2. PROGRAM REQUIREMENTS
2.1 AFSOC ACTS II
2.1.1 Program Description
The ACTS II program is conducting market research to identify companies as potential sources that may possess the expertise, capabilities, and experience to meet the requirements for the development, production, and modification of AC/HC/MC-130J, CV-22, and C-146 training systems for AFSOC, Air Combat Command (ACC), and United States Special Operations Command (USSOCOM). The Government has very limited to no technical data for most of the ACTS II training assets. The incumbent owns all proprietary data such as software, technical data, and aerodynamic flight test data for all C-130J aircraft and training systems. The ACTS II program does not possess a Hardware/Software Integration Lab for any of the of the ACTS II training systems.
The AC/HC/MC-130J devices were initially procured under a FAR Part 12 contract and delivered to the ACTS contract. The government has limited rights to the aero and performance data for the AC/HC/MC-130J systems. The government does not have a license to use the design data for the Weapon System Trainers (WSTs), Fuselage Trainers (FuTs), and Integrated Cockpit Systems Trainers (ICSTs). Lockheed Martin Rotary and Mission Systems (LM RMS), among others (CAE and Flight Safety International) have data assertions for the production and modifications of training devices. Interested parties must contact LM RMS to obtain the data or get the right to use the data.
The CV-22 training systems were procured and delivered to ACTS contract by Naval Air Systems Command (NAVAIR). The Government only has CV-22 training system Operations, Maintenance, Installation, and Training (OMIT) data.
The acquisition may consist of the production of training systems. These training systems may be delivered to Contiguous United States (CONUS) sites, and some may be delivered to locations Outside Contiguous United States (OCONUS). Production will include delivery, set up, site activations, and acceptance testing, and possibly transition of the site and the device to a classified environment.
The ACTS II training assets are located worldwide and include WSTs, Loadmaster Part Task Trainers (LMPTTs), Multi-Function Training Aids (MFTAs), Loadmaster FuTs, Enhanced Loadmaster Fuselage Trainers (EFuT), Enhanced Integrated Cockpit Systems Trainers (EICSTs), Flight Training Devices (FTD), Cabin Operational Flight Trainers (COFT), Aft Cabin Trainers (ACT), Gun Training Room (GTR), various Part Task Trainers (PTT), various Desktop Trainers (DTT), Distributed Mission Operations (DMO) site hubs/centers, networks, and DMO connection kits.
