SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS

B.1. CONTRACT TYPE

This solicitation shall result in a single award Firm-Fixed Price contract with optional CLINs.

B.2. TITLE

The title of this procurement is “Census Bureau Library Management System (LMS)”

B.3. NOTICES

Services shall be performed in accordance with the accompanying Section C, Statement of Work. Terms and conditions of the contract, federal law, and the Federal Acquisition Regulation (FAR) take precedence over any license or other agreement. All products and services acquired are for official government use only.

B.4. PRICING

The Table below shall be completed by the Offeror for products and services to be provided as required in Section C Statement of Work. This pricing will be used for evaluation purposes according to criteria in Section M.

Optional CLINs: The optional CLINs below may be unilaterally exercised by the government in the quantities and the prices stated in the contract during the life of the contract.

*Under B.4.1(f) Consultation and Training, CLINs 1060 and 1061, offeror shall designate a unit (e.g. hours, days, project, module, etc.) and the quantity of that unit.

SECTION C – STATEMENT OF WORK

C.1. BACKGROUND

C.1.1. Objective

The Census Bureau Library, located at the Census Bureau headquarters in Suitland, MD, has a requirement for a commercially available cloud-based Library Management System (LMS) that is recognized as having FedRAMP status (i.e. FedRAMP-authorized, FedRAMP-ready, or FedRAMP-in process), with full Fed-Ramp compliance anticipated within 12 months of award.

C.1.2. Background

The U.S. Census Bureau (also “Bureau of the Census” or “BOC”) serves as the nation’s leading provider of quality data about its people and economy. It is the trusted source and leader for timely and relevant statistical information and data-driven innovation.

The Census Bureau Library (“BOC Library”) provides resources and research support to the Census Bureau, government employees, and the nation to better fulfill our mission. BOC Library collections include print and electronic materials and cover subject areas related to business, economics, trade, legislation, law, travel, professional development, and government publications. The BOC Library Archives is a subset of the BOC Library’s collections and is comprised of archival materials, documents published for the public, and documents internal to the Census Bureau. It is not managed by a separate archival management system.

For decades the Census Bureau had two library collections in two different locations. The main library containing the “U.S. Collection” was located within the FOB3 headquarters building in Suitland, MD. The “International Programs Collection” was located with the Geography division in leased space in Washington Plaza, Prince Georges County, MD. In 2008, the U.S. and International collections were physically combined in the new BOC Library in the new Census headquarters building at the Suitland Federal Center in Suitland, MD. The unified collection has multiple shelving locations and currently uses SirsiDynix Symphony as the library’s Integrated Library System (ILS). The Census Bureau Library’s collections include:

· Approximately 100,000 titles

· Approximately 2,500 serial item records (~250 titles); 54,079 electronic resources; 10 databases.

C.2. SCOPE

The Census Bureau Library seeks to replace its current legacy Integrated Library System (ILS) with a modern, secure, cloud-based Library Management System (LMS) software-as-a-service (SAAS) solution that meets all federal cloud-based security requirements; which offers flexibility and interoperability; and which showcases the Census Bureau Library’s print, electronic, and digital collections. The Library Management System (LMS) solution should include:

1. A Library Services Platform (LSP) to replace the ILS;

2. A Digital Asset Repository (DAR) to replace the Digital Asset Management system;

3. A Discovery service to replace the OPAC and to potentially replace the vendor discovery utility.

C.3. GENERAL SYSTEM AND SUPPORT REQUIREMENTS

This section describes requirements that shall be met by the proposed solution as a whole.

The new solution ideally has the following characteristics:

1. Is commercially available and currently functional for the acquisition, description, management, circulation, discovery, and sharing of all BOC Library resources

2. Is web-based and hosted by vendor in the vendor’s cloud.

3. Is secure and reliable, and is recognized as having FedRAMP status (i.e. FedRAMP-authorized, FedRAMP-ready, or FedRAMP-in process), with full Fed-Ramp compliance anticipated within 12 months of award.

4. Offers flexibility and interoperability with 3rd party applications, standards and systems.

5. Facilitates the discovery of all of the BOC Library’s print, electronic, and digital collections.

6. Meet DOC IT Security Policy media sanitization requirements (MP-6) (see attachment J5)

7. Meet FAR 39.101(d) regulations involving NIST common security configuration checklists including Federal Desktop Core Configuration (FDCC) or United States Government Configuration Baseline (USGCB) initiative

8. Meet FAR part 11.002 requirements which state that unless the agency Chief Information Officer waives the requirement, when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-267) and the corresponding declarations of conformance defined in the USGv6 Test Program. To meet this requirement each DOC acquisition of IP protocol technology must express requirements for IPv6 capabilities in terms of the USGv6 Profile (i.e., using the USGV6 Capabilities Check List) and vendors must be required to document their product’s support of the requested capabilities through the USGv6 test program (reference https://www-x.antd.nist.gov/usgv6/using the USGv6 Suppliers Declaration of Conformity). For external Cloud Computing services that require users to agree to terms of service agreements, such agreements must be approved by the DOC Office of General Counsel.

All use of Cloud Computing services must be approved in writing by the operating unit CIO. The operating unit CIO will certify that security, privacy, and other IT management requirements have been adequately addressed prior to approving use of Cloud Computing services.

The Cloud Computing service may not be put into production use until the operating unit CIO has provided written approval. The project manager must retain the CIO’s certification along with other investment documentation.

C.3.1. Architecture, System Updates and Upgrades, and Reliability

· Census Bureau Library requires a single, cloud-based solution.

· Where requested below, include a narrative description of how the system complies with the requirement or explain why it does not comply.

· Please specifically address the functions and features of any client-based software included in the proposal.

(d) For the LMS and Discovery systems, rollouts of all upgrades, feature enhancements, updates and fixes for the solution shall happen quickly and easily and without the need for intervention by BOC IT staff.

(e) Contractor(s) shall provide a schedule of disruptions to services with ample time for the Census Bureau Library to prepare.

(f) The system should allow the Library to increase capacity, content, and users without requiring changes to its deployment architecture.

C.3.4.1. Training

(f) Customers have a strong voice in determining and prioritizing new features and enhancements, and the Contractor will solicit and integrate customer feedback and involvement in future system direction.

C.4. LIBRARY STAFF FUNCTIONAL REQUIREMENTS

Staff functions and modules are those that are used exclusively by Census Bureau Library Staff and comprise Acquisitions Management, Cataloging, Circulation, Digital Asset Repository, Electronic Resource Management, Holdings Management, Interlibrary Loan, Serials Management, Reporting/Statistics, and Global Updates. All functions and modules shall integrate seamlessly and be cloud-based.

C.4.1. Requirements Applicable to All Library Staff Functions

The following requirements are applicable to all back-end/Library Staff functions and the system(s) that handle those functions.

C.4.1.1. System Integration and Customization

The Customer requires a solution that integrates a seamless workflow between systems/functions. The system shall:
