ATTACHMENT 2-A: OFFERER INFORMATION QUESTIONNAIRE

1. Describe the firm’s and the proposed lead team member’s previous design and construction administration experience for projects similar in size and scope to this project.

Established in 1963, GLHN Architects & Engineers, Inc. is an employee-owned firm with offices in Phoenix and Tucson. The firm offers integrated, multi-discipline services in architecture and mechanical, electrical, and civil engineering.

With over 60 years of experience in design and contract administration in Arizona, GLHN has the expertise, local knowledge, and capacity to complete any task assigned under this Architectural On-Call contract. Our collaborative team is well-known for successfully tackling “messy” renovations and providing engineering solutions. In addition to ongoing work with ADOA, we have successfully managed similar on-call contracts with Arizona State Parks and Trails, Arizona Game and Fish Department, and Bureau of Land Management in addition to municipalities and counties throughout Arizona.

Our team is led by Russ Combs, AIA, NCARB as the principal-in-charge and Miguel Camacho, AIA, LEED AP as the project manager and point of contact. With almost 40 years of experience, Miguel brings deep knowledge of project design and management, including lessons learned over his long career with public clients.

We typically provide contract administration (CA) services for all of our projects and believe strongly in supporting each project until the owner occupies the site. In addition to strong CA services by experienced staff, our mechanical and electrical teams often provide commissioning services, working with facilities maintenance staff to ensure they understand how the systems are controlled and the best way to set them for maximum efficiency.

2. Create a three-column chart. In the first column, list the past project title, budget, and year completed (listing only past projects with similar scope and budget within the past seven years) the firm has been the lead design professional. In the second column of the chart, list the names of any proposed key personnel and subcontractor(s) (if any) “team member” identified for this project that performed services for the project in column one and the team member’s role for the listed project. In column three provide best practices and lessons learned for each project.

Past Projects Proposed Key Personnel Best Practices and Lessons Learned

ADOA Kannally Ranch House Renovations

$2M

Russ Combs, Principal-In-Charge

Gilbert Alabado, Architect

Emily Miller, Architect

Emily Cole, Architectural Designer

Through an on-call contract with ADOA, GLHN is providing architecture and engineering for renovations to the historic Kannally Ranch House at Oracle State Park. Work includes a new roof, visual upgrades including paint and shutters, and ADA access improvements while preserving historic elements. GLHN also assessed the adobe retaining walls and provided structural and safety reports for two on-site cabins. Roof construction is set to begin, and GLHN will resume work to complete the remaining design packages on schedule.

Best Practices: Understanding the site’s historic significance guided respectful interventions.

Thorough testing identified preservation challenges, ensuring minimal impact and maximum retention of original materials. When retention wasn’t possible, we closely matched replacements.

Lessons Learned: Gaining a deeper understanding of the capabilities and limitations of testing agencies. While they provided valuable analysis, we found that patching and repairing were not typically included in their scope, requiring additional coordination to ensure proper restoration.

ADOA House & Senate Capital Projects

$13.1M

Miguel Camacho, Project Manager

Russ Combs, Architect

Sam Forrest, Architectural Designer

GLHN, under an on-call contract with ADOA, designed capital improvements for the 1958 House of Representatives and Senate buildings, including replacing HVAC units, piping, sump pit, pumps, and boilers, as well as adding controls and filter racks. We also performed an electrical FCA and designed upgrades, expediting equipment procurement due to supply chain issues.

Best Practices: When dealing with older buildings it is common to encounter non-compliant conditions. Reviewing exiting routes to ensure they meet Life Safety requirements is essential. Exiting from the basement mechanical and electrical spaces had been altered over the decades. GLHN replaced basement exit doors to provide compliant conditions.

Lessons Learned: The project was impacted by supply chain issues coming out of the pandemic. What was initially seen as a one-year project, extended to three years. GLHN worked with ADOA and the contractor to provide early procurement packages. When unknown conditions were identified in the field GLHN’s team made every effort to join ADOA and the contractor at the site to review conditions and find solutions.

