I. Contracting Activity.
Air Force District of Washington (AFDW) PKH 1500 West Perimeter Rd, Ste 5750 Joint Base Andrews, MD 20762
II. Nature and/or description of the action being processed.
This sole source justification is to establish a new Firm Fixed Price (FFP) contract with MicroPact for the procurement of a software license and support for its Entellitrak system, which is a commercial off the shelf (COTS) software product for the USAF Security Forces and Law Enforcement (LE) personnel to establish an enterprise-wide case management system for timely and effective reporting and management of all Air Force (AF)-wide and base level LE activities.
III. Description of supplies/services required to meet agency needs.
MicroPact's Entellitrak will provide the foundation and underlying system for the Air Force Justice Information System (AFJIS), the enterprise-wide case management system that will replace the prior Security Forces Management Information System (SFMIS) to continue support to the AF's LE mission. The Entellitrak system is COTS software that is Authority to Operate (ATO) Federal Compliant. It will enable LE to provide base patrol and incident response, traffic monitoring, investigations, reports and analysis, detention and confinement, and many other military police services. Some of the services required by the contract include support of the Entellitrak case management framework; COTS licenses; an Entellitrak maintenance subscription; and MicroPact professional services to support initial set up of the environment and application.
Entellitrak will establish the Air Force cloud infrastructure for Security Forces and Office of Special Investigations and will require monthly maintenance to de-bug and provide continual software updates.
Entellitrak is also the foundational system for the Navy's JIS (NJIS) and in order for the AF to use the NJIS solution, an enterprise-wide license is required. Currently 90% of AF personnel who are serving sentences which require a higher level of security (Level II and Level III) serve in Navy Brigs. AF Security Forces currently use the Entellitrak system when transferring an inmate into those Level II and Level III confinement locations. Procuring an enterprise-side Entellitrak license for Air Force will expand its capability to use the same system as the Navy for its Level I facilities.
The estimated contract value is $7M and will be funded with FY18 3400 appropriations. The contract period of performance is 12 months beginning 24 Sep 18 through 23 Sep 19. The anticipated CLINs are as follows:
CLIN number Description Line Item Type Unit Price Period of Performance 0001 Entellitrak Enterprise License FFP $4,000,000 24 Sept 2018-23 Sept 2019 0002 Entellitrak Maintenance FFP $800,000 24 Sept 2018-23 Sept 2019 0003 Labor FFP $2,200,000 24 Sept 2018-23 Sept 2019
IV. Statutory authority permitting other than full and open competition.
AFFARS 5313.501 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C 1901)

MicroPact is the sole manufacturer of the commercial off-the-shelf (COTS) product Entellitrak as well as the prime contractor that provided configuration and development support of the NJIS system for the Navy. The Navy NJIS configuration files and solution cannot be deployed for use AF-wide without obtaining licenses to the underlying COTS platform - Entellitrak. In addition to being the COTS product manufacturer MicroPact also possesses NJIS domain knowledge.
There are only two known types of systems that exist in the marketplace that have the standing infrastructure that is ATO Federal Compliant: ALERTS and Entellitrak. ATO Federal Compliant is crucial for federal agencies to restrict personal liberties, and important for this requirement. Currently as is, ALERTS software does not have the comprehensive dash board required to meet the intent of the Air Force requirement. The ALERTS software would need to be furthered developed and coded to meet the vulnerabilities and the desired end state for the Air Force. ALERTS would require approximately $30M to achieve the desired end state, whereas Entellitrak has a comprehensive solution that would meet the needs of the Air Force at the estimated price of $7M.
The Air Force intends to use Entellitrak to avoid significant cost, risks, additional time and a way to synergize with other DoD Agencies. The Entellitrak software is essential to the Government's requirement, thereby precluding consideration of a product manufactured by another company.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A sources sought was posted on 1 August 2018 to FBO.Gov and MicroPact was the only vendor to respond to date.
MicroPact is the sole manufacturer of the commercial off-the-shelf (COTS) product Entellitrak. In the future, potential competition will be through vendor participation and coordination to become license distributors for Entellitrak.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Independent Government Cost Estimate (IGCE) was completed by the customer through surveying the commercial market place. The Contracting Officer will use the IGCE and other price analysis methods pursuant to FAR 15.404-1(a) in order to ensure that the negotiated price will be fair and reasonable. Certified cost or pricing data will not be required since this acquisition is for commercial items.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsizing the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties through FedBizOpps at FBO.gov on 1 August 2018.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.
None
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The Air Force is awarding one sole source contract to establish the system. The open design of the software will permit other parties to build additions to the core functionality without compromising the intellectual property of MicroPact or the software architecture, security, and compliance of Entellitrak. Because of this design, follow-on contracts will allow opportunities for vendors to partner with MicroPact and become a licensed vendor, thus increasing competition.
XII. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
XIII. Certification by the technical/requirements personnel.
