About this file

This document contains the additional terms and conditions for an Invitation to Bid (ITB) issued by the Alabama Department of Corrections (ADOC) for Fire and Smoke Evacuation Hoods. The ITB seeks qualified suppliers who are authorized manufacturer representatives for the specified brand of smoke hoods. Suppliers must submit bids through the Alabama buys supplier portal, with a question deadline of July 21, 2026, by 3:00 pm. The contract will be awarded on an all-or-none basis to the lowest acceptable bidder that meets all specifications and offers the highest discount percentage off Manufacturer's Suggested Retail Price (MSRP). The resulting contract will establish a 12-month initial term with options to extend for up to four additional 12-month periods, provided both parties agree in writing no later than 30 days before expiration of the current period. The exact quantities to be purchased are not known, as orders will be placed on an as-needed basis, and the state does not guarantee any minimum purchase amounts.

Bidders must submit discount percentages for Lines 1-3 and enter zero for Line 4, which will not be evaluated as part of the award. Line 4 will be quoted separately after contract award. Shipping charges should be entered at zero in the unit price section and are quoted separately. All materials delivered must be new, unused, of recent manufacture, and suitable for their intended purpose, with delivery required within 60 days of purchase order receipt unless otherwise communicated. Suppliers are responsible for all freight risk and costs up to the destination, with delivery to occur only during business days at times approved by the facility Warden. Payment will be made 30 days in arrears only after all ordered items have been received and inspected in satisfactory condition, with invoices submitted in duplicate. All vendors must accept multiple forms of electronic payment at no additional cost to the state, including P-cards, EFT, and state-issued credit cards. Suppliers must comply with ADOC security requirements, including personal searches and substance screening before facility entry, and must respond to any additional state requests within five business days.