Arizona-Sonora Desert Museum Riparian Adventure

$715K

Russ Combs, Principal-In-Charge

Emily Cole, Architectural Designer

Emily Miller, Architect

Sacha Kessler, Architectural Designer

GLHN provided architectural and engineering design for the Riparian Adventure exhibit which included a restroom facility, patio, and water system engineering. The Riparian Adventure Exhibit is a new outdoor area for children and parents to play in a shaded slow-moving water stream to experience Arizona’s wetland habitats further reinforcing the importance of water in the Sonoran Desert.

Best Practices: We realized the importance of better documenting existing conditions and ensuring access is granted to the interior of existing construction as we didn’t have adequate photos of the existing Reflected Ceiling Plan.

Lessons Learned: By involving the topographical survey early in the design process, the finished floor will be accurately reflected in the BIM model.

Past Projects Proposed Key Personnel Best Practices and Lessons Learned

Coconino County Sheep Hill Maintenance Facility Renovations

$5.4M

Russ Combs, Principal-In-Charge

Miguel Camacho, Project Manager

Gilbert Alabado, Architect

Emily Cole, Architectural Designer

Sam Forrest, Architectural Designer

Working in tandem with Gannett Fleming, GLHN provided professional services for a series of renovations at the Coconino County Sheep Hill Maintenance Facility. Phase 1 included a facility assessment and conceptual design report. As there were no electronic documents available for the facility, GLHN documented the entire existing facility and provided analysis for code and ADA compliance.

Best Practices: This project started with a workshop during which the design team spoke with the various user groups of the facility to learn what their needs are. The workshop allowed us to document the existing conditions and define the scope of work for the project.

Lessons Learned: During the workshop we learned that the project had been attempted several times prior, making the user groups apprehensive that anything would come of these efforts. This motivated the design team to find solutions that would provide work space that resolved functional needs and provided a much needed break area for the employees.

Tucson Convention Center Ballroom and Exhibit Hall Renovation and West Meeting Room Addition

$9.3M

Russ Combs, Principal-In-Charge

Miguel Camacho, Architect

Sam Forrest, Architectural Designer

Sacha Kessler, Architectural Designer

GLHN was A/E of Record in developing design and construction documents for the Ballroom and Exhibition Hall Renovation at the iconic Tucson Convention Center. Old systems were modernized in the existing building. A new meeting room addition was also included in our scope. An additional 36,000 SF was added to provide 10 meeting rooms with associated restrooms. Circulation around the lobby for proper access to the new meeting rooms was also part of the design.

Best Practices: We worked closely with the City of Tucson and ASM staff to ensure the building met their needs. Weekly design reviews with end users and the CMAR team, Concord + Sundt, helped refine plans, assess feasibility, and maintain budget alignment.

Lessons Learned: Late in design and during construction, we faced unexpected challenges, including structural system changes and an out-of-square building. Through close collaboration with the construction team and frequent site visits, we provided timely solutions to keep the project on track. Though not a Design-Build delivery, we ultimately operated in a similar capacity with Concord + Sundt to ensure the highest quality outcome.

City of Mesa Downtown District Revitalization Facade Improvements

$850K

Russ Combs, Principal-In-Charge

Gilbert Alabado, Architect

Sam Forrest, Architectural Designer

Sacha Kessler, Architectural Designer

Ryan Helmick, Architectural Designer

GLHN Architects & Engineers was selected to provide design services for the Mesa Downtown District Revitalization Façade Improvements project, supporting small businesses in the Historic Downtown core. In collaboration with the City of Mesa, and local business owners, GLHN is creating updated, cohesive façade designs for four of the privately owned buildings participating in the program. These designs aim to enhance storefronts, improve aesthetics, incorporate shade, and preserve the historic character of the buildings.

Best Practices: Renovating historic buildings is challenging due to unknown conditions. Using experience and thorough field investigations, we minimized change orders and assessed feasibility. Flexible construction documents and active involvement in construction administration were key to success.

Lessons Learned: Exterior renovations were complex due to the buildings’ historic nature and multiple stakeholders, including the City, preservation board, owner, and tenants.

