shown on the drawings, the ditches freely drained, and all disturbed soils have been treated with seed and fertilizer.

802.03 Location of Work As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

802.04 Measurement

Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.

Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.

802.05 Payment

A. The accepted quantities will be paid at the contract price per unit of measurement for the Section 802 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.

832.01 Service Required. Sidecast, or load, haul, and place slide and slough material at designated sites. Sidecast material shall be place on the downhill side of the roadway.

832.02 Performance Standard. Work is complete when the road is in a smooth drivable condition with no obstruction remaining on or adjacent to the roadway or in ditches which would have the potential to interfere with traffic use, block or divert water from structures or channels. This includes relocation, repositioning, stabilization, and re-vegetation as ordered by the Contracting Officer.

832.03 Location of Work. As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

832.04 Measurement. Measurement under this Section will be made by the total number of units for each item listed in the SCHEDULE OF ITEMS completed and accepted.

A. Cubic Yard: The quantity will be the number of cubic yards measured in the vehicles.

B. Mile: Work activity will be measured along the centerline of the road regardless of the number of lanes.

832.05 Payment. The accepted quantities will be paid at the contract price per unit of measurement for the Section 832 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.

C.5 Damage to Structures

The Contractor shall be held liable and is responsible for any damage caused by Contractor’s personnel or equipment to any bridges, guardrails, culverts, signs, and riprap-protecting culvert inverts. Repair to these structures shall be at the Contractor’s expense and at no additional cost the Government

C.6 Activity Report

The Contractor shall maintain and furnish a Daily Activity Report reporting maintenance activity performed. Reports shall be furnished to Contracting Officer on a weekly basis. A sample form to be used is included in Section J.

C.7 Definitions Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:

1.

Agreed or Approved - Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Contractor's Representative and are dated.

2.

Base Course - The layer or layers of specified or selected material of designed thickness placed on a subbase or a subgrade to support a surface course. (See Illustration of Road Maintenance Terms.)

3.

Berm - A curb or dike which controls roadway runoff water, or delineates traffic direction. Berms commonly parallel road centerline; however, on Limited Use Roads may be placed diagonally across the roadbed. (See Illustration of Road Maintenance Terms.)

4.

Channel - A natural waterway leading into or away from a culvert or bridge.

5.

Contract Amendment - A bilateral written supplemental agreement between the Government and the Contractor, documenting a modification outside the scope of the contract and establishing an equitable adjustment therefore.

6.

Contractor - The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract.

7.

Culvert - Any structure which provides a passageway, drain, or waterway under a road or embankment.

8.

Cross ditch - A shallow ditch placed across the roadbed to remove water from the roadbed surface which can be driven across by full-size pickups or other high clearance vehicles; usually placed diagonal to the centerline.

9.

Lead-off ditch - A ditch used to remove water from roadside drainage ditches, the roadway, or drainage structures such as culverts and drainage dips.

10.

Ditch - A relatively long narrow excavation placed to collect or disperse water.

11.

Drainage dip - A drainage structure which was previously constructed within the roadbed surface to form a uniform depression which allows routine passage of vehicles while diverting water from the traveled way.

12.

Drainage ditch - A ditch located parallel to and abutting the roadbed. (See Illustration of Road Maintenance Terms.)

13. Drainage structure - A term identifying man-made devices placed to control water movements.

14.

Drawings - Illustrations showing detailed maintenance required.

15.

Equipment - All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.

16.

Excess Material - Material from the roadway excess to that needed for maintenance of roadway.

17.

Fore slope - The slope of the ditch section nearest to the traveled way. (See Illustration of Road Maintenance Terms.)

18.

Government - The Contracting Officer or the duly authorized Contracting Officer's Representative (COR) with authority to sign orders.

19.

Grade - The vertical alignment of the top surface of the road.

20.

Inspector - The Government's authorized representative designated in writing, assigned to make detailed inspections of contract performance, but not to sign orders to the Contractor.

21.

Materials - Any substances specified for use in the performance of the work.

22.

Measurement - Method of determining and expressing the quantities of work.

23.

Nominal Dimensions or Weights - The numerical values shown on the drawings or in the specifications as measurements for the work.

OHV – off highway vehicle, typically a 4-wheeler or 3-wheeler or motorcycle 25.

Order - A written order by the Government directing fulfillment of work requirements under the terms of the contract.

26.

Original Contract Quantities - Those estimated quantities shown in the Schedule of Items as awarded.

27.

Patching - Minor repairs.

28.

Paved Surface or Pavement - Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.

29.

Reasonably Close Conformity - Means compliance with customary maintenance tolerances where working tolerances are not specified.

30.

Right-of-Way - A general term denoting land, property, or interest therein acquired for or devoted to a road.

31.

Roadbed - The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade. (See Illustration of Road Structure Terms.)

32.

Road Listing - A preliminary listing of road locations and any established work priorities.

33.

Roadside - (See Illustrations of Road Structure Terms).

34.

Schedule of Items - Schedule containing a listing and description of maintenance items, quantities, and units of measure, methods of measurement, unit price, and amount.

35.

Shoulder - As used in this contract, the term is restricted to roads having a paved surfacing. (See Illustrations of Road Structure Terms.)

36.

Slough or Slide - Material deposited on the roadway which may need to be repositioned or removed.

37.

Slump - A localized portion of the roadbed which has slipped or otherwise become lower than that of the adjacent roadbed and constitutes a hazard to traffic.

38.

Special Project Specifications - Specifications which detail conditions and requirements peculiar to the individual project.

39.

Standard Specifications - Specifications for specific divisions of work.

40. Stream - A channel that is at least one foot wide that has evidence of routine periodic or constant flow, may be dry during extended periods of dry weather. Mossy seeps and small springs in the cutbanks are generally not considered streams.

41.

Subgrade - Top surface of roadbed upon which subbase, base course, or surface course was constructed. (See Illustration of Road Structure Terms.)

42.

Traveled Way - The portion of the roadway for the movement of vehicles. For purpose of this contract, traveled way includes turnouts and curve widening. (See Illustration of Road Structure Terms.)

43.

Turnouts - A short auxiliary lane on a one-lane road provided for passage of meeting vehicles.

44.

Unit of Measure - The unit and fractions of units shown in the Schedule of Items.

45.

Unsuitable Material - Material removed during maintenance which must be disposed of in designated locations. Includes material with substantial amounts of vegetation or other objectionable material.

46.

Work Schedule - The Contractor's current schedule for work progression.

C.11 Quantitiy Measurement Terms

1.

Measurement under the contract shall be according to the United States standard measure.

2.

The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.

3.

Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.

4.

Linear mile measurement will mean the sum of the road length parallel to the centerline.

5.

Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract.

D.1 Project Labeling for Official Correspondence

The Government singularly identifies each project with a contract number at time of Award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award.

E.1 Inspection Method

Final inspections for payment will be done for all item numbers as they are in accordance with this contract and all Forest Service provided guidance.

E.2 Inspection of Work Items:

1) Inspection will be made on completed items. The Forest Service may spot check the Contractor’s work at any time.

2) The Forest Service may reject work that does not conform to contract requirements.

E.3 Payment and Acceptance

Payment will be made no more frequently than monthly on the basis of work completed.

E.4 Final Cleanup Before final acceptance, all areas occupied by the Contractor in connection with the work shall be cleaned of all Contractor's rubbish, excess materials, temporary structures, and equipment, and all parts of the work area shall be left in a neat and presentable condition.
