1. The 60th Contracting Squadron at Travis Air Force Base intends to establish a Firm Fixed Price Blanket Purchase Agreement (BPA) for Life Support Training for 60th Air Mobility Wing as listed in paragraph 7.

3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
4. This combined synopsis/solicitation is being re-issued as a Request for Quotation (RFQ) with solicitation number FA442720Q0107.
5. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective 06 May 2020, Defense Federal Acquisition Regulation effective 05 June 2020, and Air Force Acquisition Circular 2019-1001 effective 01 October 2019.
6. The North American Industry Classification System (NAICS) code for this solicitation is 611699 All Other Miscellaneous Schools and Instruction. Small Business Size Standard is $11.0M.
7. The contractor shall provide Life Support Training under a Blanket Purchasing Agreement in accordance with (IAW) attached Performance Work Statement (PWS). The following table contains the description of requirements for the Contract Line Item Numbers (CLIN) items to be acquired and the date and place of the period of performance and acceptance and FOB point.

Each offeror shall submit their certifications when submitting a quote.
8. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (MAR 2020) and the addendum, applies to this acquisition.
Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (MAR 2020) Offeror shall submit signed and dated offer at the time specified in this solicitation. Quote provided shall contain the following information: Name; Address; Cage Code; Telephone Number of Offeror; Terms Of Any Warranty provided; Any Discount Terms And Acknowledgement Of All Solicitation Amendments (If Applicable). Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in this solicitation.
Quotes shall also contain all other documentation specified herein.
The government reserves the right to evaluate proposals and award a contract without discussions with offerors.
Addendum to FAR 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: “The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.”
9. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition.
Addendum to FAR 52.212-2, Evaluation – Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability of the item offered to meet the Government requirement;
(ii) price;
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
10. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (MAR 2020), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.
