All required insurance must remain in full force throughout the entire contract term.
The State of Hawaii and its officials and employees must be added as additional insured parties on all policies except workers' compensation, with such coverage serving as primary insurance for the State. Insurance policies must include a Waiver of Subrogation in favor of the State, and the insurer must provide written notice to the Department of Human Services Office of the Director at least 30 calendar days prior to any cancellation or change in coverage. Failure to maintain required insurance constitutes material default, and the contractor remains liable for all damages regardless of insurance coverage obtained. The Department of Human Services is self-insured, making the contractor's insurance primary.
