3. BACKGROUND AND PURPOSE

In 2017, Senate Bill 2 (Chapter 364- Atkins, The Building Homes and Jobs Act) created the

Permanent Local Housing Allocation (PLHA) program. PLHA is funded by moneys deposited in the

Building Homes and Jobs Trust Fund which are generated through a $75 fee on recorded real estate transactions in the State of California. In 2020, the County of Shasta (County) applied for a five-year formula allocation of PLHA funds for the County (the local jurisdictions).

https://www.hcd.ca.gov/grants-and-funding/income-limits/state-and-federal-income-rent-and-loan-value-limits https://www.hcd.ca.gov/grants-and-funding/income-limits/state-and-federal-income-rent-and-loan-value-limits https://procurement.opengov.com/portal/shastaca/projects/287666/document?section=2772382

The County entered into a Master Standard Agreement with the Department of Housing and

Community Development Permanent Local Housing Allocation 2021 Entitlement and Non-

Entitlement Local Government Formula and has unallocated funds to award Shasta County affordable housing ownership projects.

The purpose of this RFP is to seek qualified affordable housing developers who have site control to propose the use of the unallocated PLHA funds for the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing that meets the needs of a growing workforce in alignment with the purposes of PLHA. Proposed projects should predominately serve residents earning 80 to 120 percent of Area Median Income

(AMI).

Responders must confirm knowledge of and responsibility for administering Davis-Bacon and related Acts, labor reporting compliance, securing a minimum of 40% of estimated construction costs with other funding, and completing their Environmental Reviews within 12 months of the application.

4. FUNDING

Funding from the PLHA, resulting from this RFP, will take the form of fully deferred, low-interest loans with a 55-year period of affordability. The County is mandated by the State to perform annual monitoring of projects financed by PLHA funds. This monitoring will encompass requests for information from the County directed to the project and/or developer.

The County has $1,000,000 (one million dollars) in PLHA funds for project Activity 2
