Summary of ADR_Solicitation_Attachments.docx

This document contains solicitation attachments for the Minnesota Department of Education (MDE) General Counsel division's Alternative Dispute Resolution (ADR) program. MDE is seeking proposals from qualified and experienced individuals to serve as special education mediators and facilitators under a master contract program. The Program will utilize selected individuals to provide ADR services on an as-needed basis. Multiple master contract awards will be made to qualified responders, who will be placed on a roster of pre-qualified vendors. Work order contracts will be issued based on MDE's specific needs, though receipt of a master contract does not guarantee future work assignments. Responders must submit proposals through the eSUPPLIER PORTAL within SWIFT by the stated deadline. Notably, SWIFT will be unavailable for a system-wide upgrade from Thursday, August 27, 2026, at 4:30 p.m., through Monday, August 31, 2026, at 6:00 a.m., and MDE will not accept proposals outside of this system. Responders requiring technical assistance should contact the SWIFT HELPDESK at 651-201-8100 option #1.

The solicitation attachments establish the framework for evaluating proposals and defining the services required under the master contract program. The actual pricing terms, contract amounts, and additional salient details regarding funding sources and specific performance requirements would be contained within the complete solicitation documents referenced by these attachments.

The rate(s) identified in the Cost Proposal must include all costs, including but not limited to: travel expenses, mass mailings, fees, commissions, compensation, indirect costs, equipment, supplies, and other charges. Responders should carefully review the insurance options listed under the Sample Master Contract and Work Order Contract Exhibit B: Insurance Requirements under clause 4. The Responder should detail any exceptions to either the Sample Master Contract and/or Sample Work Order Contract in the Solicitation Attachments Attachment B: Exceptions to State’s Terms and Conditions document, which would include any requests to change the insurance requirements.

Submit the Attachment C: Cost Proposal as a separate document(s) from your technical response for all copies of the Proposal. Do not include any cost information in the Technical Proposal part of the response. The Proposal must be open for acceptance until a contract is executed, the Solicitation is cancelled, or 180 days after the due date and time of the Solicitation, whichever comes first.