Open communication and clear, non-technical schematic drawings streamlined discussions and enabled quick design adjustments.

Chandler City Hall Mezzanine Improvements

$835K GLHN Fee

Russ Combs, Principal-In-Charge

Sam Forrest, Architectural Designer

GLHN, working with the City of Chandler, is converting an outdoor portion of the second-floor mezzanine of the City Hall Building into an enclosed Wellness and Multi-Purpose Room.

The project consists of enclosing the area with curtain walls to match the existing curtain wall system on the building. GLHN will provide designs for HVAC and electrical systems, in addition to interior finishes.

Best Practices: The design team collaborated with a cost estimator to maintain the budget, providing detailed finish schemes for ownership review. This process ensured the final project exceeded expectations in cost, function, and aesthetics.

Lessons Learned: Initially, facilities management planned to use an existing HVAC unit, but field investigations led engineers and directors to opt for a new package unit. This required an unanticipated mechanical closet, which earlier director involvement could have addressed. The design team cleverly integrated its wall as a media feature for the adjacent meeting space.

ATTACHMENT 3-A: METHOD PROPOSAL

1. Substantiate how your team can most effectively undertake the requirements and responsibilities associated with the on-call architectural services for the state of Arizona and your proposed team’s understanding of this scope of services by:

GLHN is guided by the principle that “our success comes from helping others succeed.” This philosophy fosters dedication and long-term client relationships. Founded in 1963, we are an employee-owned firm with approximately 55 employees in our Phoenix and Tucson offices. Much of our work is focused on the areas of municipal, higher education, and healthcare. As devoted AE professionals, we create integrated solutions that address the needs of our clients and meet the technical and budgetary requirements of their projects. We have a broad and diverse portfolio, allowing our team to successfully manage assignments of all sizes.

GLHN professionals work continuously to improve the skills and technical knowledge necessary to provide innovative solutions in compliance with industry best practices. With in-house engineering, GLHN is uniquely qualified to support your architectural needs, providing integrated services to move your capital improvement plan forward. We have partnered with statewide agencies, local municipalities, and education entities to provide a range of on-call services as requested in your RFQ. We have also led design on complex projects with multiple stakeholders and jurisdictions such as the Kannally House upgrades in Oracle, the House and Senate Capital projects in Phoenix and the Sheep Hill Facility in Flagstaff.

Our dedicated team understands the needs of ADOA and will work as an extension of your staff to deliver functional designs that support your mission. GLHN understands the nature of on-call contracts and we’re adept at accommodating fast-track schedules and quick turn-around times. Miguel is an experienced project manager and as the ADOA’s main point-of-contact he prioritizes open lines of communication. By staying accessible through various channels, such as emails, meetings, and collaboration platforms, he ensures that everyone involved is well-informed and engaged. This proactive attitude extends to monitoring project progress, promptly identifying bottlenecks or risks, and swiftly implementing adjustments to keep the project on track. As the principal, Russ ensures that tasks receive the appropriate staffing and resources. He works with Miguel to foster an environment of trust and reliability, enabling seamless cooperation and enhancing the likelihood of project success.

Should additional task orders be assigned concurrently, Miguel would evaluate the scope of work and assemble the most qualified team to complete it. Using project management software, Ajera, conflicts in schedules and due dates would be evaluated and if needed, team members would be reassigned to provide the most experienced architects, designers, and support staff. All projects would be reviewed in a weekly Project Priorities meeting which includes representatives from all disciplines. In this way, no projects are lost, no matter how small they may be.

2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

Upon award of a task order, Miguel will assemble the appropriate team based on the requirements of the task and schedule a kickoff meeting with the ADOA project manager. At this time, we will review the scope of work and assemble a work plan with all deliverables noted along with responsible party and deadlines. The number of deliverables is determined by the size of the project. A relatively simple project will have fewer deliverables than a substantial size project.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

GLHN has many years of experience with Job Order Contracting projects. JOC’s are used on various On-Call agreements we hold with such clients as City of Phoenix, the City of Chandler, Arizona State University, University of Arizona, and others. We have a vested interest in building a relationship with the JOC contractor to deliver projects for our mutual clients in a timely manner and within budget. Having a good working relationship with JOC contractor is important when problems arise, so we can work together as a team to find solutions.

