JUSTIFICATION AND APPROVAL

TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION

Upon the basis of the following justification, I, as the Procuring Activity Competition Advocate, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(2), and pursuant to the authority of 10 U.S.C. 2304(c)(1). Only one responsible source and no other supplies or services will satisfy agency requirements.

JUSTIFICATION

1. Agency and Contracting Activity:

Requiring Activity:

Headquarters, Defense Information Systems Agency

GS25, Program Director’s Office

P.O. BOX 4502

Arlington, VA 22204-4502 Contracting Activity:

DISA/DITCO/PL8322

2300 East Drive

Scott AFB, IL 62225-5406

2. Nature/Description of Action(s):

This sole source action is being submitted for proprietary software needed to provide necessary software for the security and information assurance testing required prior to the stand-up of the Afghanistan Video Teleconferencing Bridge (AFG VTCB) in Kabul, Afghanistan. This Bridging solution will provide the Warfighter - United States Forces – Afghanistan (USFOR-A) the ability to provide multi-level security VTC access to US and Allied forces within its command and wartime theater.

Given that the AFG VTCB will be managed by the US Government, responsibility for providing AFG VTCB solution to the Warfighter will be with DISA. The VTC Bridging solution will interconnect with existing VTC equipment and which are systems similar to the proposed system requested for procurement.

A firm-fixed price award in the amount of $30,500 is anticipated.

3. Description of Supplies/Services:

· The Telchemy product is video test software. In consists of three complementary products, with controlling software:

· SQProbe passively monitors a 100-BaseT/GigE link and detects VoIP/IP video calls/sessions, reporting MOS/R-factor scores, burst/gap statistics, degradation factors such as packet loss and delay, plus transport metrics, and provides them in a Web user interface or via SNMP.

· SQLive automatically identifies video frame types and recognizes the type of video content, producing a rich range of metrics and accurate Quality of Experience (QoE) metrics, including: include:

· Video Mean Opinion Scores (MOS) that incorporate the effect of packet impairments on different video frame types, GoP error propagation, video bandwidth The transmission capacity required to display video, measured in MHz, and calculated by horizontal x vertical resolution x frames/sec..

· Video content descriptors, including data on levels of detail and motion

· Video content alerts, which detect if content is blank or frozen

· I/B/P frame statistics, including loss rates within each type of frame, bandwidth usage and other key data

· Video degradation factors, which highlight the key sources of performance degradation.

· Viewer activity (audience statistics)

· SQMediator collects call quality reports, including SIP RTCP Summary Reports and other reporting protocols, sent by VoIP endpoints such as IP phones and gateways at the end of each call or at periodic intervals throughout a call. SQmediator automatically verifies, correlates, and analyzes call quality reports in real time, stores the data in a SQL database, and reports the information via a Web user interface or integrated Web service API. SQmediator creates a call quality record (CQR) for each individual call. If multiple reports are received—for example, separate reports from each endpoint of a call, or interval reports throughout a call—SQmediator correlates the various reports into a single coherent call record.

· Controller Software to allow seamless integration of the test scripts and data collection of the SQProbe, SQLive, and SQmediator software.

4. Identification of Statutory Authority Permitting Other Than Full and Open Competition:

The statutory authority that will be used for this acquisition is 10 U.S.C. 2304c(2), and the authority of 10 U.S.C. 2304(c)(1). FAR 6.302-1 also applies.

5. Demonstration of Contractor’s Unique Qualifications:

This proprietary software is required for the AFG VTCB to be tested in a controlled environment for security and IA purposes while collecting reliable metrics that will correlate with user experience. Without the necessary proprietary test software, security and performance testing cannot be done concurrently on the AFG VTCB & NATO network components, thus extending the schedule of an urgent operational requirement, as well as driving up test costs. As safety and communications are paramount in this area of operations, the CENTCOM and USFOR-A Commanders have requested that DISA implement this solution in an extremely urgent manner.

Purchasing other than this particular software for the AFG VTCB will also adversely affect the test schedule and usefulness of the test results for deploying the Afghanistan VTC Bridge. Purchase of other separate products were used, rather than this integrated suite, would affect the schedule by requiring time to integrate the separate products and confirm their ability to accurately report key test metrics. Using other products that do not produce QoE and MOS metrics mean that technical performance scores don’t address the “so what” element of evaluation. That is, technical metrics would not reliably predict the effect of system performance on the users’ perception of video quality.

The July/August fully operational timeline is the target DISA was given. Procurement of these systems and components in an urgent manner will allow DISA to provide operational service at the latest in August 2010.

6. FEDBIZOPPS Announcement/Potential Sources:

This requirement is a sole source purchase. IAW 5.202(a)(2), a synopsis will not be posted to FBO. A copy of the sole source J&A will be posted to FBO within NLT 12 Apr 10.

7. Determination of Fair And Reasonable Cost:

The contracting officer will make a determination that prices are fair and reasonable.

8. Description of Market Research:

The Contracting Officer spoke with the manufacturer of the sole source product. She was informed by them that they currently do not have resellers. The only method of obtaining this proprietary software is through a sole source acquisition with Telchemy, Incorporated.

9. Other Facts Supporting The Use of Other Than Full And Open Competition:

Failure to provide the identified test software will result in additional and extensive performance and interoperability testing to confirm that all VTC networks would pass video and audio traffic between the US, NATO and Afghanistan Mission Network (AMN). This could cause an additional 3 – 6 month delay to the Warfighter.

10. Listing of Interested Sources:

Telchemy, Incorporated

11. Actions Taken to Remove Barriers to Competition:

DISN Video Services continues to be aware of other brands of test software supporting conferencing services and their degree of compatibility with the equipment currently in use. However, research has shown that certain characteristics of other brands do not support a rapid and thorough measurement of all required test data. We will continue to evaluate potential usage of other brand name products as part of our regular technology refresh sustainment lifecycle.

12. Statement of Period of Performance and/or Delivery Schedule:

The contractor shall deliver equipment NLT 12 Apr 10.

13. Reference to the Approved Acquisition Plan (AP):

N/A

14. Reference to Information Technology (IT) includes National Security System (NSS) IT, Information Management (IM), and Information Assurance (IA) requirements: (DARS 6.303-2) (a) (S-92)).

This effort was coordinated with the Information Management Officer relative to compliance with IT and IM standards/requirements, and the Information System Security Manager relative to compliance with IA and traditional security requirements.

TECHNICAL AND REQUIREMENTS CERTIFICATION (FAR 6.303-1(b), 6.303-2(b) DFARS 201.303-1 and DARS 6.303-1(b)).

I certify that the facts and representations under my cognizance which are included in this justification and which form a basis for this justification are complete and accurate.
