RFP Questions & Answers Q1. Should a vendor bid if they don’t anticipate FedRAMP compliance within 12 months?

A1. Yes. Our expectation is that vendors will have FedRAMP status (FedRAMP In-Process, FedRAMP Ready, or FedRAMP Authorized) by the time of Award. FedRAMP documentation should be provided to assist in the evaluation. We are extending the 12-month requirement to 24-months.

Q2. Would a FedRAMP data center qualify while the software is being authorized, even if the software FedRAMP compliance will take longer than 12 months to achieve?

A2. Yes. Having a FedRAMP data center would be a positive consideration. Data centers are an anticipated part of the solution. We are extending the 12-month requirement to 24-months.

Q3. Please clarify the discrepancies between L.5 Checklist (RFP pages 68-69) and other areas of the RFP? Specifically:

· L.5 Checklist, Part I, lists Financial Data and refers to L.2.1.(d); which is the SAM section. I didn’t see a Financial Data section in L.2, what Financial Data is expected?

· L.5 Checklist, Part I, lists Sample Invoice and refers to both L.2.1.(f), which does not exist in the RFP, as well as to G. Is there information regarding the required Sample Invoice vendors need to be aware of?

A3. No financial data is expected. L.5 is incorrect, L.2.1(d) should be proof of SAM registration. L5 is incorrect, please disregard sample invoice. Invoicing instructions are outlined in G2.2 on page 45.

Q4. RFP p.13: The link doesn’t work in the statement: “A list of the library’s digital database subscriptions accessible by our patrons can be viewed here: (bad link) A4. The link was provided in error. EBSCO, ProQuest, JSTOR, Sage, and Elsevier database collections are accessed via links through the library catalog. The library maintains other database collections that are accessed directly.

Q5. What is your estimated storage space for your digital collections (in GB/TB)?

A5. Currently about 500 GB, we recommend at least 750 GB-1 TB.

Q6. How many staff members are there in the library?

A6. Currently we have two (2) MSLS Librarians.

Q7. The instructions note that the response should use Times Roman typeface, with 12 pt. font size. Does this apply to Attachment 1, or should we keep the formatting that is provided in Attachment 1 (including font size)?

A7. Keep the formatting in Attachment 1.

Q8. Would the US Census Bureau consider providing an extension?

A8. No.

Q9. Provide information about the size/composition of the library collections:

A9. Multiple items – see below.

Total number of individuals who require login access to the LMS?

A9. 5 users.

Total number of end users/patrons (FTEs) who need access to library online services?

A9. Approximately 6,000 FTEs.

Total number of bibliographic titles (including e-books) A9. 103,090.

Total number of unique e-journal titles A9. Approximately 50,000 via our database collection.

Total number of digital objects A9. Approximately 2,000.

Size of your digital collection (in MBs) A9. 512,000 MBs Q10. When do you want the new system to be live by?

A10. Per the milestone schedule optimally we are expecting the system to be live 16 weeks after award.

Q11. When do you plan to award the contract?

A11. The contract will be awarded no later than Sept. 27th.

Q12. The pricing matrix mentions FEDLINK. Is this RFP connected with FEDLINK?

A12. The reference to FEDLINK was in error. This RFP is not connected with FEDLINK.

Q13. Page 61, K.3, regarding Offeror Representations and Certifications, states that the Offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) web site. However, page 62, L.1, the last bullet point, states that the Offeror should submit Reps and Certs as part of the RFP submission (to be included in Part I of the proposal). Page 64, L.2.1, #5, asks the Offeror to submit proof of registration in SAM. Can you please clarify whether or not offerors should submit a copy of the Reps and Certs if the Offeror has completed it in SAM?

A13. Offerors shall submit Reps and Certs as part of the RFP submission per L1 proposal instructions.

Q14. We noticed the Bureau had library collections in separate locations up until 2008, when they were combined. When this happened, were all library records combined into a single system? Are there cases where separate sets of records still exist, or cases where separate files or databases are maintained for parts of the collection? Please describe.

A14. All library collections have been consolidated into the current catalog and are identified by various assigned library locations.

Q15. Requirement C.3.4.3.(e) states: “The solution is implemented primarily at Academic and Special libraries to ensure that product development is in line with the needs of these library types. Solutions implemented primarily at public and school libraries will not be considered. State the percentage LMS or LSP implementations at Academic, Special, Public, and School libraries. Implementations should be reported at the top level for each institution and not include branches.” This is listed as a mandatory requirement. If a vendor has academic library customers, but has more public customers, will Census Bureau consider that vendor’s solution?

A15. Yes, the Census Bureau will consider that vendor’s solution.