We’re committed to providing accurate support with quantities and units of measure throughout the project. From carefully estimating materials, equipment, and labor to ensuring clear and consistent documentation, we handle every detail with precision. Whether it’s preparing quantity take-offs, verifying on-site measurements, or managing materials during procurement, our team ensures accuracy and transparency at every stage.

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

Communication is the key to maintaining a schedule. Our team develops a detailed scheduled early in the project identifying key tasks and milestones for each phase. The schedule is shared with the design team and reviewed during our weekly internal team meeting. This allows the PM to gauge the team’s progress and make staffing adjustments when needed. During meetings with the client we include action items in our meeting minutes that are reviewed during subsequent meetings so we can track when issues have been closed out. We actively manage project budgets and schedules using Ajera software which allows all staff to log in and track their allocated hours and project progress. Ajera is a project management and accounting software designed for architecture and engineering firms to streamline financials, resource planning, and project tracking. This information is then discussed among our department managers during our weekly review of project priorities where project staffing decisions are made for the week ahead.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

Design requests/changes during construction periodically occur. When they occur during construction time becomes more critical.

The time to resolve the issues will depend on the complexity. It is our intent to address these issues in a timely manner 1-2 days for smaller issues and perhaps a few more days for larger issues that may require more time to research or a field visit to resolve.

During the construction phase of projects we introduce our Contract Administration team to the project. We request that all RFI’s and submittals be sent to them and the PM be copied. Our CAdmin team will maintain the RFI and submittal log and distribute the RFI or submittal to appropriate reviewers. When the RFI review or submittal review is complete it is returned to CAdmin to close the items on the log and return to the JOC and client. The PM is copied on all these communications and confirms items are ready to return. The PM also reviews the logs on a weekly basis to make certain things are not falling behind. CAdmin will also send reminders to reviewers as deadline approach. RFI and submittal review time is times are set in the specifications.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

Quality control is an on-going process throughout the project. Most projects are now performed in BIM360 which allows changes in the model to be seen in real time by all disciplines. We have the ability to allow outside consultants to also work in BIM360.

Revisions are flagged for other disciplines during weekly internal design meetings.

Teams has also proven to be an effective tool. In the past we would need to schedule an in person meeting or make a phone call to discuss revisions. Today utilizing Teams we can reach out to consultants with a Teams call or by scheduling a Teams meeting.

Teams allows all participants to share their screen when reviewing issues.

As project deliverables approach GLHN schedules Bluebeam Review sessions where all people with access to the session can review and redline drawings and specifications. The PM is diligent about noting issues across all disciplines. When items are addressed it is noted in the BB session. After the deliverable is sent to the client, the redlines and related logs are downloaded to an archive.

GLHN Architects & Engineers, Inc. | 14

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?

GLHN has utilized Procore for over 5 years including on numerous projects with ADOA. Our PM communicates regularly with ADOA and the contractor sending emails through Procore. The PM also submits DCN’s in Procore for approval. During construction Procore is also used to review and approve Pay Applications, and to submit field observation reports and punch lists. Our CAdmin team is well versed in the process of downloading and uploading RFI’s and submittals.

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Our drawings are prepared in a BIM model. Drawings are scaled in views (plans, elevations, sections) at various scales. As a rule dimensioning on the drawings is not to be overwritten as that can lead to errors. The accuracy of a BIM model will cause odd fractions in dimensions that are rounded up to the nearest inch on floor plans. BIM will adjust dimensions based on the drawing scale settings. Drawings will be noted to “Not Scale Drawings” as is common in the industry.

9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

GLHN has inserted photos into drawings sets in the past to identify existing conditions and tie in points. This is primarily done when the image will enhance what the drawings are conveying. They are not a substitute for well prepared construction documents.

10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

Yes.
